STATEMENT OF WORK

2017 GENERATOR REPLACEMENT PROJECT

(Revised 15 May 2018)

AIR FORCE RESERVE

439 CIVIL ENGINEERING

WESTOVER AIR RESERVE BASE

CHICOPEE, MASSACHUSETTS 01022

March 2, 2018 (Revised 15 May 2018)

Summary of Revisions (10 May 2018):

1. Model numbers on Buildings 1800, 2450, and 7070 have been updated.

2. The voltage selector switch requirement has been removed for Buildings 1800, 2450, and 7070.

3. Reference to ETL 13-4 section 14.1 has been removed for Buildings 1800, 2450, and 7070.

4. Reference to ETL-13-4 section 5.3 has been deleted and reference to UFC 3-540-07 Appendix C-3.2.3 has been added for Buildings 1800, 2450, and 7070.

5. Removed “Excerpt from ETL 13-4 Standby Generator Design, Maintenance and Testing” from Section 5 Attachments.

6. “Bypass operation” has been removed as a characteristic of the ATS for Buildings 1800, 2450, and 7070.

7. Under Technical Submittals, “Facility Drawings & As-builds (PE Stamped)” was removed and replaced with “Line Drawings & Detailed Narrative (PE Stamped).

8. Under Section 3 PHASES OF WORK the following text was added: “No work at a facility will be allowed to begin until all materials and equipment are on site for that location. All work is to be performed at one facility at a time prior to moving on to the following facility.”

1. GENERAL

A. This project involves the removal and replacement of generators and all appurtenances at 4 locations on Westover ARB as describes in this statement of work. Contractor is to provide a facility drawing showing the proposed work for each location as well as a work plan for the project. All proposed work shown on the drawings shall be in conformance with all applicable codes and standards and shall be stamped by a Professional Engineer. Refer to supplemental as-built drawings for informational data. After the approval of the facility drawings and work plan, the Contractor shall provide all labor, materials, and equipment to install, construct, and complete the work planned at each facility as described in this statement of work.

B. The 439 Mission Support Group Civil Engineering (439 MSG/CE) will utilize a Plan/Build contract to accomplish the following projects to replace multiple generators at Westover Air Reserve Base.

C. See attached General Requirements for all Westover ARB specific requirements, rules and regulations.

2. SCOPE OF WORK

The intent of this contract is to replace with new, the existing RPIE generators and all their components (including interfaces and Infrastructure) in the following locations:

A. YTPM 17-0011 Replace Generator Building 1800 :

Replace existing generator with new 30Kw generator, unless otherwise noted this generator will be KOHLER Model 30REOZJC 30REOZK or approved equal.

a) Alternate generators will require written approval from the Westover ARB Contracting Office. They must be no bigger than the following dimensions (inches): 32 width x 48 height x 52 length.

b) Vent Duct Flange will meet no bigger than the following dimensions (inches) 19 height x 18 width.

c) Ventilation louvers will match existing.

d) Generators will have the following salient characteristics:

1. Emission-certified EPA-certified.

2. High-ambient cooling.

3. Decision maker controls.

4. Fuel switch.

5. 5 year extended warranty.

6. Main Circuit Breaker.

7. Diesel fuel and fuel system.

8. Voltage selector switch.

9. Training on new generator.

10. 60 HZ.

11. Sound level 66 dB (A).

12. Block heater and terminal board

13. NEMA 1.

14. 120/208 volt, 3phase, 4 wire.

B. Automatic Transfer Switch (ATS).

a) Replace, design and install the existing Automatic Transfer Switch with new in accordance to AFI 32-1062 section 6.7 and ETL 13-4 section 14.1. The new Automatic Transfer Switch must be 3-phase, 4-pole, have internal or external by-pass capabilities.

b) The new automatic transfer switch must be size accordingly, wall surface mount and wire per manufacturer recommendations.

c) The new ATS will have the following characteristics:

1. Certified enclosure to meet NEMA 1.

2. Bypass operation.

3. ATS digital controller.

4. Heavy-duty contactor.

5. Available accessories-condensation heater, voltage-surge suppressor line-to-neutral voltage and monitoring.

C. Match and replace existing fan motor and controls with new, replace existing exhaust silencer and exhaust conduits with new. All installations must meet manufacturer specifications.

Contractor to inspect, re-use or replace as needed existing conductors from generator to transfer switch and provide all connections accordingly.

Replace louver control wiring with new, installation to meet manufacturer specifications.

Existing fuel tank is to remain, disconnect and re-connect existing fuel line from the existing fuel tank to the generator accordingly.

D. Contractor to dispose of the old generator and generator appurtenances as described under general requirements articles 14 and 18. The Contractor will test the new generator under load in accordance to ETL-13-4 section 5.3 (see attachment) UFC 3-540-07 Appendix C-3.2.3.

A. YTPM 17-0003 Replace Generator Building 7070 :

Replace existing generator with new 33Kw, unless otherwise noted this generator will be KOHLER Model 30REOZJC 30REOZK or approved equal.

a) Alternate generator will require written approval from the Westover ARB Contracting Office. They must be no bigger than the following dimensions (inches): 32 width x 48 height x 52 length.

b) Vent Duct Flange will meet no bigger than the following dimensions (inches) 19 height x 18 width.

c) Ventilation louvers will match existing.

d) Generators will have the following salient characteristics:

1. Emission-certified EPA-certified.

2. High-ambient cooling.

A. YTPM 17-0002 Replace Generator Building 2450 :

Replace existing pad mounted generator with new 20 Kw generator, unless otherwise noted this generator will be KOHLER Model 20REOZDC 20REOZK or approved equal.

Alternate generators will require written approval from the Westover ARB Contracting Office. They must be no bigger than the following dimension (inches): 77.5 length x 52.25 height x 34.7 depth.

