The services include inspection, testing, maintenance, and repair of fire alarm, detection, and suppression systems. Replacement components must meet the same certifications and standards as original equipment. If equivalent components are unavailable, the contractor must provide a compatibility declaration or propose redesign if system maintainability is impacted. The solicitation includes as-built drawings, manuals, and maintenance records for informational purposes. Bidders must confirm participation in a pre-proposal site visit by June 20th and submit any requests for information by June 26th. RFQ FA568223Q0022 – Question & Answer document – 11 July 2023

Question 1. Do you confirm this contract will not include any of decommission and/or demolition of entire systems?

Answer 1. The PWS does not make any reference to a "total decommissioning of facilities" or

"decommissioning/demolition dismantling of facilities". If the question is about the disposal of materials / replaced components, it is addressed in paragraph 1.2.6.:

additional indications can be found in par. 4.4.3.

Question 2. Your buildings have equipment and devices that are over 12 years of age. IAW UNI

9795 these devices should be replaced. This requirement needs to be satisfied?

Answer 2. UNI 11224 – Edition 2019

11.GENERAL VERIFICATION OF THE SYSTEM

At the completion of each 12-year maintenance cycle (calculated from the formal delivery of the system), automatic smoke detectors (including point, linear, and suction detectors) and both addressed and conventional flame detectors should be subjected to one of the following options:

- factory overhaul: this should restore the detectors to a proper state of efficiency in the analysis chamber, checking unchanged response thresholds, and, if necessary, replacing damaged parts (e.g., dirty or damaged outer shell);

- replacement with new detectors with compatibility confirmed by the manufacturer of the existing detectors;

- performance of actual test according to the directions of UNI 9795 and UNI/TR 11694.

The above required, both revision and replacement and actual testing must be carried out within six years by going to test for each year one-sixth of the total number of detection points.

Question 3. In case of award, may the Government provide the contractor diagrams and drawings of all the buildings?

Answer 3. Please refers to PWS par. 3.1.1:

Within two (2) working days of contract award, the Government will allow the

Contractor to access and view the following documents if available: As-Built

Drawings; operation and maintenance manuals; historical ITM documents. These documents are provided for informational purposes only. The Government makes no representation as to the completeness or accuracy of these documents.

Question 4. The new replacement of components/devices/equipment needs to be with same certification of existing?

Answer 4. Please refers to PWS par. 3.2

The Contractor shall provide new or factory reconditioned parts and components when performing the services described in this PWS. All replacement materials

(parts, components, equipment, etc.) shall:

- Be the same (brand and model) of the original one. If the material is no longer available on the market, the Contractor will provide to the COR/CO the declaration of compatibility with existing system;

- Be of equal or better quality than original equipment or parts specifications;

- Comply and be certified with applicable Norms/Standards: the certification shall be delivered to the COR prior the installation;

- Be used in accordance with original design and manufacturer's intent.

Question 5. In case materials are no more available, how is the process?

Answer 5. See reply to question # 4.

Question 6. If the norms have been changed, do we need to re-design?

Answer 6. Based on installation and/or maintenance standards please note the following:

- For those pertaining to installation, they fall under par. 3.2 of the PWS.

To clarify: when a UL/FM certified FACP turns bad, it cannot be neither repairable nor findable nor marketable in Europe. The contractor is responsible to find an equivalent and compatible one (submitting related declaration - see section 3.2).

If it is not possible to find an equivalent and compatible one, the system becomes unmaintainable and, therefore, must be replaced (with associated redesign): this phase is outside the scope of maintenance and falls under construction.

- For those pertaining to maintenance, reference should be made to section 1.3.1.5.

Question 7. Is it possible to have a list of buildings with the type of problems existing in the fire detection and protection system? This would help us in formulating a fair evaluation of the quote.

Answer 7. Please refers to Appendix A “Addendum - RFQ FA568223Q0022”.

Question 8. Do all existing detectors (smoke, heat, etc.) older than 12 years need to be replaced?

Answer 8. See reply to question # 2.
