REQUEST FOR INFORMATION
Questions submitted on 4 May 2018
Building 7707
1. Is the existing ATS being re-used?
Response: Yes, the existing ATS in B7705 is being re-used.
Building 7070
1. Kohler model # (30REOZJC) listed in the spec is not a current product offered by Kohler. Is the model #30REOZK (spec sheet attached) acceptable? The full load standby kW rating is 31kW.
Response: Yes model #30REOZK is acceptable.
2. The sound level listed in the spec is 66dB. That is the sound level when the generator is in a factory sound enclosure. Open unit noise level is 81.2dB at full load. Is this acceptable?
Response: Yes, 81.2 dB is acceptable. 29CFR 1910.95 states “whenever sound-pressure levels equal or exceed 85dB, effective conservation program shall be administer.”
3. The spec calls for replacement of the existing ATS with a new bypass ATS. A new bypass ATS of the same amperage is significantly larger than a comparable open transition ATS. See attached spec sheet for dimensions.
Should a standard open transition ATS be quoted as an alternate?
Response: The bypass may be either internal or external to the ATS. The requirement for an integral bypass has been removed.
4. Please confirm existing fuel tank will be re-used.
Response: Yes, the existing fuel tank can be re-used.
Building 1800
1. Kohler model # (30REOZJC) listed in the spec is not a current product offered by Kohler. Is the model #30REOZK (spec sheet attached) acceptable? The full load standby kW rating is 31kW.

Building 2450
1. Kohler model # (20REOZDC) listed in the spec is not a current product offered by Kohler. Is the model #20REOZK (spec sheet attached?)
acceptable?
Response: Yes, model #20REOZK is acceptable
2. The spec calls for replacement of the existing ATS with a new bypass ATS. A new bypass ATS of the same amperage is significantly larger than a comparable open transition ATS. See attached spec sheet for dimensions.
Should a standard open transition ATS be quoted as an alternate?
Response: The bypass may be either internal or external to the ATS. The requirement for an integral bypass has been removed.
3. Please confirm existing fuel tank will be re-used. Typically units of this configuration would include a UL listed sub-base fuel tank.
Response: Yes, the existing fuel tank can be re-used.
4. A voltage selector switch is listed in the spec. typically, this is only seen on towable generators. Please advise what output voltages are required for this selector switch.
Response: The Voltage Output is 120/208 volts, the selector switch verbiage will be remove from SOW.
Questions submitted on 9 May 2018
1. Please define facility drawing and degree of detail, would a line diagram and narrative of proposed work suffice?
Response: The Contractor will need to provide a line drawing and a detailed narrative explaining the proposed work plan. The narrative also will need to address clearance requirements. Both the line drawing and narrative shall be stamped by a PE for all facilities.
2. YTPM 17-0011 A, C, What is meant by ventilation louvers will match existing, is it the intent to replace the existing through wall ventilation louvers, if is so both exhaust and intake?
Response: The old louvers will need to be replaced with new louvers with matching features for both the exhaust and intake.
3. YTPM 17-0011 B a, are the existing ATS four pole or solid neutral?
Response: The existing ATS are old and some have 2 poles others have 3 poles. The Contractor will need to open the ATS and look to see if the neutral is missing and if so then a neutral will need to be installed.
4. YTPM 17-0011 c 5, are the available accessories to be included in the SOW or simply available for future purchase by AF?
Response: These available accessories are only required if the ATS ends up being install on the exterior of the building (with a NEMA 3 enclosure).
5. YTPM 17-0011 C which fan motors and controls are you referring to when you say match and replace with new?
Response: The motor fans and switch that allows the ventilation in the room, which is located in the upper corner of the room.
6. Will portable standby power be required to back up the existing buildings while the generators and ATS are being replaced?
Response:
-No work at a facility will be allowed to begin until all materials and equipment are on site for that location.
-All work is to be performed at one facility at a time prior to moving on to the following facility.
-Standby power will not be required for the duration of the work at each building, however, at both B2450 and B1800 the critical COMM equipment must have a separate temporary backup generator to maintain power during any switchover, etc..
-For B1800, the COMM circuits to be maintained during any planned outages are:
(19) 20A 120V circuits, (6) 20A 108V circuits, and (6) 30A 208V circuits.
-For B2450, the COMM circuits to be maintained during any planned outages are:
(2) 20A 208V circuits and (2) 20 A 120V circuits -This critical COMM equipment temporary connection involves bringing in a separate generator and making a temporary connection, by means of a backboard with outlets and extension cords, to plug all the COMM equipment (UPSs) into. Only that COMM equipment will be powered during this short outage. Once the cut-out procedure is done, the plan is to put the facility back on commercial power with no back-up available.
7. How long can each respective building system be without power while the ATS is being replaced?
Response: A 1-2 hour power outage is expected for each building during the replacement of the ATS but power must be maintained to the COMM circuits in both B2450 and B1800 as stated in previous response.
8. Will off hours or premium time work be required to facilitate any interruption in power while the ATS or generators are being replaced or can all work be scheduled during normal business days?
Response: The scheduling of any outages should be planned for off-hours (evening or weekend).
9. Who is responsible for existing fuel in tanks? Who is responsible for filling new fuel tanks? To what level?
Response: The tank at B7707 is being removed and the belly tank on the existing generator at B2450 will be removed as a unit. Our BOS Contractor (currently VFS) will be responsible for the removal of fuel, purging, and draining the fuel in these two tanks. Our BOS Contractor will also be responsible for filling the new fuel tanks.
1. Can Contractor's personnel use existing toilet facilities on site?
Response: No, a portable toilet will be required.
2. Will Air Force require any temporary fencing or is that decision up to contractor?
Response: The Contractor shall provide any fencing required by OSHA to secure the site.
Questions submitted on 10 May 2018
1. Who is responsible for removing the existing fuel? Does the Base want to do it and keep the fuel?
Response: Our BOS Contractor (currently VFS) will be responsible for the removal of fuel, purging, and draining the fuel the tanks.
2. How much fuel is in each generator tank?
Response: Building 1800 has 185 gallons, building 2450 has 100 gallons, building 7070 has 300 gallons and building 7707 has 275 gallons.
3. How much do the existing generators weigh?
Response: Building 1800 the generator weight is approx. 726 kg, building 2450 the generator weight is approx. 714 kg, building 7070 the generator weight is approx. 726 kg and building 7707 the generator weight is approx. 5254 kg
4. Who is responsible for filling the new generators? After the testing of each generator, do the tanks have to be topped off?
Response: Our BOS Contractor will also be responsible for filling the new fuel tanks and topping off.
5. The drawings call for motors at each location to be changed out with new. Some locations have just damper motors and some have damper motors and exhaust fans. Verify which have to be changed.
Response: All motor dampers and exhaust fans need to be changed.
6. During the replacement of the generators/ATS is it a requirement to install a temporary generator, or can the buildings be left without emergency power during construction?
Response:
-No work at a facility will be allowed to begin until all materials and equipment are on site for that location.
-All work is to be performed at one facility at a time prior to moving on to the following facility.

Response: No, however, the Contractor’s personnel working on the Base will be required to be vetted and processed so they can obtain the proper badging for working on the Base.
8. Please advise if generators at Bldg. 7070 and Bldg.1800 will be installed on existing pads or will require new pads?
Response: These generators will be installed on the existing pads if they fit.
9. Who will provide Fuel for new fuel tank?
Response: Our BOS Contractor will be responsible to provide the fuel.
