About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity involving the replacement and installation of compressed air equipment at an Air Force facility. The document addresses 40 clarifying questions from potential contractors regarding technical specifications, installation requirements, and contract terms.
The requirement involves replacing two existing 25-30 HP compressors with new units configured in a lead-lag arrangement where units alternate as the lead unit. The equipment must be rated to meet CFM and PSI requirements specified on Drawing M-01, with the compressor needing to deliver 107.5 CFM @ 110 PSI minimum (higher CFM is acceptable per the drawing). The electrical system is 240V, 3-phase, 4-wire DELTA with 4AWG wiring from the panel to disconnect, and the existing junction box serves as the point of connection. The system requires a separate vertical air receiver tank and a separate cycling-type air dryer sized to handle both compressors operating in lead-lag configuration. All piping must be copper with soldering (pro-press fittings not allowed), and drain valves and a portable container for water collection are required per the schematic. The existing 3-inch shut-off valve will remain. This is a small business set aside contract classified as a supply contract with no prevailing wage requirements. The Contractor bears full responsibility for all work, equipment, materials, disposal, unloading upon delivery, and equipment transport. No country-of-origin requirements apply as this involves commercially available off-the-shelf products. Award will be made to the Lowest Price Technically Acceptable proposal, and multiple quotes may be submitted.

1. What voltage and what pressure do you need? This will help determine what model to quote.
A. The existing system is a 240V, 3 phase, 4 wire DELTA system. Wire from the panel to the disconnect is 4AWG. See the schedule on Drawing M-01 for required pressure and volume.
2. In regard to a panel to run both compressors. We are not clear what exactly they are trying to achieve. If they are looking at setting up a Lead-Lag, that can be done within the Microprocessors of the compressors. If they want 1 starter and Microprocessor to run both compressors, that’s not an option.
A. A lead-lag configuration, where the units alternate being the lead unit, is required.
3. Can we provide photos and details of the existing system?
A. Photos attached.
4. Would you prefer a compressor with an integrated dryer to save space, or should we quote the dryer as a separate unit?
A. No, a separate air dryer is required.
5. For the cycling type dryer, should it be sized for one compressor or for two compressors in case both operate at the same time?
A. It shall be sized to handle both in a lead-lag configuration.
6. Under the installation section, could you please confirm the existing system configuration?
Are there currently two (2) 30 HP compressors installed?
A. The existing units are 25-30 HP.
7. Please confirm whether the customer will unload the equipment upon delivery so that everything is ready upon our team’s arrival.
A. The Contractor is responsible for all work, equipment and materials.
8. The requirement calls for a 30 HP compressor rated at 107 CFM @ 110 PSI — would a 25 HP compressor be acceptable if it meets the performance requirements?
A. Compressor needs to meet the CFM and PSI requirements shown on Drawing M-01.
9. Kindly confirm the required electrical voltage: 240/3/60 or 480/3/60?
A. The existing system is a 3 phase, 4 wire DELTA system.
10. The RFQ is asking for a 30 HP, 107.5 cfm, I can get you 120 CFM at 125 psi with our 25 HP with a 69 dba level.
A. Compressor needs to meet the CFM and PSI requirements shown on Drawing M-01.
11. Do you require a container to capture the water after oil has been removed?
A. Yes, see schematic on Drawing M-01.
12. Your request does not include a drain valve, would you like us to quote one?
A. Drain valves are required per the schematic on Drawing M-01.
13. Can we use the current electrical equipment?
A. Yes, the junction box on the wall is the Point of Connection.
14. What is the horsepower needed?
A. Compressor needs to meet the CFM and PSI requirements shown on Drawing M-01.
15. Where is vertical receiver direction on layout?
A. The air receiver should be vertical.
16. The Gentleman from the Air Force mentioned wanting full redundancy. The specs only mention 1 dryer. If we are doing full redundancy we should have 2 dryers. Should we quote for this.
A. There is only 1 Air Dryer.
16. Is there a preference on piping, copper?
A. The piping shall be copper.
17. Does it have to be soldered?
A. Yes, pro-press or other fittings are not allowed.
18. Will this shutoff stay?
The existing 3” shut-off valve will remain.
19. Are we replacing the air dryer?
A. Yes.
20. Is this working in unison or alternately?
A. A lead-lag configuration, where the units alternate being the lead unit, is required.
21. Does the air demand fluctuate throughout the day?
A. Yes.
22. Are there any floor drains?
A. No.
23. Can they allow for full shutdown?
A. Shut downs will be minimal for tie-in purposes only.
24. Will there be a forklift for the vendor to use?
A. No. The Contractor is responsible for all work, equipment and materials.
25. Is this a set aside?
A. Yes, for small businesses of any type.
26. Is there a country-of-origin requirement?
A. Because this is a Commercially Available Off-the-shelf Product there is no requirement.
27. Can we send more than one quote?
A. Yes, but the one chosen will be the Lowest Price Technically Acceptable
28. Are there asset tags that need to be removed from the existing equipment?
A. No.
29. Is there a flow meter?
A. No.
30. Does the oil in the machine stay here or do the vendors need to dump it?
A. The Contractor is responsible for all work, equipment and materials to include disposal.
31. Can drains be evacuated outside or into the bucket? How is this plumbed?
A. Into a portable container.
32. Under the installation section, could you please confirm the existing system configuration?
Are there currently two (2) 30 HP compressors installed?
A. See 6 above.
33. Please confirm whether the customer will unload the equipment upon delivery so that everything is ready upon our team’s arrival.
A. The Contractor is responsible for all work, equipment and materials.
34. Can the CFM that is on the bid document be higher than the stated 107.5 @ 110PSI?
A. Yes, see drawing M-01.
35. Can the dew point for the air dryer be lower than 38 Degrees F?
A. Air Dryer must meet requirements specified on Drawing M-01.
36. Also will the air receiver tank that will be placed be used as a wet or dry tank?
A. Air Receiver will be as specified on Drawing M-01.
37. Is there a prevailing wage sheet for this job?
A. No. This is considered a supply contract.
38. Where would all permits for this project be filed?
A. Any permits will be to the Base and there are no fees.
39. What size wiring is existing running to the compressors?
A. The existing system is a 240V, 3 phase, 4 wire DELTA system. Wire from the panel to the disconnect is 4AWG.
40. Are all the disconnects going to need to be fused or non-fused disconnects?
A. Existing disconnects are unfused.
