Combined Synopsis/Solicitation Air Traffic Control Virtual Reality Simulator

(1) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued.

(2) Solicitation Number: FA568523Q0010 This solicitation is issued as a Request For Quotation (RFQ).

Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

(3) This solicitation document and incorporated provisions and clauses are in effect through Federal

Acquisition Circular 2023‐02, effective March 16, 2023.

(4) This requirement will be solicited under Full and Open Competition. Small business set‐asides are not required outside the United States IAW FAR 19.000(b)(1)(ii).

(5) Description of items to be acquired: The Contractor shall provide management, labor, tools, parts, materials, travel and equipment necessary to install, maintain, and provide warranty for a virtual reality Air Traffic Control System for 39 OSS at Incirlik AB Turkey, Building 526. Offerors may propose multiple offers that will meet the Government need and each offer shall be evaluated separately. Salient characteristics are included in the Statement of Work Attached. The following table is the expected breakdown of CLINs. Please provide pricing in the following table or on company generated forms which contain the same information.

Delivery and acceptance of contract shall be at Incirlik AB, Turkey

(7) The provision at 52.212‐1, Instruction to Offerors – Commercial Items, applies to this acquisition.

Offers are due by 1000 Turkey Time (TRT) on 25 May 2023 via electronic mail to john.cone@us.af.mil and 39cons.pkc.orgbox@us.af.mil. Questions may be asked until 19 May 2023 at 1000 Turkey Time (TRT). Offeror is responsible for the following:

Ensure the quote submitted is clear and excludes inconsistencies

(8) The provision at 52.212‐2, Evaluation – Commercial Items, applies to this acquisition

(a) The Government will issue a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. IAW FAR 13.106‐2(b)(1), the Contracting Officer has broad discretion in fashioning suitable evaluation procedures, and the procedures in FAR parts 14 and 15 are not mandatory. The following factors shall be used to evaluate offers:

(i) Price

(ii) Preponderance of the following readily discernible value indicators (RDVIs):

• Editable 3D environments and scenarios

• Warranty for a year or longer

• Off network capability from the USAF network

• Ability to host multiple participants within scenarios

• Superior voice recognition, particularly for Middle Eastern accents

• Extensive (>750 objects) digital libraries available on deployment

(iii) Delivery timeline

(b) Evaluation is based on factors listed above from clause 52.212‐2, Evaluation – Commercial Items.

All offers will first be evaluated on the total proposed price.

(c) Subsequently, offers will be rated under the second evaluation factor for preponderance of readily discernable value indicators also listed above. An offer which contains 1 to 2 RDVIs will be rated as Subpar. An offer with 3 to 4 RDVIs will be rated as Satisfactory. An offer with 5 to 6 RDVIs will be rated as Superior. An offer with no RDVIs will be rated as a Fail and will not be considered.

(d) Following evaluation of RDVIs, offers will be evaluated on delivery timeline. The Government seeks to procure a system which can be deployed in a working state to Turkey as soon as feasible due to the current absence of a competent training system. Offers which can provide delivery of the hardware and software package in less than 180 days will be rated as Superior. Offers which deliver between 180 and 365 days will be rated as Satisfactory. Offers that provide over 365 days for delivery will be rated as Unacceptable.

(e) Award will be made to the offer which represents the best value to the Government based on the factors listed above. All companies or individuals responding must be registered with the System for Award Management (SAM) at the time of solicitation closing for their quote to be considered for award.

(f) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(9) Offerors are advised to include a completed copy of the provisions at FAR 52.212‐3, Offeror Representations and Certifications – Commercial Items, with its offer.

(10) The clause at FAR 52.212‐4, Contract Terms and Conditions – Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.

(11) The clause at FAR 52.212‐5 Contract Terms and Conditions Required to Implement Statutes or

Executive Orders – Commercial Items, applies to this acquisition. The additional FAR clauses that apply to this acquisition included in FAR clause 52.212‐5 are included below starting on page 43 of the document labeled “Clauses”.

(12) Invoices. An invoice shall be submitted for the delivery.

In accordance with DFARS 252.232‐7003, Electronic Submission of Payment Requests, use of electronic payment requests is mandatory. Wide Area WorkFlow (WAWF) is the Department of Defense system of choice for submission of invoices and receipt/acceptance of documents.

The Government reserves the right to cancel this solicitation, either before or after the closing date. 52.212‐2 Evaluation‐Commercial Products and Commercial Services. 2021‐11 As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Price

• Warranty for a year or longer

Technical and past performance, when combined, are not evaluated.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
