About this file
This is a Questions and Answers (Q&A) document responding to 59 numbered clarification inquiries from offerors regarding a Request for Quotation (RFQ) for Carrier-brand HVAC equipment and mini-split systems for delivery to Al Udeid Air Base, Qatar.
The requirement encompasses 668 units across 18 CLINs, including 50Hz packaged rooftop/ground cooling units (7.5-ton through 40-ton configurations), 50Hz commercial split-system mini-splits (1.5-4 ton range), and related equipment. The Independent Government Estimate is $2 million with full funding anticipated prior to award. The Government will make a single award for all CLINs; quotations covering fewer than all eighteen CLINs will be rejected as non-responsive. Offerors must be authorized Carrier distributors or dealers, with Carrier branding required without exception across all CLINs; "or equal" products are not acceptable. The desired delivery window is within six months after contract award to the "Lemon Lot" at Al Udeid Air Base under FOB Destination terms. The requirement is supply-only, excluding installation, electrical connection, ductwork modification, refrigerant piping, and commissioning. The offeror must serve as Importer of Record for Qatari customs entry. Standard commercial export packaging is acceptable; MIL-STD packaging is not required. Warranty commences upon acceptance, with the Government responsible for equipment start-up. Payment terms are NET 14 from proper invoice acceptance in WAWF; NET 30 will not be treated as a deficiency. The Government prefers single complete delivery but will evaluate feasibility of phased deliveries with corresponding invoicing. Quotations must remain valid for the maximum period the offeror can commit, with the Government considering proposed validity periods in evaluation. Evaluation criteria are Price, Schedule, and Technical Approach, with trade-offs permitted where superior schedule or technical solutions justify higher pricing. U.S.-flag vessel requirements will be applied where applicable under DFARS 252.247-7023, with exceptions considered for commercial products.

1. Funding and Government estimate. The Brand Name Justification issued with this solicitation states that the requirement is for “approximately $2M in Carrier-brand packaged commercial HVAC units and mini-split systems.” Based on current OEM and regional authorized-distributor pricing for the exact configurations and quantities set out in CLINs 0001 through 0018, the equipment value alone materially exceeds that figure before export packaging, ocean freight, insurance, and delivery to Al Udeid Air Base. Please confirm whether the $2M figure represents the current Independent Government Estimate and the funding available for award.
• The $2M figure represents the current IGE for this requirement.
2. If available funding is materially below the market value of the full CLIN schedule, please advise whether the Government intends to (a) reduce quantities by amendment prior to the closing date, (b) award CLINs in a stated order of priority within available funds, or (c) increase funding prior to award. Offerors cannot structure a responsive and realistic quotation without this information.
• The Government intends to increase funding prior to award.
3. Is this requirement fully funded at this time, and what is the Government’s anticipated award date?
• This requirement will be fully funded with an anticipated award date of NLT 6 months ACA.
4. The RFQ cover document states “Attachments (8)” but lists and provides only three: (1) RFO & FAR Provisions and Clauses, (2) Salient Characteristics, and (3) Sections L & M. Will the Government post the remaining five attachments? If only three exist, please confirm so in the amendment, as offerors must be certain no priced or certified document is missing.
• There are only 3 attachments, this will be amended in the solicitation.
5. Section L.2 states the submission “shall consist of the following documents” but the bullets that follow describe offeror responsibilities rather than documents. Please provide a definitive list of the required documents/volumes (price schedule, technical descriptive literature, delivery schedule, completed representations and certifications, signed cover letter, or otherwise). Submitting a quotation that omits a document the Government considers mandatory would render an otherwise competitive offer non-responsive.
• This was an oversight and will be amended. A complete quote submission should include, at a minimum: a signed offer, a completed CLIN schedule, technical descriptive literature for the proposed items, a proposed delivery schedule, and any required representations and certifications. The statements in the current L.2 regarding offeror responsibilities remain accurate.
6. Please confirm the anticipated date of issuance of the amendment answering these questions. If the amendment is issued on or after 19 August 2026, will the Government extend the RFQ due date so that offerors can price the clarified requirement?
• Yes the RFQ will be extended.
7. Given the six-day solicitation period, the international sourcing and ocean transit involved, and the number of technical parameters not yet defined, will the Government extend the quote due date by 14–21 calendar days?
• Yes the RFQ will be extended.
8. Is a single award for all CLINs contemplated, or does the Government reserve the right to make multiple awards on a CLIN-by-CLIN or group-by-group basis? Will a quotation covering fewer than all eighteen CLINs be evaluated, or rejected as non-responsive?
