About this file

This document is a Questions and Answers (Q&A) file for solicitation FA570226Q0004, related to a medical laundry services contract. The previous contract was held by BARCODE ELECTROMECHANICAL WORKS L.L.C. (previous contract number FA570225C0001), with a new scope of work. Key details include a Firm-Fixed-Price contract for processing up to 100,000 articles per month, with pricing to be fully inclusive and level-loaded monthly regardless of actual volume processed. The medical laundry facility may be shared with other customers, provided it meets all segregation requirements outlined in the Performance Work Statement (PWS).

The contract clarifies that estimated quantities for items like A-3 bags, helmet covers, coveralls, and rags are planning figures only. Contractors will be paid the full monthly Contract Line Item Number (CLIN) amount regardless of actual article volume. Turnaround time will be measured from the customer's drop-off time. The solicitation emphasizes that quotes should be submitted as a fixed monthly price, not per article or per pound, and that the specified capacity is up to 100,000 articles per month with staffing adjusted accordingly.

FA570226Q0004 – QUESTIONS (Q) AND ANSWERS (A)

Q: Who is the current/previous incumbent?

A: The previous contract was held by BARCODE ELECTROMECHANICAL WORKS L.L.C. However, please note that the current requirement has a new and different scope of work.

Q: What is the current/previous contract number?

A: The contract number for the previous service is FA570225C0001.

Q: The PWS states “up to 900,000 articles per month.” Should offerers price for the maximum stated capacity, or price based on per article or per pound?

A: The Performance Work Statement (PWS) has been updated. It now clarifies that, 'The Contractor shall staff its off-site facility with sufficient manpower to process a capacity of up to 100,000 articles per month.' . As this is a Firm-Fixed-Price contract, quotes should be quoted as a fixed monthly price, not per article or per pound.

Q: Are the estimated quantities for A-3 bags, Helmet covers, Coveralls, Rags firm estimates or planning figures only?

A: The specified quantities are planning estimates. Your proposal should reflect a Firm-Fixed-Price for the service, quoted accordingly.

Q: The Contractor Submittal Form lists CLINs as monthly (MO) units. Should pricing be fully inclusive and level-loaded per month regardless of actual volume?

A: Yes, pricing for each monthly CLIN should be fully inclusive and level-loaded, irrespective of the actual volume processed in that month.

Q: In months where actual volume is significantly lower than capacity, will the contractor still be paid the full monthly CLIN amount?

A: Yes. As this is a Firm-Fixed-Price contract, the contractor will be paid the full monthly CLIN amount regardless of whether the actual volume of articles is above or below the estimate.

Q: Does the Government require the medical laundry facility to be dedicated exclusively to this contract, or may it be shared with other customers provided segregation requirements are met?

A: The facility does not need to be exclusively dedicated to this contract. A shared facility is permissible, provided it strictly meets all requirements outlined in the Performance Work Statement (PWS), including those for segregation.