Install generator on existing concrete pad, unless otherwise noted concrete pads will remain. If existing branch wiring, connections and conduit in good condition re-use them otherwise replace and install new in accordance to the latest NEC.

Generator will have the following salient characteristics:

1. Advance door system- Lockable, flush-mounted door latches.

2. Service access- 4 large access doors/panels which allows for maintenance.

3. Internal exhaust system.

4. Oil and radiator drains.

5. Electrical stub-up.

6. Leak detection switch.

7. Fuel switch.

8. 5 year extended warranty.

9. Main Circuit Breaker.

10. Buss bar.

11. Diesel fuel and fuel system.

12. Voltage selector switch.

13. EPA Certified.

14. Training on generator equipment.

15. Sound level 66dB (A).

16. Block heater and terminal board.

17. 3 phase, 4 wire.

18. 208/120 volt.

19. NEMA 3R metal enclosure.

Building 2450 exterior generator – The internal exhaust must be able to connect to the existing exhaust silencer, contractor must coordinate the connection between existing and new generator.

B. Automatic Transfer Switch

a) Replace, design and install the existing Automatic Transfer Switch with new in accordance to AFI 32-1062 section 6.7 and ETL13-4 section 14.1. The new Automatic Transfer Switch must be 3-phase, 4-pole, have internal or external by-pass capabilities.

b) The new automatic transfer switch must be size accordingly, wall surface mount and wire per manufacturer recommendations.

c) The new ATS will have the following characteristics:

1. Certified enclosure to meet NEMA1.

2. Bypass operation.

3. ATS Digital controller.

4. Heavy-duty contactor.

5. Available accessories-condensation heater, voltage-surge suppressor line-to-neutral voltage and monitoring.

C. Replace existing muffler exhaust manifold, exhaust conduits with new. All installations must meet manufacturer specifications.

Contractor to inspect, re-use or replace as needed existing conductors from generator to transfer switch and provide all connections accordingly.

Existing fuel tank is to remain, disconnect and re-connect existing fuel line from fuel tank to the generator accordingly.

D. Contractor to properly dispose of the old generator and generator appurtenances as described under general requirements articles, 14 and 18.

The Contractor will test the new generator under load in accordance to ETL-13-4 section 5.3 (see attachment) UFC 3-540-07 Appendix C-3.2.3.

A. YTPM 13-0076 Replace Generator Building 7707 :

Replace existing generator with new 400Kw, unless otherwise noted this generator will be KOHLER Model 400REOZJB or approved equal.

a) Alternate generators will require written approval from the Westover ARB Contracting Office. They must be no bigger than the following dimensions (inches): 230 length x 127.1 width x 85.9 height.

b) The Generator must meet the following salient features:

1. Diesel fuel, tank dimensions (inches): 267.6 length x 26 width x 10.2 height.

2. EPA Certified.

3. High-ambient cooling.

4. Main circuit breaker.

5. Service access.

6. Oil and radiator drains.

7. Sound level 90-94 dB (A).

8. Leak detection switch.

9. Fuel switch.

10. Emergency pressure relief vents.

11. Spill-fill containments, alarm panel, fuel basin switch and tank markings.

12. Internal exhaust system.

13. 5 year warranty.

14. NEMA 3R metal enclosure.

15. 3 phase, 4 wire.

16. 480/277 volt.

17. 740 gallon sub-base fuel tank.

c) Demolish, remove and dispose complete the following:

1. Existing fuel tank- fuel lines, and connectors

2. Generator metal housing- electrical conduit, wires, switches, light bulbs, metal subbase floor and all its interior metal structure.

3. Contractor to properly dispose of generator and appurtenances as described under general requirements articles 14 and 18.

d) Install and replace the following:

1. Install new generator on existing concrete pad

2. Re-use or replace as needed all connections to the generator including but not limited to electrical wires, feeders, conduit and junction boxes.

3. Install muffler exhaust manifold in accordance to manufacturer specifications.

4. Install and connect new fuel lines to the new tank.

e) Contractor will provide the following:

The Contractor will test the new generator under load in accordance to ETL-13-4 section 5.3 (see attachment) UFC 3-540-07 Appendix C-3.2.3.

General Requirements for Exterior Tanks

1. Emergency generator fuel oil tank is required to have a primary and secondary air vent and be exhausted to the outside in accordance with NFPA 30. Double wall tanks are required for proper containment. New tank and interstitial compartment level gauges are required for proper inspection of tank levels.

2. Install emergency relief venting with emergency relief cap. Install and size vent piping and relief vent in accordance with manufacturer’s requirements and meeting the guidelines of NFPA 30.

3. All venting and fuel piping shall be black carbon steel pipe.

4. Install interstitial emergency vent piping with emergency relief cap in accordance with NFPA 30 22.7.1.1.1.

5. Primary, emergency vent and interstitial emergency vent piping must be sized by Mechanical PE.

6. Install all tank level gauges, to include the interstitial compartment.

7. Install all fuel filtering and dispensing fittings.

8. Modify existing fuel fill piping to fit location and size of new tank.

9. Install appropriate tank support system per manufacturer’s requirements.

10. All vent piping shall extend a significant distance to avoid vapors from being trapped beneath eaves or other obstructions.

11. Manifold of vent piping is not permissible.

3. PHASES OF WORK

This project will not be phased but coordination with the facility occupant must be maintained as to limit ongoing mission impacts. No work at a facility will be allowed to begin until all materials and equipment are on site for that location. All work is to be performed at one facility at a time prior to moving on to the following facility. An approved work plan needs to be complete prior to the construction at each location. Work plan shall include drawings, schedule, and manufacturer data sheets for proposed equipment and infrastructure.