• This will be a single award for all CLINs, any quotation that does not meet the requirements outlined will be rejected.
9. Quantity conflict — 40-Ton units. The Brand Name Justification, paragraph 3, states “8 ea Carrier 40-Ton Packaged Units,” while CLIN 0012 and the Salient Characteristics both state 10 ea. Please confirm the correct quantity is ten (10).
• The correct quantity is 10. The CLIN schedule and Salient Characteristics are correct.
10. Quantity conflict — mini-split systems. The Brand Name Justification states “552 ea Carrier Comfort Series Mini-Split Systems (1.5 to 4 Tons).” CLINs 0014–0017 (Comfort Series) total 530 ea; adding CLIN 0018 (X-Power, 12 ea) yields 542 ea; adding CLIN 0013 (SD/SF free-standing, 10 ea) yields 552 ea. Please confirm the CLIN schedule quantities are controlling and that the 552 figure was intended to aggregate CLINs 0013 through 0018.
• The CLIN schedule quantities are controlling. The 552 figure in the Justification document is an aggregate of CLINs 0013 through 0018.
11. In the event of any further conflict among the CLIN schedule, the Salient Characteristics, and the Brand Name Justification, please confirm the order of precedence that governs.
• Order of precedence: CLIN schedule, salient characteristics, brand name justification.
12. The Salient Characteristics place the 40-Ton unit (CLIN 0012) under Section B, “50Hz Packaged Rooftop/Ground Units — 400V/3-Phase/50Hz.” Please confirm CLIN 0012 is required at 400V/3-Phase/50Hz.
• Yes, all items listed under Section B of the Salient Characteristics, including CLIN 0012, must operate on a 400V/3-Phase/50Hz power supply.
13. Missing electrical specification — 540 units. Voltage, phase, and frequency are stated for CLINs 0001–0012 and 0018 only. No electrical specification is given for CLIN 0013 (SD/SF 4.0 Ton, 10 ea) or CLINs 0014–0017 (Comfort Series mini-splits, 530 ea). These 540 units cannot be priced or ordered from the factory without this parameter. Please state the required voltage, phase, and frequency for each of these CLINs.
• See document titled: HVAC - Salient Characteristics Amended.
14. Missing indoor unit configuration — 530 units. For CLINs 0014–0017, please specify the required indoor unit type for each CLIN (high-wall ductless, ceiling cassette, ducted concealed, or floor/ceiling). “Mini-Split” alone does not determine the indoor unit type, and the price difference across these configurations is substantial at this quantity.
• See document titled: HVAC - Salient Characteristics Amended.
15. Complete model numbers. Will the Government provide the complete Carrier model/part number for each CLIN, including tonnage, voltage, and option digits? Absent full model numbers, offerors cannot obtain binding factory quotations or firm lead times, and quotes will not be directly comparable. In particular: (a) Please confirm the exact series designation intended by “Carrier 50ZPX Series — 5A” and “— 9A,” and whether the “5A”/“9A” designators refer to the voltage/frequency code. (b) CLIN 0012 is shown as “Carrier 50FF145-”, ending in a hyphen, which indicates a truncated part number. Please provide the complete number for the 40-Ton (480,000 BTU) unit.
• See document titled: HVAC - Salient Characteristics Amended.
16. Design ambient temperature. Please state the maximum design ambient temperature at which the units must deliver rated capacity (for example 52 °C or 55 °C dry bulb). This determines whether standard or high-ambient-rated configurations must be quoted, and materially affects both price and factory availability.
• The maximum design ambient operating temperature for the Carrier 50ZPX "Cold Maker" ,50FF “Cooling Only” commercial series is 52°C (125.6°F) and for the Split Systems is 52°C to 55°C (125.6°F to 131°F).
17. Refrigerant. The Salient Characteristics specify a compliant refrigerant “e.g., R-410A.”
Please confirm whether R-410A is mandatory, or whether current-production Carrier units supplied with a lower-GWP refrigerant (such as R-454B or R-32) are acceptable. Several Carrier product lines have transitioned refrigerants, and this determination affects availability, lead time, and whether the requirement can be met from current production at all.
• See Salient Characteristics Document. R-410A is an example and is not mandatory if a newer compliant refrigerant is standard for the required model.
18. Refrigerant charge at shipment. Please confirm whether units are required to ship with a full operating refrigerant charge or with a nitrogen/holding charge only. A full R-410A charge classifies the shipment as UN1956 Class 2.2 dangerous goods for ocean transport, which changes packing, carrier acceptance, freight cost, and transit time.
• See Salient Characteristics Document.
