SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

ADDENDA TO 52.212-1, INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (APR 2014)

PROPOSAL PREPARATION INSTRUCTIONS: To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Non-conformance with the instructions in the addenda to 52.212-1 may result in an unfavorable proposal evaluation. The response shall consist of three (3) separate parts; Volume I - Price Proposal, Volume II - Technical Proposal, and Volume III- Administrative Documents.

A. POINT OF CONTACT/RFP QUESTIONS

The Contracting Officer (CO) is the sole point of contact for this acquisition. Address any questions, concerns to the CO as soon as possible, but no later than 1600 CET, 18 December 2015. The subject of the email shall be “Questions – FA5641-15-R-0008.” Questions shall annotate a reference to the specific solicitation element to which they pertain. All questions submitted by the deadline set forth above will be taken into consideration and answered via posting to FedBizOpps. Written requests for questions shall be sent to the CO, Ms. Lisa Stoker at lisa.stoker@af.mil.

B. DISTRIBUTION

All referenced documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps) web site at http://www.fbo.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

The "original" proposal shall be identified. Proposals shall be addressed to the CO and mailed or hand delivered to the appropriate address listed below. Proposals are considered delivered when they are received by the CO or a 764 Specialized Contracting Squadron representative. Timely receipt of proposals is the sole responsibility of the offeror.

If mailed from the United States:

ATTN: Ms. Lisa Stoker 764 Specialized Contracting Squadron

UNIT 3024

APO AE 09021

If hand delivered or mailed from outside of the United States:

ATTN: Ms. Lisa Stoker 764 Specialized Contracting Squadron Kapaun Air Station GEB #2767 Room #323 67661 Kaiserslautern Germany

All proposal volumes shall be submitted by 1600 CET, 18 December 2015. Proposals shall remain valid for 365 days after receipt. Only hand delivered or mailed proposals will be accepted.

Offerors using mail or other carrier delivery are cautioned that security screening of incoming mail might potentially delay arrival of proposals. 764 Specialized Contracting Squadron is located on a U.S. Air Force installation, and all visitor access to the installation is controlled. An escort may be required, as access will not be granted based solely on the need to submit a proposal. If necessary, as pre-coordinated with the POC listed in above, the Government will provide a representative to meet the offeror at the gate to the installation to accept the proposal submission. Pre-coordination shall be completed 24 hours before the solicitation close date. Furthermore, the U.S. Armed Forces conduct random exercises that may require the closure of the main gate entrance and the utilization of an alternate base entry. Any delay based on access will not be accepted as a reason for late receipt of the proposal by the Government. Offerors are advised to plan accordingly.

C. PROPOSAL ORGANIZATION/NUMBER OF COPIES/PAGE LIMITS

The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table 1 below). The titles and contents of the volumes shall be as defined in the table, all of which shall be within the required page limits and with the number of copies as specified in Table 1.

Table 1 - Proposal Organization

Volume # Title Page Limit Unbound Original

Bound Copies/ CD Copies

Volume I Price No limit 1 1/1

Volume II Technical 15 1 3/2

Volume III Administrative Documents No limit 1 1/1

1. Page Limitations. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. The CO may place page limitations on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. Unless otherwise indicated in the volume details, each page shall be counted except cover pages, table of contents and indexes, list of figures, tables or drawings, tabs, blank pages, glossaries, cross reference matrices and document revision history tracking records.

2. Page Size and Format. Page size and format do not apply to Volume I and Volume III. For all other volumes, a page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be typed and single spaced at minimum. Except for the reproduced sections of the solicitation document and footnotes, the text size shall be no less than 11 point in Times New Roman or Arial font. Tracking, kerning, leading values, and footnote font size shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume, with each volume starting at page one. Pages that do not count towards the page limitation shall not be numbered.

3. Cross-Referencing. To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal.

Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. The offeror shall provide a cross-reference matrix indicating the corresponding proposal paragraph in that section and/or volume as it relates to addenda to 52.212-1, Statement of Work (SOW) and Contract Line Item Number (CLIN).

4. Binding and Labeling. The “original” proposal shall be identified and submitted unbound. The remaining copies and attachments shall be separately bound in a three-ring, loose leaf binder permitting the volume to lie flat when open. Staples shall not be used. A cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification, and the offeror's name. The same identifying data should be placed on the spine of each binder. Be sure to apply all appropriate markings including those prescribed in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104- 4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.

