Minutes

SUBJECT: Solicitation No. FA5613-24-R-0005 TITLE: Collection and Recycling Services and Operation of Recycling Centers in the Kaiserslautern Military Community and Pirmasens Husterhoehe DATE/TIME: 31 July 2024, 1030 a.m.

LOCATION: Ramstein Air Base, Bldg. 502 PURPOSE: Pre-proposal Conference / Site Visit

On 31 July 2024, a pre-proposal conference and site visit were conducted to provide interested vendors with a better understanding of the acquisition requirements and the opportunity to view selected recycling sites on base.

Government representatives arrived at the West Gate, Ramstein Air Base, at 0915 a.m. on 31 July 2024 to sign vendor representatives in. At 1000 a.m., government and vendor representatives were taken to building 502 to attend the pre-proposal conference, which took place from 1020 a.m. until 1110 a.m. The following questions and answers were provided during the pre-proposal conference:

1. Q: Does the incumbent contractor have to provide a phase-in plan?

A: Yes, the incumbent contractor has to provide a phase-in plan.

2. Q: How will the location “Pirmasens Husterhoehe” evolve in the future? Will there be a higher volume of recyclable materials?

A: During the next one or two years, renovations are going to take place at this location. The current recycling quantities for this location are based on past volumes and do not reflect future volumes required to be disposed once the site becomes operational.

Increases/decreases of up to 10% of the quantities specified in Appendix A, “Historical Annual Workload Data”, are considered to be within the scope of the contract. Should a need for the disposal of higher volumes arise, negotiations to adjust the price of the contract will take place and a modification to the contract will be issued.

3. Q: Is ISO certification a requirement for the anticipated contract?

A: No, ISO certification is not required.

The pre-proposal conference concluded at 1110 a.m. After a short break, the below recycling sites on Ramstein Air Base were shown:

1. Recycling Center, Ramstein Air Base

The hazardous waste collection area and recycling containers were shown to the contractor representatives. A representative from 86 CES/CEIE, Environmental Management Office, explained that household hazardous waste pick-up by ZAK (Zentrale Abfallwirtschaft Kaiserslautern – Central Waste Management Office, Kaiserslautern) occured once per month. Furthermore, it was stated that only hazardous waste generated by private households was being accepted, but no industrial hazardous waste, and that 86 CES/CEIE was responsible for the disposal of fire extinguishers. A representative from 786 CES, Civil Engineering Squadron, informed the vendor representatives that recycling center personnel was responsible for providing assistance to customers to properly sort recyclable materials into the correct containers and that the Vogelweh/Kapaun recycling center had approximately the same set-up as the Ramstein Air Base recycling center. Additionally, it was stated that recyclable materials fell under the authority of 786 CES and hazardous waste under the authority of 86 CES/CEIE.

2. Building 2019, Flight Line

“Kinshofer Pilz” underground containers were shown to the contractor representatives. A representative from 786 CES, Civil Engineering Squadron, explained that the underground containers were government-owned and that it was the responsibility of the Government to repair and replace these. Additionally, it was mentioned that unscheduled underground container lifting was required for these containers.

3. Ramstein Air Base, Dormitories

The recycling container enclosure at dormitories No. 2413, Ramstein Air Base, were shown to the contractor representatives. A representative from 786 CES, Civil Engineering Squadron, stated that the enclosure was locked to prevent unauthorized dumping of waste and that the contractor was being issued a key for all locked enclosures on base.

4. KMCC – Kaiserslautern Military Community Center, Ramstein Air Base

The enclosure behind the KMCC was shown to the contractor representatives, as well as the recycling container for paper/cardboard, which is located partially inside the KMCC building. A representative from 786 CES, Civil Engineering Squadron, informed the vendor representatives that no metal was being collected at this recycling site.

5. KMCC – Kaiserslautern Military Community Center, Ramstein Air Base

Recycling containers to the right-hand site of the KMCC entrance were shown to the contractor representatives. A representative from 786 CES, Civil Engineering Squadron, informed the attendees that frequently, complaints were being received from this location, because containers were not being emptied. It was explained that it was often not possible to empty the containers, because incorrect items were being placed in these or vehicles were being placed in front of containers making it impossible for the company to empty them. Additionally, the 786 CES representative informed the attendees that it was the customers’ responsibility to remove incorrect items placed in containers.

6. Military Family Housing Area

The site visit concluded with a bus tour of the Military Family Housing area showing Virgina boulevard, Michigan boulevard, Oregon street, California avenue, Illinois Boulevard, and New York avenue.