19. Corrosion protection. Given the coastal and high-particulate environment at Al Udeid, please confirm whether factory coil coating (e-coat or equivalent) and/or corrosion-resistant casing treatment is required, and on which CLINs.
• No treatment is required.
20. Factory options. Please confirm which of the following are required, and on which CLINs: economizer, hail/coil guards, convenience outlet, factory-installed disconnect, phase/voltage monitor, low-ambient head-pressure control, high-static supply fan motor, and filter type/efficiency. Each is a priced factory option and cannot be assumed.
• Do not add any factory options. The Government is seeking the base model for each specified unit.
21. Controls integration. The Brand Name Justification cites native integration with “the base’s existing HVAC control and monitoring infrastructure.” Please identify the building automation system and communication protocol in use (BACnet MS/TP, BACnet IP, LonWorks, Modbus, or other), and confirm whether factory communication cards or gateways are required and are to be included in the CLIN prices.
• No specific control and monitoring infrastructure integration is required for the units being procured under this solicitation. The base models are sufficient.
22. Heating sections. Are electric resistance or gas heating sections required on any packaged unit, or are all units cooling-only?
• Cooling only.
23. Roof curbs and accessories. For the packaged rooftop units, are roof curbs, curb adapters, or vibration isolation rails required and to be priced? If so, must they match existing curb dimensions, and will those dimensions be provided?
• Roof curbs and other accessories are not required under this solicitation.
24. Ancillaries for split systems. For CLINs 0013–0018, please confirm whether interconnecting refrigerant line sets, wall brackets/stands, condensate pumps, and controllers are within the scope of supply or furnished by the Government.
• Ancillaries for split systems, such as line sets and pumps, are not part of this requirement and will be sourced separately by the Government. Controllers are part of the unit and should be included.
25. CLIN 0001 lists 7.5 Ton at 89,000 BTU, whereas Carrier’s nominal 7.5-ton packaged capacity is 90,000 BTU. Please confirm 89,000 BTU is a nominal reference and not a minimum performance threshold.
• 89,000 BTU is a nominal reference. A standard 7.5-ton unit with a nominal capacity of 90,000 BTU is acceptable.
26. DFARS 252.225-7001 (Buy American and Balance of Payments Program) and provision 252.225-7000 are incorporated. Carrier packaged and mini-split equipment in the 400V/50Hz configurations required here is manufactured predominantly outside the United States and outside the list of qualifying countries at DFARS 225.872-1; the State of Qatar is not a qualifying country. Please confirm whether foreign, non-qualifying-country end products are acceptable for award under this solicitation.
• Please refer to DFARS. Offerors are responsible for ensuring their offered products comply with the applicable clauses. The Government will evaluate offers in accordance with the terms of the solicitation and applicable regulations.
27. If foreign end products are acceptable, please state how they will be evaluated — specifically whether any evaluation factor, price adjustment, or preference will be applied.
If they are not acceptable, please identify a compliant source for the 400V/50Hz configurations, as offerors are not aware of one.
• Evaluation of offers will be conducted in accordance with Section M of the solicitation and the applicable FAR and DFARS clauses.
28. Has the Contracting Officer executed, or does the Contracting Officer intend to execute, a determination of non-availability or a public-interest exception under FAR Part 25 / DFARS Part 225 for this requirement? If so, will it be released with the amendment?
• The Government will take all necessary actions to ensure a compliant award. If a determination is required, it will be processed and documented in the contract file.
29. Please confirm how offerors are to complete paragraphs (c)(2) and (c)(3) of 252.225- 7000 for equipment of Chinese, Thai, Malaysian, Indian, or UAE origin, given that the end use is outside the United States.
• Offerors should refer to the instructions within the provision and the applicable DFARS parts to complete the representation.
30. DFARS 252.204-7016/7017/7018 (Covered Defense Telecommunications), 252.223- 7008 (Hexavalent Chromium), 252.246-7008 (Sources of Electronic Parts), and 252.225- 7059/7060 (Xinjiang) are all incorporated. For commercially available off-the-shelf HVAC equipment, offerors can only pass through OEM certification. Please confirm that OEM-issued certifications and an authorized-distributor statement will be accepted as sufficient evidence of compliance for each of these clauses, and confirm whether the Government requires units supplied without any wireless or network connectivity module in order to simplify the telecommunications representation.
• OEM-issued certifications and an authorized-distributor statement are acceptable forms of evidence of compliance. No wireless or network connectivity modules are required.
31. Delivery terms are not stated anywhere in the solicitation. Please state the FOB point (FOB Origin or FOB Destination) and the required Incoterm (DDP Al Udeid Air Base, DAP Al Udeid Air Base, CIF Hamad Port, or FOB port of export). This is the single largest undefined variable in the price of this requirement.
