Items To Be Provided

Instructions to Quoters

Clarification of language used. This solicitation is a Request for Quote (RFQ). If appearing in this solicitation, the terms "RFP" shall mean "RFQ", the words "proposal" or "offer" shall mean "quote", the word "offeror" shall mean "quoter", and the word "contract" shall mean "purchase order."

The purpose of these instructions is to prescribe the format of the quotes in response to this Request for Quotations (RFQ) and describe the approach for the development and presentation of the request for quote data. This is designed to ensure the essential information required for evaluation is submitted. Submit quotations to the office specified in this solicitation no later than the time specified in this solicitation. Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted. In order to be determined responsive, an offeror must submit all documentation to demonstrate the following:

a. Acknowledgement of compliance with all solicitation terms and conditions by completing and signing all pages of this

Combined Synopsis.

b. Acknowledgement of all solicitation's amendments by signing all pages each published amendment.

c. Proof of active registration in the System for Award Management (SAM) at the time of quotation submission by including a

PDF copy of the SAM registration.

d. Price and any discount terms by completing the designated pricing and discount section of this Combined Synopsis.

In addition to the requirements outlined above, the quote shall consist of three (3) additional separate parts:

Technical Capabilities: Offeror shall provide:

- a PDF document containing a detailed and comprehensive technical description of the item as required under CLIN 0001.

- A redacted copy of the document above. The redacted copy will be used during evaluation procedures as detailed in Section

Evaluation Criteria” of this solicitation.

*** A redacted copy removes all direct references that can identify an offeror by name or other easily recognizable characteristics.

Proposed Delivery Schedule: the contractor shall submit a firm lead-time with its quote.

Price: Provide a firm fixed price (FFP) quote on Price Schedule. Offerors are required to fill in the CLIN 0001 (UNIT PRICE, EXTENDED PRICE & TOTAL QUOTATION) in this Request for Quotation document. The proposed price shall be submitted in

EUROs and/or Dollars. (The EURO/USD exchange rate applied is 0.9303).

Address any questions or concerns to the Contracting Office. The subject of the email shall be "Questions – FA568226QA063".

Questions shall annotate a reference to the specific combined-synopsis element to which they pertain. All questions submitted by 3 SEPTEMBER 2026, 16:00 HRS CENTRAL EUROPEAN TIME (CET), will be taken into consideration and answered via posting to SAM web site at https://sam.gov/content/home. Written requests for questions must be sent to the below POCs:

You may submit more than one quote and are encouraged to do so if an alternative satisfying the requirements of the solicitation exists and may be of interest to the Government.

Warranty: The quoter shall provide the applicable express warranties as a separate document that shall be included in the final contract by attachment.

Terms and content of your quote: Your quote must be based on the terms of this RFQ. We may reject any quote that does not meet these terms in every respect.

Determination of contractor responsibility: Before issuance of a purchase order, the Contracting Officer will determine the prospective contractor is responsible and has the capacity to satisfy the Government requirement. To this end, the Contracting Officer may request additional documentation or information from any or all prospective contractors, to include: references to current or former customers who will attest to the quality of your product or service, evidence of the contractor's ability to comply with the delivery or performance schedule, information regarding the contractor's organization, experience, accounting and operational controls, technical skills, technical literature, and facilities, or any other documentation and information that might be necessary to determine the contractor's capacity for work.

Issuance of Purchase Order: The Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the offeror’s initial quotation should contain the offeror’s best terms. The Contracting Officer may reject any or all quotes. After the evaluation of initial quotes received, the Contracting Officer may negotiate final terms with one or more offerors of the Government's choice before issuing a purchase order. The Contracting Officer will not negotiate with any offerors other than those of the Government's choice and will not use the formal source selection procedures described in RFO Part

15. The Contracting Officer will issue a purchase order to the vendor in accordance with the evaluation criteria cited in 52.212-2 below.

All referenced documents for this RFQ are available on the SAM website at https://sam.gov/. Potential quoters are encouraged to subscribe/follow for real-time e-mail notifications when information has been posted to the website for this RFQ.

If an offer is submitted through multiple emails, each email must clearly indicate in the subject line its sequence number and the total number of emails transmitted (e.g. Email 1 of 3, Email 2 of 3).

Notification and Requests for Information. Electronic public notification WILL be provided through Government Point of Entry www.sam.gov website. The contracting officer will NOT notify unsuccessful quoters who responded to this solicitation. Quoters may request information on purchase order resulting from this solicitation from the contracting officer.

The Government reserves the right to cancel this RFQ at any time prior to or after receipt of quotes. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a quoter for any costs.

RFO Provision 52.212-2, Evaluation — Commercial Products and Commercial Services, applies to this acquisition.

According to RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:

Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Price: The reasonableness of the quotation will be determined on the total evaluated price (TEP). Quoters should give their most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.

Technical capabilities: this factor evaluates how well the product or service literature provided will meet the needs of the government. The submitted Technical Literature shall explicitly demonstrate the company capabilities to provide the product or service. A quote that exceeds the government’s minimum requirement may be considered for award and the best value determination will be made.

Proposed Delivery Schedule: this factor evaluates how favorable is the delivery schedule of the offered items.

IMPORTANT NOTE: Basis for Award IAW RFO 12.203(b) - The listing above IS NOT in any order of importance and the relative importance of each factor is not stated.

The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

SAM requirement - Offerors are required to be registered in System for Award Management (SAM) at the time a quotation is submitted in order to comply with the annual representations and certifications requirements.