5. Electronic Version of Offer. The offeror shall submit all volumes in an electronic “read only” format, using Microsoft Office compatible, virus-free CD-ROM(s). Each CD-ROM shall indicate the offeror’s name, solicitation number, volume, and title. One CD-ROM containing all volumes with all documents is preferred, but multiple CD-ROMs are acceptable. The electronic copies of the proposal shall be submitted in Microsoft Office 2003 or 2007 (MS Word, MS Excel, PowerPoint) format or PDF format. Do not submit any PDF documents that are copied as “images.” Always create PDF documents to enable textual search and copy functions. Hidden fields, comments, macros, etc., shall be omitted. The files shall be consistent and uniformly named to allow for easy distinction by Volume, Tab, etc. Inclusion of company name or abbreviation is acceptable. The documents submitted in electronic format, if printed, should match the original paper copy. In the event there is a discrepancy between the content found in a paper copy and in an electronic copy, the paper copy shall take precedence.

D. SPECIFIC INSTRUCTIONS

1. VOLUME I – PRICE PROPOSAL

(a) General. Each offeror’s proposal should represent its best efforts to respond to the evaluation criteria of this solicitation. All pricing shall be stated in EURO currency. Attachment 2 is a protected Excel file that only allows offerors to insert a unit price per furniture item, a unit price per delivery category per location, hourly unit price per worker for removal and installation, and a unit price for one (1) van meter for removal transportation. All other cells are locked and cannot be accessed by offerors. In addition, the Excel file has pre-populated summing calculations that automatically calculate the total evaluated price, which also cannot be accessed by offerors. Offerors shall verify that the total evaluated price offered matches what is calculated by the Excel spreadsheet as the total evaluated price. Offerors shall immediately notify the CO if any errors are discovered in the Excel document calculations. Offerors are only to place pricing data in Attachment 2 and not within the CLIN structure.

(b) Sample Delivery Order: Provide a price proposal in Attachment 4 that clearly delineates the unit price per furniture item, a unit price per delivery category per location, hourly unit price for removal and installation, and a unit price for one (1) van meter for removal transportation as applicable for the base period and any option period(s). Proposed pricing for the Sample Delivery Order will not be included in the Total Evaluated Price (TEP).

(d) Price Reasonableness. The CO has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists, no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the CO determines that adequate price competition no longer exists, offerors may be required to submit cost or pricing data to the extent necessary for the CO to determine the reasonableness of the price.

(e) Unbalanced. Offerors are cautioned against submitting a materially unbalanced offer. An offer may be materially unbalanced if it is based on prices which are significantly less than the price for some contract line items and/or significantly overstated in relation to price for others as indicated by price analysis techniques. If the offer appears to be unbalanced, the offeror should provide substantiating information to explain the rationale behind the unbalanced offer.

(f) Pricing Assumptions. The offeror shall summarize all significant pricing assumptions, scope limitations and/or qualifications of the price proposal.

(g) Submittal. After selection of the IDIQ contract awardees, the first minimum required Delivery Order will be awarded to the IDIQ contract awardees. The first minimum required Delivery Order is contained in, Attachments 5/6 of the solicitation. The first minimum required Delivery Order will not be included in the Total Evaluated Price (TEP).

For the first minimum required Delivery Order SOW listed in Attachment 5 of the solicitation, provide price submittal in accordance with Attachment 6 of the solicitation that clearly delineates the unit price per furniture item and a unit price per delivery category per location as applicable for the base period. Indicate pricing as identified in Attachment 2 of the solicitation. The Government will validate that the proposed pricing submittal is equal to or lower than the pricing identified in Attachment 2.