• FOB Destination. The delivery location is the "Lemon Lot" at Al Udeid Air Base, Qatar.
32. The CLIN schedule contains no delivery date, delivery period, or period of performance.
Please state the Government’s required or desired delivery date. If no date is fixed and the schedule is offeror-proposed and evaluated under Section M, please confirm that explicitly.
• The desired delivery is within 6 months after contract award. As stated in Section M, the proposed schedule is an evaluation factor. Offerors should propose their best delivery schedule.
33. Please provide the complete delivery address, the receiving DoDAAC, and the Mark-For information.
• The delivery location is the "Lemon Lot", Al Udeid Air Base, Qatar. Further details and the DoDAAC will be provided to the awardee.
34. DFARS 252.247-7023 (Transportation of Supplies by Sea) is incorporated and generally requires U.S.-flag vessels. Please confirm whether U.S.-flag ocean carriage is required for this delivery. U.S.-flag service from Asian and Gulf origin ports to Qatar is limited and materially more expensive than commercial carriage, and the requirement would significantly extend the delivery schedule. Please confirm whether the Government will apply the exception at paragraph (c) of the clause for commercial products resold without added value, or will consider a waiver.
• The Government will consider exceptions to the use of U.S.-flag vessels where applicable under the terms of the clause
35. If U.S.-flag carriage is required, will the Government accept a longer delivery schedule reflecting U.S.-flag sailing frequency, and will such a schedule be evaluated without prejudice under Section M?
• All quotes will be evaluated based on the criteria outlined in Section M.
36. Will the Government accept phased or incremental deliveries by CLIN, with invoicing and payment against each increment, or is a single complete delivery required before any invoice may be submitted?
• The Government prefers a single, complete delivery. However, if an offeror proposes phased deliveries, the proposal must clearly detail the schedule and invoicing plan.
The Government will evaluate the feasibility and impact of such a plan.
37. Please confirm the point of inspection and acceptance (origin or destination) and identify the Government’s authorized receiving and acceptance official.
• Inspection and acceptance will be at the destination (FOB Destination). The authorized official will be designated at the time of award.
38. Is a DPAS priority rating (DO or DX) assigned to this requirement? A rating would materially improve OEM production allocation and shorten lead time.
• No DPAS rating is assigned to this requirement at this time.
39. Are liquidated damages or any other schedule-based consideration contemplated?
None is identified in the clause list; please confirm none applies.
• No DPAS rating is assigned to this requirement at this time.
40. The Salient Characteristics require equipment “prepared and created for overseas/military transport.” Please confirm whether commercial export packaging is acceptable, or whether military preservation, packaging, packing and marking to MIL-STD- 2073-1 and MIL-STD-129 is required. The cost difference across 668 units is significant.
• Standard commercial export packaging suitable for overseas/military transport to prevent damage is acceptable. MIL-STD packaging is not required.
41. Please confirm who is responsible for offloading at destination. The 40-Ton packaged units are expected to exceed 4,000 kg each and will require crane or heavy forklift capability. If offloading is a contractor responsibility, please confirm that crane access and a suitable hardstand will be made available.
• Offloading is the responsibility of the contractor. The Government will ensure that the delivery location is accessible for the necessary offloading equipment.
42. Please identify the laydown or storage area at Al Udeid where the equipment will be received, and confirm whether the Government can receive all 668 units in a single delivery. If not, please advise the maximum receipt rate, as interim commercial storage in Qatar would otherwise be a contractor cost.
• The delivery location is the "Lemon Lot" at Al Udeid Air Base. The Government is prepared to receive all units in a single delivery.
43. Please describe the base access procedure for delivery: lead time required for vehicle and driver passes, escort requirements for third-country-national drivers, permitted delivery hours, and the entry control point to be used.
• Delivery location is Lemon Lot, there will not be base access.
44. Who is the Importer of Record for customs entry into the State of Qatar, and will the Government provide the duty and tax exemption documentation applicable to U.S. Forces procurements? If the contractor is the Importer of Record without that documentation, Qatari customs duty becomes a material priced element of this requirement.
• The contractor shall be the Importer of Record.
45. Please confirm that this is a supply-only requirement, and that installation, removal or disposal of existing units, electrical connection, ductwork modification, refrigerant piping, and commissioning are all outside the scope of this RFQ.
• This is a supply-only requirement.
46. Please state the required warranty duration and coverage — specifically the parts warranty term, the compressor warranty term, and whether labor coverage is required.
• Review Salient Characteristics Document.
