Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
M-01. SOURCE SELECTION
A. Basis for Contract Award
1. This is a Lowest Price Technically Acceptable (LPTA) source selection conducted inaccordance with Federal Acquisition Regulation (FAR) 15 Contracting by Negotiation, as supplemented by the Defense Federal Acquisition RegulationS upplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix C, 20 August 2022 and Air Force Mandatory revised on 2 May 2022Procedures 5315.3 2019 edition, . These regulations are available electronically at https://www.acquisition.gov/.
Contract(s) may be awarded to the offeror who is deemed responsible in accordance with the FAR Part 9.1, as supplemented, whose proposal conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged, based on the evaluation factors and subfactors, to represent the lowest price technically acceptable proposal. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire process.
2. Proposals meeting the solicitation requirements set forth in section L will be ranked first by price and then evaluated for technical acceptability.
The technical evaluation team will evaluate the lowest two (2) offers for technical acceptability. Evaluations will terminate once two lowest priced technically acceptable proposals are identified. The lowest price technically acceptable proposal whose price is determined reasonable and balanced will be selected for award.
B. Number of Contracts to be Awarded.
The Government intends to award one contract for the performance of Project ASHE 21-1023 REPAIR HVAC B.1403, Area F, Aviano AB, Italy.
C. Discussions
The Government reserves the right to award without discussions. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, the procedures outlined in FAR 15.306 will be used.
D. Solicitation Requirements, Terms and Conditions
Offerors must follow the instructions contained in section L and meet all solicitation requirements. Failure to meet any solicitation requirement may result in an offer being ineligible for award.
M-02. EVALUATION FACTORS
A. Evaluation Factors and Subfactors
The following evaluation factors and subfactors will be used to evaluate each proposal. The Government will evaluate proposals for acceptability, but will not rank the proposals by the non-price factors or subfactors.
Factor 1: Price
Factor 2: Technical
- :ExperienceSubfactor1
- Subfactor 2: Detailed phasing plan with extensive minimization of functions inconveniences
B. Factor 1: Price
For the purpose of conducting evaluations, all proposals meeting the solicitation requirements set forth in section L will be ranked first by Total Evaluated Price (TEP). Technical evaluation will then be conducted on the two lowest priced proposals. If the lowest priced proposal of the two is evaluated as technically acceptable, that proposal represents the best value for the Government and the evaluation process stops at this point. This proposal will then be evaluated for price reasonableness and balanced pricing in accordance with FAR 15.404-1.
If the lowest priced offer is rated unacceptable,unreasonable or unbalanced the Government will then evaluate the proposals of the next two lowest priced proposals using the same process as outlined here above. This process will repeat until a proposal is evaluated as technically acceptable and has both reasonable and balanced pricing. Offerors whose price is determined to be unreasonable and/or unbalanced may not be considered foraward.
C. Factor 2: Technical
1. TheGovernment's technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as "Unacceptable" will render the entire proposal unacceptable and, therefore, un-awardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award.
However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.
2. Technical Ratings
Acceptable proposal: clearly meets the minimum requirements of the solicitation.
Unacceptable proposal: does not clearly meet the minimum requirements of the solicitation.
The proposals shall be evaluated against the following technical subfactors:
Subfactor 1: Experience
Description: This subfactor evaluates offeror's experience with the same work/trades, and complexity of this requirement.
Measureof Merit: This requirement is met when the offeror's proposal includes evidence of at least two (2) similar projects, in terms of magnitude and works typology, successfully performed within the last five (5) years from the date of proposal that involved substantially the same work/trades, magnitude and complexity as this requirement.
Subfactor 2: Detailed phasing plan with extensive minimization of functions inconveniences.
Description: This subfactor will assess the offeror's ability to realistically schedule the project's principal work elements to meet the required period of performance.The subdivision of the works in phases must demonstrate the minimal impact on the administrative functions performed in Facility 1403 and the working personnel and must be in compliance with the required phases subdivision provided with the Technical Specifications.
Measure of Merit: This requirement is met when:
- the schedule and the phasing plan is realistic and demonstrates the offeror's full understanding of the principal work elements;
- performance of work items shall be presented in a logical and reasonable sequence;
- contractor shall show proper and full consideration was given to the impact of material submittals and material/equipment lead time on the overall schedule;
- phasing plan shall meet the requirements of the Technical Specifications (paragraph AC1-20). More specifically the phasing plan shall demonstrate that the contractor has considered the feasibility of performing the partial work as described in the cited paragraph, ensuring the minimal impact on the administrative functions, and preventing inconveniences.
- period of performance in FAR 52.211-10 is respected
