About this file
This is a Questions and Answers document addressing bidder inquiries for solicitation FA570226Q0009, an Air Force RFQ for Aerial Work Platform, Mobile Crane, and Forklift Services at Al Udeid Air Base (AUAB) in Qatar.
The Q&A clarifies key eligibility and operational requirements for prospective contractors. U.S.-based small businesses may serve as prime contractors while utilizing overseas subcontractors for local execution, provided the prime retains full contractual responsibility and meets FAR 52.219 limitations on subcontracting thresholds. Small business eligibility is not affected by subcontractor location. Subcontractor personnel may hold required AUAB base access badges and certifications (such as ANSI/SAIA A92, ASME B30, and OSHA-compliant load testing), with documentation submitted and approved as part of the technical quote; however, the prime contractor remains accountable to the government for all qualified personnel. Locally registered subcontractor vehicles and support equipment are permissible if authorized by AUAB security and inspection requirements. Past performance is not an evaluation factor in this solicitation and will not influence award decisions. Regarding maintenance pricing, routine consumables and replacement items (filters, fluids, belts, batteries) beyond minor adjustments should be submitted for approval prior to repairs, with the government recommending contractors maintain a small stock of consumables for expedited approvals. The government confirms no existing inspection, maintenance, or load test records are available, as this represents a new contracting requirement with previous repairs handled on an ad-hoc basis.

Questions & Answers
1. Prime Contractor Eligibility with Overseas Subcontractor Can a U.S.-based small business serve as the Prime Contractor while utilizing an experienced subcontractor based in Qatar to support local execution (manpower, equipment access, inspections, and on-site maintenance), provided the Prime retains full contractual responsibility and oversight?
· Yes a U.S. based prime contractor is fully permitted to utilize an overseas subcontractor for local execution. The critical factor is that the prime contractor must retain ultimate responsibility for all contract performance, including all work, management, and quality control related to the subcontractor's efforts.
1. Small Business Compliance Will the use of a Qatar-based subcontractor for on-the-ground services affect the Prime Contractor’s small business eligibility, assuming all FAR 52.219 and limitation-on-subcontracting requirements are met?
· No the use of a Qatar based subcontractor will not affect the Prime Contractor’s small business eligibility. The prime must ensure it complies with limitations on subcontracting requiring the prime to perform a certain percentage of the work itself, and as long as that threshold is met, the location of the subcontractor is not a disqualifying factor.
1. Security, Badging, and Base Access Is it acceptable for the subcontractor’s personnel to hold the required AUAB badges and base access credentials, while operating under the Prime Contractor’s Quality Control Plan and management structure?
· So long as the subcontractor is able to procure AUAB badges and maintain access, their ability to operate under the Prime Contractor's QCP is sufficient.
1. Certifications and Qualified Personnel May required certifications (e.g., ANSI/SAIA A92, ASME B30, OSHA-compliant load testing) be held by qualified subcontractor personnel, provided documentation is submitted and approved as part of the technical quote?
· Yes the government evaluates the technical acceptability of the team being proposed. Required certifications held by qualified subcontractor personnel are permissible, provided that the prime contractor includes verifiable proof of these certifications in their quote and takes full responsibility for ensuring all personnel on the contract meet the PWS requirements. The government holds the prime, not the sub, accountable for providing qualified individuals.
1. Past Performance Consideration Will relevant past performance performed by a subcontractor in Qatar or the region be considered acceptable when submitted in support of the Prime Contractor’s technical capability and experience?
· No past performance is not listed as an evaluation factor in the solicitation for this requirement, it will not be considered during the technical evaluation as a disqualifying factor, regardless of whether it was performed by the prime contractor or a proposed subcontractor. The award will be based on the criteria stated in the solicitation sections. Submitting past performance information when it is not requested or part of the evaluation criteria will have no bearing on the award decision.
1. Local Vehicles and Equipment Is the use of locally registered subcontractor vehicles and support equipment permissible for performance at AUAB, subject to base security and inspection requirements?
· So long as the registered subcontractor's vehicle and support equipment are authorized by AUAB to enter the installation.
1. Are consumables and routine replacement items (e.g., filters, fluids, belts, batteries) expected to be included in the base preventive maintenance pricing, or handled under service call repairs?
· Per the PWS para 1.2.2.4: If the repair is expected to be beyond a minor adjustment or fix (i.e. belt tensioning, cable adjustments, battery maintenance), the Contractor shall create a cost proposal of expected repair work to include separate lines for labor and materials. All other repairs and routine replacement items should be submitted for approval prior to repairs being made. For preventing delayed repairs, the government recommends the contractor keep a small stock of consumables on hand, that way the COR and CO can make quick purchase request approvals so the work can commence in a timely manner.
1. We would like to request the existing inspection, maintenance, and load test records for all AWPs, mobile cranes, and forklifts.
· There are no current records, this is a new requirement of this scope. Previously repairs have been made on a one-time basis throughout several rotations.