47. Please confirm the warranty commencement date: date of delivery and acceptance, or date of equipment start-up. Given these quantities, equipment may remain in storage for an extended period before installation, and this determination materially affects the value of the warranty being offered and the price of providing it.
• Warranty commencement date is date of acceptance.
48. Carrier’s factory warranty on commercial equipment is generally validated by start-up performed by a factory-authorized technician. If start-up is outside the scope of this RFQ, please confirm the Government accepts responsibility for warranty-validating start-up, or advise whether the Government wishes start-up to be priced as a separate line item.
• The Government will be responsible for the start-up of the equipment.
49. Section L.3 requires quotations to remain valid for 365 days, while the solicitation is open for six days and award is firm-fixed-price with no economic price adjustment provision. No OEM or ocean carrier will hold pricing for twelve months, and copper, aluminium, and ocean freight are all subject to material movement over that horizon. Any offeror complying literally with this term must price a substantial contingency, which is not in the Government’s interest. Please confirm whether: (a) the 365-day period may be reduced, and if so the shortest acceptable period; or (b) an economic price adjustment provision will be incorporated; or (c) a quotation conditioned on a shorter validity period will be evaluated without being deemed non-responsive.
• If you cannot hold your quote valid for 365 days, please submit the maximum number of days that your company can hold a valid quote for. The Government will consider the proposed validity period in its evaluation.
50. Payment terms are stated as NET 14. Under a firm-fixed-price award with no financing, the contractor must fund the entire value of the OEM order and international freight for the full production and transit period before any invoice may be submitted. Will the Government consider commercial financing, an advance payment, or progress payments for this requirement? If not, please confirm that phased delivery with invoicing against each increment (see E6) is acceptable, as this is the only remaining mechanism by which an offeror can manage the cash requirement.
• Advance payments will not be authorized for this requirement. If a contractor proposes a phased delivery schedule, invoicing for each accepted delivery will be considered.
51. Please confirm that NET 14 runs from the date of a proper invoice accepted in WAWF together with receipt and acceptance of the supplies, and that offering standard NET 30 terms will not be treated as an evaluation deficiency.
• Yes, payment terms run from the date of a proper invoice accepted in WAWF.
Offering NET 30 terms will not be considered an evaluation deficiency.
52. DFARS 252.232-7006 lists the Ship From Code and Mark For Code as blank and identifies the fixed-price document type as “Invoice 2in1.” For a requirement involving shipment of deliverables, please confirm the correct WAWF document type and provide the Ship From Code, Mark For Code, LPO DoDAAC, and the acceptor notification e-mail addresses.
• This information will be provided to the successful awardee. For quoting purposes, assume standard WAWF procedures for a "2-in-1" invoice.
53. FAR 52.229-12 (Tax on Certain Foreign Procurements) is incorporated. Please confirm whether a 2% withholding will be applied to payments to a foreign contractor, so that offerors may account for it in their pricing.
• Offerors should price their quotes in accordance with all applicable laws and regulations, including FAR 52.229-12.
54. Please confirm the contract currency is United States Dollars.
• The contract currency is USD.
55. Section M lists Price, Schedule, and Technical Approach in descending order of importance, and Section M.2 permits a trade-off in favour of a superior schedule or technical solution. Please confirm whether the non-price factors, when combined, are more important than, approximately equal to, or less important than price.
• the schedule offered by the higher-priced quoter is superior and the benefits of such technical solution outweigh the price difference.
56. For a brand-name, single-manufacturer commercial supply requirement, please describe what will distinguish a superior “Technical Approach,” so that offerors may address the factor meaningfully rather than restating the specification.
• Please review Sections L & M of the Combo.
57. Will the Government evaluate on the basis of total evaluated price across all CLINs, or CLIN by CLIN?
• The Government will evaluate the total price for all CLINs.
58. Must the offeror itself be an authorized Carrier distributor or dealer? The Brand Name Justification states that competition will be maximized “among all authorized Carrier distributors and dealers in the region.” If authorization is a requirement, please state the acceptable evidence — for example an OEM Letter of Supply or authorized-distributor certificate — and confirm whether a firm quoting through an authorized distributor, rather than holding the authorization itself, is eligible for award.
• The offeror must be an authorized Carrier distributor or dealer. An OEM Letter of Supply or an authorized-distributor certificate is acceptable evidence.
59. Please confirm whether the Carrier brand-name restriction applies without exception to all eighteen CLINs, or whether “or equal” products are permissible for any CLIN.
• The Carrier brand-name restriction applies without exception to all CLINs. "Or equal" products will not be considered.
