Sole Source/Brand Name Justification Summary
This is a Justification for Other Than Full and Open Competition (Brand Name) document submitted by the Department of the Air Force, 379th Expeditionary Civil Engineer Squadron (379 ECES) at Al Udeid Air Base (AUAB), Qatar, requesting authorization for a sole source, firm-fixed-price contract for approximately $2 million in Carrier-brand HVAC equipment. The procurement includes 106 Carrier packaged units (220V/60Hz and 400V/50Hz; 7.5 to 30 tons), 8 Carrier 40-ton packaged units, and 552 Carrier Comfort Series mini-split systems (1.5 to 4 tons) to replace failing infrastructure at the base.
The justification is supported by four primary factors: (1) Infrastructure Standardization—existing installation facilities and concrete mounting pads are specifically engineered for Carrier units' footprint, duct connections, and electrical configuration, making conversion to alternative brands costly and structurally complex; (2) Operations & Maintenance Cost and Parts Inventory—the 379 ECES maintains substantial Carrier-specific replacement parts inventory, and introducing multiple brands would require doubling the spare parts footprint and significantly increasing O&M costs; (3) Technician Proficiency—current HVAC technicians are trained and certified on Carrier diagnostics and maintenance protocols, and retraining for alternative brands would cause unacceptable downtime during critical high-temperature seasons; and (4) Control System Compatibility—the requested units integrate natively with the base's existing HVAC control and monitoring infrastructure, and utilizing another brand risks integration failures. The document indicates that while the brand is restricted to Carrier, competition will be maximized among all authorized Carrier distributors and dealers in the region to ensure fair and reasonable pricing. The justification is authorized under 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-1(d).

CUI
SOLE SOURCE/BRAND NAME JUSTIFICATION
Project / Requirement: High-Volume HVAC Procurement
Requesting Organization: 379th Expeditionary Civil Engineer Squadron (379 ECES), Al Udeid Air Base (AUAB), Qatar
Required Brand: Carrier (Per Brand Name Justification)
1. Agency and Contracting Activity:
Department of the Air Force, Al Udeid Air Base (AUAB), Qatar, 379th Expeditionary Civil Engineer Squadron (379 ECES) / Contracting Squadron (CONS).
2. Description of Action:
This is a request to execute a brand name, firm-fixed-price contract for the procurement of commercial HVAC equipment. The brand requested is Carrier.
3. Description of Supplies/Services:
This requirement is for the expedited procurement of approximately $2M in Carrier-brand packaged commercial HVAC units and mini-split systems to replace failing infrastructure at Al Udeid Air Base. The procurement includes:
106 ea Carrier Packaged Units (220V/60Hz & 400V/50Hz; 7.5 to 30 Tons)
8 ea Carrier 40-Ton Packaged Units
552 ea Carrier Comfort Series Mini-Split Systems (1.5 to 4 Tons)
4. Authority Cited:
10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-1(d), Application for brand-name descriptions.
5. Reason for Authority / Justification for Brand Name:
The exact Carrier brand is essential to the Government's requirements, and market research indicates other companies' similar products do not meet, or cannot be modified to meet, the agency's needs for the following reasons:
• Infrastructure Standardization: The current AUAB installation facilities and concrete mounting pads are specifically engineered and sized for the footprint, duct connections, and electrical configuration of Carrier units. Introducing a different brand would require extensive and costly structural modifications to building

envelopes and existing ductwork.
BRAND NAME JUSTIFICATION — CARRIER HVAC SYSTEMS
• O&M Cost and Parts Inventory: The 379 ECES currently maintains a substantial inventory of
Carrier-specific replacement parts (compressors, control boards, blower motors). Introducing a mixed fleet of HVAC brands would require doubling the necessary spare parts footprint, straining the logistics supply chain, and significantly increasing long-term Operations & Maintenance (O&M) costs.
• Technician Proficiency: Our HVAC technicians are already trained and certified on Carrier diagnostics and maintenance protocols. Switching brands would require immediate re-training, causing unacceptable downtime during critical high-temperature seasons in Qatar and negatively impacting the mission.
• Control System Compatibility: The requested units integrate natively with the base's existing HVAC control and monitoring infrastructure. Utilizing another brand would risk integration failures and loss of climate monitoring capabilities for mission-critical facilities.
6. Efforts to Obtain Competition:
While the requirement is restricted to the Carrier brand, competition will still be maximized. The solicitation can be completed among all authorized Carrier distributors and dealers in the region to ensure the Government receives a fair and reasonable price.