52.212-2 EVALUATION—COMMERCIAL ITEMS (JAN 1999)

1. CONTRACT AWARD

a. First Minimum Required Delivery Order The first minimum required Delivery Order (DO) will be a selection of furniture from the pre-priced list (Attachment 2) no less than €8,500. The Government will award a DO in the amount of the minimum guarantee to each indefinite delivery/indefinite quantity (IDIQ) award winner at the time of basic contract award. The price for the minimum guarantee shall not be included in the offeror’s proposal, and it will not be used to calculate the offeror’s total evaluated price. The first minimum required DO shall be included in Volume I only.

b. Basis for Contract Award The Government will use the Lowest Priced Technically Acceptable (LPTA) source selection process to conduct an unrestricted competition. Although the Government intends to award a minimum of two (2) with a target of four (4) IDIQ Furnishing Management Section (FMS) contracts, it reserves the right to award more or no contracts if the Contracting Officer (CO) determines it is in the Government’s best interest. This competitive best value acquisition will evaluate offerors’ technical approach and award to the lowest priced technically acceptable offeror(s). The offeror must receive a rating of “acceptable” on all factors and subfactors in order to be eligible for award. The evaluation process shall proceed as follows: proposals will be ranked by price from low to high; the evaluation team will perform an evaluation of the offeror’s proposal technical volume, starting with the lowest priced proposal. The evaluation process will stop once the Government has reached the target number of awardees with the lowest priced technically acceptable offers. The Government intends to select a minimum of two (2) with a target of four (4) lowest priced offerors that are determined responsible, fair, and reasonable and received an acceptable rating on all evaluation factors and subfactors.

c. Solicitation Requirements, Terms and Conditions Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.

2. EVALUATION FACTORS

a. Evaluation Factors and Subfactors The following evaluation factors and subfactors will be used to evaluate each proposal. The Government will evaluate proposals for acceptability, but will not rank the proposals by the non-price factors or subfactors.

Factor 1: Price

Factor 2: Technical

Subfactor 1 – Technical Narrative Subfactor 2 - Sample Delivery Order

b. Price Factor

(1) Price Analysis. This acquisition is conducted with the expectation of adequate price competition and will rely on the process and procedure described under FAR 15.404-1(b) as the primary means of assessing proposal reasonableness. The offeror’s price proposal, Attachment 2, will be evaluated for award purposes, based upon the total evaluated price proposed for the base year and all option periods.

(2) Price Evaluation. Prior to conducting evaluations of technical proposals, the Government shall rank all proposals by price, including all option prices. Offerors will be required to submit a proposal providing a unit price per furniture item, a unit price per delivery category per location, hourly unit price for removal and installation, and a unit price for one (1) van meter for removal transportation in the Pricing Model. An offeror’s extended price for each furniture item will be determined by multiplying the estimated quantity identified in Attachment 2, provided by the Government, with the proposed unit price. The total evaluated price will be calculated as the sum of the offeror’s proposed prices for the base period and each option period, which will include the total of all furniture items extended prices plus the most used delivery category for each of the following locations: category V for KMC, category IV for Spangdahlem, category V for Lakenheath, category V for Mildenhall, category I for Alconbury, category II for Croughton, category IV for Aviano, category I for Moron, and category II for Lajes. These delivery categories from each base were chosen to be included into the total evaluated price to ensure the offerors provide reasonable pricing within each delivery category. The price evaluation will document the reasonableness of the proposed total evaluated price. Evaluation of options shall not obligate the Government to exercise such options. The price evaluation will document the reasonableness of the proposed total evaluated price.

The price for the sample DO and the first minimum required DO will not be included in the offeror’s total evaluated price.

(3) Sample Delivery Order: Provide a price proposal in Attachment 4 that clearly delineates the unit price per furniture item, a unit price per delivery category per location, hourly unit price for removal and installation, and a unit price for one (1) van meter for removal transportation as applicable for the base period and any option period(s). Indicate pricing as identified in Attachment 2.

(4) Unbalanced Pricing: The Government will analyze offers to determine whether they are unbalanced with respect to prices or separately priced line items within each year and between option years. Offers that are determined to be materially unbalanced may be rejected.

c. Technical Factor The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

Subfactor 1 – Technical Narrative: The Offeror shall provide a Technical Narrative for the FMS requirement. As a minimum, the approach shall successfully provide the following essential components:

i. The offeror shall provide a technical narrative and associated documentation to successfully demonstrate how their products meet the specification for sections 5 through 9 of the SOW.

Subfactor 2 - Sample Delivery Order: The offeror shall successfully demonstrate technical capability to provide the FMS requirement described in the sample DO SOW contained in, Attachment 3. The sample DO will not be awarded, but it will be used to determine technical acceptability for basic IDIQ award.

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

i. The offeror shall provide a technical narrative to successfully demonstrate how their products meet the specifications of the SOW. The offeror shall provide a technical approach on the delivery, removal, and installation of the furniture.
