REQUEST FOR QUOTATION:
All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer.
The 379 ECONS intends to award a Firm-Fixed Price Contract.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.
This procurement is being solicited as full and open competition under NAICS 812320 – Dry-cleaning and Laundry Services (except Coin-Operated). The size standard in dollars is $8M.
Please submit a Firm-Fixed Price quote in accordance with the attached Performance Work Statement (PWS). Submissions must include a completed Attachment 2 – Contractor Submittal Form, and all quoted prices must be in U.S. Dollars.
AVAILABILITY OF FUNDS (APR 1984)
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

FAR 52.212-1 Instructions to Offerors - - Commercial Services:
• Please provide a Firm-Fixed Price quote utilizing the Contractor Submittal Form.
• All quotes should include:
1. The solicitation number
2. Quote number
3. Name, Address, UEI Number, CAGE Code, Contact information
4. Quantity, Unit Price, Total Price and any discount terms
5. Remit to Address if different than mailing address
6. Include a statement the extent of agreement with all terms, conditions, and provisions included in the solicitation. Note: Offers that fail to furnish required representations, or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
7. Please provide a 30-day acceptance period for your quote.
8. Acknowledgement of solicitation and any applicable amendments.
9. Terms of any express warranty.
FAR Provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Sep 2023) applies to this acquisition and the following addendum applies: The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government.
Evaluation and Award Criteria The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.
The compliant quotes will then be evaluated using a Best Value approach in accordance with the following factors:
• Factor 1: Price
• Factor 2: Technical Technical Acceptability: The Government will evaluate quotes for technical acceptability in the following way:
Verification that quotes are in accordance with the PWS and an inspection of the contractor's laundry facility.
Definition: Acceptable or Unacceptable.
• Acceptable is defined as the quote clearly meets the requirements of the solicitation (in terms of the Performance Work Statement)
• Unacceptable is defined as the quote does not clearly meet the requirements of the solicitation
(in terms of the Performance Work Statement).
AWARD PROCESS:
The Government will evaluate quotes for compliance and then rank them from the lowest to the highest price. The two lowest-priced quotes will be evaluated for technical acceptability on a pass/fail basis, which will include an inspection of the laundry facility. If the lowest-priced quote is deemed technically acceptable, the evaluation will conclude, and the award will be made. If it is found to be technically unacceptable, it will be removed from consideration, and the next lowest-priced quote will be evaluated.
This process will continue until a technically acceptable quote is identified. The Government reserves the right to award without exchanges. Before the award, the price of the lowest-priced, technically acceptable offer will be evaluated for fairness and reasonableness in accordance with FAR 8.404.
Interchanges: The government intends to award a Firm-Fixed Price contract without interchanges with respective vendors. The Government, however, reserves the right to conduct interchanges if deemed in its best interest. The Government may conduct Interchanges with one, some, none or all Vendors at its discretion.
If the price is determined to be fair and reasonable, the lowest priced responsible Offeror who is technically acceptable will receive the award. The award will be made to that Offeror without further consideration to any other Offerors.
All FAR clauses in the in this solicitation are applicable to this solicitation and subject contract.
Questions are due no later than 4:00 p.m. EST on January 12, 2026. Please submit questions either in the body of an email or as a Word document. All questions will be posted on SAM two days after the submission deadline.
Quotes are due NLT 25 January, 2026 by 04:00pm Eastern Standard Time (EST). Ensure the RFQ number and title are referenced in the subject line. Quotes received after 4:00pm EST, 25 January 2026, will be considered late. All quotes must be submitted to the Contracting Officer. See contact information below.
