About this file
This document is a Questions and Answers (Q&A) file for a federal contract solicitation involving Fitness Instructors and Sports Officials, primarily for military base recreational services. The incumbent contractor is TD Support Services, with a previous 5-year contract value of approximately $3 million. The solicitation covers sports officiating for softball and flag football, with specific requirements for umpires and referees at Ramstein and Volgeweh fields, including details about electronic scoreboards and game management.
The contract includes both Appropriated Funds (APF) and Non-Appropriated Funds (NAF) line items with identical pricing structures. Payments will be made through Wide Area Workflow (WAWF) for APF contracts and the NAF Office for NAF-funded services, with compensation only for actual classes and games held. The procurement allows for inclusion of NAFTA (a nationally recognized certification program) in the Performance Work Statement, and requires a technical proposal with strict page limitations (7 pages total, including 4 pages for past performance and 3 pages for management approach).

Q&As
No. Question Answer
Is it required that the incumbent provide both Fitness Instructors and Sports Officials for this solicitation?
Yes, every position as listed on the price list is required.
2 Is there an incumbent? Yes, incumbent for the current contract is TD Support Services.
3 If so, what was the previous 5 year award amount? Around 3M.
4 Softball: Is (1) one umpire permitted during regular season play? For CLIN 0018, yes.
5 Softball: Are there electronic scoreboards at the fields? Yes Ramstein field has a working score board. Volgeweh if used needs repairs.
6 Softball: If so; do the umpires have access to the remote to keep score? Yes there is score wired remote and umpires can have access to it.
7 Flag Football: Are (2) referees permitted? For CLIN 0023, yes.
8 Flag Football: Are there electronic scoreboards at the fields?
For the current fields we use in Ramstein there is no score boards.
But the Ramstein High school field does have some and we are normally allowed to use it during times DoDEA is not using the field for their events.
We also have one at the Volgeweh Field but is not operational and we have to get it repair or replaced.
9 Flag Football: Do the referees have access to the remote to keep score?
If the Score board for Volgeweh gets repaired that can be an option at that field, but due to convenience most units will prefer to play in Ramstein. For Ramstein High School at the moment our Sport reps operate the score board but if enough refs are present it can be operated by a ref.
10 Past Performance: Does the page limitation include the four (4) pages of references?
Yes, max of 7 pages total (4 pages limit for past/present experience, 3 page limit for management approach)
Price List: The price list includes both APF and NAF-funded line items. For the NAF-funded line, is the pricing structure similar to that of the APF line item (i.e., a flat fee)?
Pricing structures are the same, the only reason they were separated is because it's a different type of funding. As stated in the RFQ, individual task orders will be created for FSS and/or NAF based service
Price List: Under “Sports Officials,” does the quantity represent the number of games or the number of staff required?
Number of games. Number of staff required is indicated in each CLIN
Can the government include NAFTA in Appendix C of this PWS?
(NAFTA: NAFTA is NCCA-accredited, a member of NBFE, is listed on the DoD COOL site, and provides nationally recognized certification programs and training throughout U.S.
Government installations, including Ramstein, Lakenheath, Spangdahlem, Barksdale, Peterson, MacDill, Kadena, Vandenberg, Davis-Monthan, Luke, Holloman, Aviano, and Dover Air Force Bases.)
Yes, the updated PWS will be posted shortly.
Will the government pay the contractor a flat hourly rate for these services, or will individuals seeking services pay the contractor directly?
For APF funded contracts, contractor will be paid after invoicing through WAWF. NAF based payments will be made by submitting invoices to the NAF Office. Payments will only be made for classes and games that were actually held. No-shows will not be compensated.
