1. The pricing schedule requires a Monthly rate. Is this the minimum period will be order for the resultant Contract? Or the government will anticipate a requirement for Daily, Weekly rental rates to cover less than one month period requirement which will incur higher /different rate?

Answer: The Government will typically require vehicles for at least 1 month; however, we reserve the right to turn in the vehicles in the middle of any month. This is explained in PWS paragraphs 8.1.2. and 8.1.5:

“8.1.2. Rent shall accrue from the effective date of the task order or from the date each vehicle is delivered to the Government, whichever is later, and shall continue until the expiration of the contract term or the termination of this contract or when the vehicle is permanently turned-in, whichever is the earliest date. However, rent shall accrue only for the period that each vehicle is in the possession of the Government.”

“8.1.5. Rent stated in monthly terms shall be prorated on the basis of 1/30th of the monthly rate for each day the vehicle is in the Government’s possession.”

2. In reference to Paragraph: H-11 REPORTING OF TRAFFIC VIOLATIONS : The prime contractor will provide a report each month of the calendar year to the Contracting Officer responsible for this contract, and any other organization designated by the Contracting Officer. "Is the invoice will be send monthly for payment of Traffic Violation or Invoice will be submitted with the Monthly Reports"?

Answer: Any charges for “re-licensing fees”, which is not included in the price of the vehicle, will be included in the invoice for “Incidental Charges”. The Monthly report for traffic violations will be a separate submission and should match the associated charges on the Incidental Charges invoice.

3. What is the estimated minimum and maximum vehicles quantities will be order/place for the first

Task Order for the Base year period of performance?

Answer: The Government does not specify a minimum/maximum quantity. The minimum order will be AED 8,902,000 and the maximum over the full term of the contract is AED 106,830,000.

4. The minimum period of performance reflected on the pricing schedule is one Month.” If the government return the vehicle on earlier date or Less than one Month period against the task order period of performance requirement” Will the government pay the whole one month period of performance or as specified on the Task order?

Answer: The Government will typically require vehicles for at least 1 month; however, we reserve the right to turn in the vehicles in the middle of any month. In accordance with PWS paragraphs 8.1.2. and 8.1.5:

5. Who is the user (operator/Driver) of the Leased Vehicle are they Civilian or Military personnel with valid UAE Drivers License?

Answer: Vehicle operators will be both civilian and military personnel with valid driver’s licenses.

6. Would the Foreign Offerors/Company with Local Subcontractor in UAE will be eligible for Award?

Answer: Yes, although please ensure the requirements of Section H are met for pass/security requirements.

7. What will be the estimated maximum vehicles quantities will be place per Task Order?

Answer: The Government does not specify a minimum/maximum quantity. The minimum order will be AED 8,902,000 and the maximum over the full term of the contract is AED 106,830,000.

8. Is the Prime Offeror must have a Commercial License in UAE?

Answer: The UAE Government requires the contractor to have a Commercial Business License in UAE.

9. What is the Current Contract Value?

Answer: The current contract value is $3.7M for 1 year.

10. What is the Name of the Incumbent Contractor/Company?

Answer: Abu Dhabi Supplies and Commercial Services

11. What is the size/floor area of the Government Furnished Maintenance Stall, and is the maintenance stall is made up of hard stand buildings?

Answer: The facility to be provided by the Government is a 16’ x 25’ hardened facility. There may be other alternatives, but at this time, this is the facility intended for use

12. We request a picture of government furnished Maintenance Stall?

Answer: Pictures included as an attachment. Note, the vehicle in the picture would not be located in the stall once the contractor takes residence.

13. Is there any minimum manpower to be deployed for the subject contract such as safety supervisor/ maintenance personnel/drivers /Project supervisor etc. If so, do we have to incorporate the cost of said personnel in the monthly vehicle price of Attachment 2 - price schedule.

Answer: The Government does not require a certain minimum manpower to meet specifications. It is up to the contractor to determine how many personnel it requires to meet contract/PWS requirements.

14. We believe that we are not required to quote for Incidental charges (CLIN 0019) such as costs to obtain Emirati police reports, relicensing fees, SALIK toll charges, repairs for uninsured damages & Defense Base ACT (CLIN 0020) as there is no provision for the same in Attachment 2- Price schedule. The contract price for CLIN 0019 & CLIN 0020 will be determined once the contract is awarded and shall get reflected in separate invoice each month after the award.

Answer: A price for incidental charges CLIN (0019, 1019, 2019, 3019, 4019, and 5019) must be provided by the offeror in accordance with Section B. This is simply an estimate based on the offeror's best judgment. The amount provided by the offeror for these Incidental Charges CLINs will not be used to evaluate the lowest price technically acceptable offeror. The estimated price for the DBA CLINs (0020, 1020, 2020, 3020, 4020, and 5020) may be provided but it is not required. The price will be determined once the contract is awarded.

15. We are considering parking charges would be a part of incidental charges (CLIN 0019) and would not be considered as a part of monthly vehicle cost of attachment 2-price schedule.

Answer: Per para. 8.2 of the PWS, Incidental Charges CLIN is reserved for all costs not related to the monthly fixed lease price or maintenance/repair costs attributed to fair wear and tear.

16. Our company really like to bid on the subject RFP number as a International company and sub-contract with UAE company, could you please tell me can we bid on this project and work with your Office.

Answer: Nothing is preventing you from bidding on the project. Please note that UAE law forbids certain nationalities from working on base as explained in Section H of the Solicitation.

17. Does the letter for the visit in Amendment 002 have to be in Arabic or can we put it in English?

Answer: The letter must be in Arabic.

18. We request that the Government consider slightly altering the evaluation of past performance to allow the consideration of the difference between an offeror with unknown past performance and an offeror with years of outstanding performance on similar projects.

Answer: The evaluation of past performance as stated in Section M is in accordance with DoD Source Selection Procedures, Appendix A, paragraph A.2.1.2 and Table A-2. Altering the evaluation of past performance would be contrary to DoD mandatory procedures. As a result, the Government has decided to keep the evaluation of Past Performance as currently written.

19. We suggest that the Government consider including an additional subfactor under Factor 2, Technical Capability. Specifically, we would suggest that, in addition to Subfactor 1 (Maintenance and Recovery Response Plan), Subfactor 2 (Quality Control Plan) and Subfactor 3 (Technical Specifications of Proposed Lease Vehicles) the Government also consider offerors corporate experience as Subfactor 4. The inclusion of this additional subfactor would allow the Government to assess whether offerors have the requisite experience to successfully perform the contract and level the playing field for competitors.

Answer: Thanks for your recommendation. It has been considered, however, the Government believes the subfactors under Factor 2, Technical Capability, are sufficient.

20. We request that the Government modify the indemnification provision to clearly require the contractor to indemnify the Government solely from the consequences of the contractor’s actions or inactions.

Answer: Section H Clause, H-4, Compliance with Local Labor Laws, is stated clearly to place all responsibility to adhere to local labor laws on the contractor.

21. In Section M.6.1.2, the government reserves the right to conduct a price realism evaluation, but does not reserve the right to reject any proposal that is evaluated to be unrealistic. We request that the government add language that it may reject or that it reserves the right to reject, any proposal that is evaluated to be unrealistic from a price standpoint.

Answer: The Government believes this paragraph correctly explains the intent of the Government in conducting price realism analysis.
