About this file

This is a Questions and Answers document for Air Force solicitation FA663326QA002. The document addresses two offeror inquiries regarding contract requirements.

Question 1 concerns written evidence requirements related to ecclesiastical endorsement for Catholic Priests performing services under the contract. The Government clarified that contractors must be in good standing with the Archdiocese for the Military Services (AMS) and provide written evidence of ecclesiastical endorsement for each Catholic Priest performing services prior to award, using Department of Defense Form 2088, Statement of Ecclesiastical Endorsement. Question 2 addresses the Performance Work Statement requirements regarding schedule coordination meetings with the Contracting Officer's Representative (COR). In response, the Government revised PWS Paragraph 2.2 to require "ongoing schedule coordination" rather than mandatory formal monthly meetings and removed the associated "zero discrepancies" performance metric from Section 7 (Service Delivery Summary). Routine scheduling communication will now be evaluated under general contract management rather than as a specific performance requirement.

Offeror Question Government Response

Q1 Performance Work Statement/ Section 3.1 and Appendix A

Section 3.1 on page 6;

Appendix A on page 15

For written evidence needed, is it ok to submit it after the solicitation is awarded?

The Government requires that the contractor must be in good standing with the Archdiocese for the Military Services (AMS) and provide written evidence of ecclesiastical endorsement for each Catholic Priest performing services. This certification is completed using Department of Defense Form 2088, Statement of Ecclesiastical Endorsement.

Q2 Performance Work Statement/ Section 2.2 and Section 7

Section 2.2 on page 4;

Section 7 on pages 13-14

Reference PWS Paragraph 2.2 and Section 7. Will the Government consider removing the requirement for a mandatory monthly sit-down meeting with the COR, and its associated 'zero discrepancies' performance metric, as routine schedule changes are typically managed through ongoing communication?

PWS Paragraph 2.2 has been revised to require 'ongoing schedule coordination' rather than a formal monthly meeting.

Furthermore, the Government has removed this specific requirement from the Service Delivery Summary (Section 7), as routine scheduling communication will be evaluated under general contract management.
