About this file
This is a Requests for Information (RFI) document for the replacement of three scoreboards at Aviano Air Base, Italy (FAC.1451, 1452, and 1457).
The Government seeks replacement scoreboards for two softball fields and one football field, with a completion deadline of March 31, 2027, and an offer submission deadline of September 10, 2026 at 4:00 PM CET. Existing vertical support poles may be reused if structurally compatible with proposed equipment; however, contractors are responsible for all horizontal structural modifications, mounting brackets, and any necessary reinforcements. The football scoreboard must include audible speaker functionality equivalent to the existing system. All three scoreboards operate on 220V power supply with existing cables suitable for reuse. Contractors must provide four 50-meter extension data cables for the softball fields and approximately 460 feet of data cables for the football field; if existing underground pathways are unavailable, contractors bear responsibility for excavation, trenching, conduit installation, and surface restoration with prior Government approval. The replacement scoreboards must be controlled via hardwired controller or laptop (wireless communication prohibited) and may be sourced from manufacturers including Daktronics, Nevco, Watchfire, or equivalent systems meeting all technical requirements. Contractors are responsible for complete removal and Italian-compliant disposal of existing scoreboards, delivery to all field locations, and installation compliance with Italian regulations (D.M. 81/08). A 2-year warranty is required. Full-matrix outdoor LED display systems with sports scoring software are acceptable if they meet all functional, dimensional, and weatherproofing requirements. Site visits may be coordinated with interested offerors to verify cable routing, electrical specifications, and mounting structure compatibility.

REPLACEMENT OF SCOREBOARDS
FAC.1451; 1452;1457
AREA F, AVIANO AB, ITALY
RFIs
1. We need to understand if it is possible to use the SECONDARY structures already available on site (1451 and 52). In addition to the main vertical steel columns (also shown on SOW) there are additional horizontal profiles to distribute the fixations/load. Can we use them? Or should these be replaced and we need to find a different fixation method? The specifications of the internal horizontal structures are currently unknown. As shown in the image below, these components are fully enclosed within the scoreboard cover, making it impossible to determine their exact dimensions or positioning without disassembly. Both solutions (utilizing the current structure or installing alternative horizontal systems) are authorized, provided that the structural integrity and weather-resistance characteristics are maintained and comply with current regulations.
2. Same applies to the football court 1457 where the existing scoreboard is fixed to the columns with Z steel profiles. Shall we use the same method and re galvanize the existing Z profile? Shall we fix the board to the columns using a different method and still being authorized to drill into the steel vertical columns? The specifications of the internal horizontal structures are currently unknown. As shown in the image below, these components are fully enclosed within the scoreboard cover, making it impossible to determine their exact dimensions or positioning without disassembly.
Both solutions (utilizing the current structure or installing alternative horizontal systems) are authorized, provided that the structural integrity and weather-resistance characteristics are maintained and comply with current regulations.
3. The football scoreboard is also including a speaker. Will it be removed? Or shall the new board include speaker system too? The existing football scoreboard includes an audible speaker/horn used for game intervals and end-of-game notification. The replacement scoreboard should include equivalent audible functionality.
4. Replacement of boards cables is mentioned in the SOW. We need to understand what is the route of these 3 boards cables and where are the cables connected (substation, breaker etc). We do not know the exact cable route and therefore distance for fields 1451 and 1452, the cables should run along the side of the fields and reach the first floor of the building between the softball fields. For Field 1457, the control board/computer connector is on the vertical pole of the scoreboard. We would need four long data cables for the control boards/computers to be operated from different locations, for an estimated total length of 460ft. We did consider the extensions when estimating the length requirement in the SOW. Actual cable routing and lengths should be verified during the site visit prior to installation.
5. Replacement of football board data cable is mentioned in the SOW with “minimum”. We require additional info on this item including location of connection and type of cable required. As per above, the cables will run from scoreboard to wall mount plus short and long extension cords. We could only estimate the length based on information’s available. Cables must be weather resistant, but there’s not a limitation on the connector type.
6. Installation will probably require the use of a mobile crane/manlift/forklift. Are we authorized to step on grass? Grass is authorized. As for field 1457, the running track is a forbidden area for vehicles of any type.
7. In the 1457 there is a second time board on top of score board. Shall this be removed or shall it stay? The other board (running clock) is to be removed as well.
8. Quotation Due Date: Page 1 of the Combined Synopsis/Solicitation identifies the response deadline as September 10, 2026 at 4:00 PM CET, while the Instructions to
