FA568523Q0010 Desktop Computers Statement of Work
Amended, dated 17 May 2023
The contractor shall provide all materials, labor, support, and installation to deploy a ready‐to‐ use Air Traffic Control virtual reality training software/hardware for 39 OSS in Bldg 526 at
Incirlik AB, Turkey. This Statement of Work outlines the minimum required characteristics expected from the ATC VR simulator. In an offer provides a product in which it is not clear that these minimum specifications are met, an explanation is required to demonstrate how the offer meets the minimum requirements. Offers should expand on provided solutions with product literature, graphics, videos, and other descriptive media.
The end user requires two simulation systems that can be integrated with one another. System one must replicate a "static board" where digital aircraft/vehicles can move about an airfield in both a 2D and 3D view. System 2 is a virtual reality simulation that can view the 3D environment from multiple perspectives and interact with system one.
Hardware
The ATC VR simulator should consist of several hardware components, including at a minimum:
USB PTT headsets in quantities adequate enough to match the hardware provided
Instructor setup with associated equipment to train and assist
VR simulator headsets with associated displays and computers
All computers provided are required to have TAA compliance
Software
The ATC VR simulator should include several software components, including at a minimum:
Vast inventory of aircraft models
Multitude of real‐world ATC ground and air training scenarios
Simulated voice communications with voice recognition and response
2D and 3D views of the airfield environment
High fidelity views of the airfield
Multiple viewpoints to train on air traffic operations from inside a virtual tower cab and on the ground in simulated austere locations
Adaptation to Incirlik’s 3D visual airfield environment
Onsite training and required licenses to operate software
Software Maintenance
Vendors should offer the minimum in software maintenance as follows:
Availability of either phone or email support and a regular set of business hours
Annual refresher training
