About this file
This document is an Evaluation document for a Commercial Items contract solicitation for aircraft maintenance services. The government will evaluate proposals using the Lowest Priced Technically Acceptable (LPTA) method, with three key evaluation factors: technical capability, price, and past performance. The technical proposal must detail how the offeror will meet requirements across several areas including management, aircraft wash/de-paneling/lubrication/cleaning services for C-5 aircraft, emergency and contingency services, environmental compliance, facility maintenance, and training.
The contract period includes a base period from February 1, 2026 to September 30, 2026, with four 1-year option periods from October 1, 2026 to September 30, 2030, and a potential 5-month bridge option from October 1, 2030 to March 31, 2031. Quantities vary across periods, ranging from 19 to 32 units. The government will obtain past performance information from systems like CPARS and FAPIIS, and will assign either an "Acceptable" or "Unacceptable" rating. Offerors are required to submit an original technical proposal with a detailed plan demonstrating understanding of the Performance Work Statement (PWS) requirements, along with a price proposal that includes company details, unit prices, and total evaluated prices.

Evaluation -- Commercial Items
(a) Proposals will be evaluated using the Lowest Priced Technically Acceptable. The following factors shall be used to evaluate offers:
(i)* technical capability of the item offered to meet the Government requirement;
The Government will review the contractor's proposed technical and managerial approach to verify it will result in successful contract performance. The technical rating for each section/subsection will be Acceptable or Unacceptable
(ii)** price evaluation;
Lowest price will be determined based on the total evaluated price (TEP). The TEP will be calculated as the sum of the offeror's proposed price.
(iii)** past performance;
The Government will obtain Past Performance information from established systems and other sources available to the Government. The evaluation of Past Performance is detailed below. Offerors are not to submit Past Performance information. Any Past Performance information submitted will not be considered by the Government.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Price Evaluation Factor:
-The government will conduct proposal evaluations IAW the procedures at FAR 15.404-1(b), however, upon examination of the initial offers and the determination that adequate price competition no longer exists, the Contracting Officer may use one or more, but not necessarily all of the evaluation techniques in FAR Part 15.404-1 to determine price reasonableness.
c. Past Performance: The Government will use past performance information from Contractor Performance Assessment Reporting System (CPARS) IAW FAR Part 42.1503(g), which mandates agencies will evaluate CPARS information within three (3) years of the completion of performance of the evaluated contract or order, and information contained in Federal Awardee Performance and Integrity Information System (FAPIIS), e.g., terminations for default or cause. Past Performance information may also be obtained from other established systems such as the Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers or Fee Determining Officials.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.
Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptable/unacceptability, a neutral rating shall be considered "acceptable".
Rating Description:
- Acceptable- Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.
- Unacceptable- Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Documents submitted in response to the RFP must be fully responsive to and consistent with the requirements of the RFP and PWS and government standards and regulations pertaining to the PWS.
