The purpose of this Amendment to Solicitation FA6606-25-R-0001 is as follows: Block 14 (Description of Amendment/Modification):

-Extend the proposal due date by seven (7) calendar days from Tuesday 01 April 2025 at 2:00PM EDT to Tuesday 08 April 2025 2:00PM EDT. As a reminder, facsimile and electronic submittal of proposals are NOT permitted. Mailed and hand delivered proposals will be the only acceptable methods of transmission.

L-1 TYPE OF ACQUISITION: This acquisition is being conducted under FAR Part 15, Contracting by Negotiation. It is a 100% Total Small Business Set-Aside IAW FAR Subpart 19.5. Any proposal submitted by a contractor that is currently not a small business firm will not be considered for award.
The Government intends to award without discussions, but reserves the right to conduct discussions, if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. The Government reserves the right to make a selection based upon initial submissions, so offerors should submit their best terms in the initial proposal.
L-2 SCHEDULED SITE VISIT PROCEDURES: A Site Visit has been scheduled for TUESDAY, 11 MARCH 2025 at 11:00AM EDT. Please monitor this SAM.gov notice for any potential changes to the site visit date/time.
Anyone interested in attending this site visit must complete a 439AW Form 1 (Section J Attachment). Email the completed form to Douglas Fortin, Contracting Specialist (douglas.fortin.1@us.af.mil) no later than TUESDAY, 04 MARCH 2025, COB. A DoD Safe Link may also be requested.
NOTE: ALL ATTENDEES WILL REQUIRE A TEMPORARY PASS ISSUED BY SECURITY FORCES PRIOR TO ENTRANCE ONTO THE BASE. ESCORTING OF
VEHICLES BY WARB PERSONNEL IS PROHIBITED.
Attendees are instructed to meet at the Visitor Center located at 20 Patriot Avenue, Westover ARB, Chicopee, MA, 01022-1507 (Westover Road Gate) ONE (1) HOUR PRIOR to scheduled site visit to allow time for processing of passes. Valid identification is required. Entrance can be denied for those who are late and without proper identification.

L-3 RFIs/QUESTIONS: All questions related to this solicitation must be submitted in writing, via email to Douglas Fortin, Contracting Specialist (douglas.fortin.1@us.
af.mil). All questions shall be submitted and received no later than TUESDAY, 18 MARCH 2025, COB. Questions received after this date may not be answered. All questions with answers will be posted to SAM.gov as an amendment to the solicitation announcement.
L-4 PROPOSAL SUBMISSION: To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.
1. ***REVISED*** All proposals shall be received by this office NO LATER THAN TUESDAY, 08 APRIL 2025, 2:00 PM EDT (SF1442, Block 13a). In accordance with FAR 52.215-1, Instructions to Offerors-Competitive Acquisition, offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitations by the time specified in the solicitation. NO proposals will be accepted after the deadline as specified in this solicitation.
2. Facsimile and electronic submittals of proposals are NOT permitted. Mailed and hand delivery of proposals are accepted and shall be sent to the address below:

The Offeror shall allow sufficient time when mailing proposal and a tracking number provided.
3. The proposal package SHALL be prepared and submitted as follows:
PART I - Pricing Proposal
a. Complete blocks 14, 15, 17, 19 and 20 (a-c) of Standard Form 1442.
b. Any amendments to the solicitation shall be acknowledged in Block 19 of the SF 1442.
c. Insert proposed Pricing in Section B for Contract Line Item (CLINs) 0001-0002.
d. Complete the necessary fill-ins and certifications in Sections I through K.
e. Provide the Bid Guarantee in accordance with FAR 52.228-1 Bid Guarantee.
f. Bid Schedule (Section J Attachment) shall have the required information for CLINs 0001-0002 as noted and the total price of the entire project.
PART II - Technical Proposal
a. The offeror is to provide a written plan (technical proposal) describing how they will effectively perform the work as prescribed within the Statement of Work and associated documents. Provide no more than a two-page narrative. The objective of this part is to submit a technical proposal that details the contractor's plan to accomplish the work and addresses the specifics of this project's requirements. A word-for-word copy of the Statement of Work and/or a statement stating that the contractor plans to perform in accordance with the Statement of Work does NOT meet this factor.
4. In accordance with FAR 9.103, the apparent low prospective offeror will be requested by the Government, prior to award, to submit documentation to establish its responsibility. The Supplier Performance Risk System (SPRS) will be used as part of the responsibility determination, to include Supplier Risk data (for all contracts above $2K) and NIST SP 800-171 (if CUI applicable to this acquisition.) Therefore, offeror is expected to be in compliance with all Safeguarding Covered Defense Information and Cyber Incident Reporting provisions/clauses as applicable and included in this solicitation.
5. By submission of this proposal, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to do so will be at the Offeror's own risk of their proposal not being considered for award. The Government shall not pay any Offeror for any cost or expenses associated with the preparation of their proposal.
