About this file

This document is a Performance Work Statement (PWS) for recycling collection services and the operation of recycling centers in the Kaiserslautern Military Community (KMC) and Pirmasens Husterhoehe, Germany.

The PWS requires the contractor to provide all personnel, equipment, and services necessary to collect recyclable materials, including paper/cardboard, glass, electronic parts, wood, construction debris, tires and metal. The contractor must also operate recycling centers at Ramstein Air Base and Vogelweh/Kapaun. The PWS includes detailed requirements for container types, underground container servicing, hazardous waste management, reporting, and quality control. It also specifies government-furnished equipment and services. The contract has a 2-month phase-in period and a 6-month base period, with options for additional years. Pricing shall be based on the historical annual workload data provided in the appendices.

This PWS is attached to a federal contract opportunity solicitation for the recycling collection and recycling center operation services. The solicitation has a pre-proposal conference and site visit on July 31, 2024, with proposals due by August 14, 2024.

The contractor shall empty above ground and underground recycling containers and collect recycling bags in accordance with the frequencies, collection days, and on-call requirements listed in Appendix E to maintain a healthy, vector free environment and prevent recycling container overflow. The contractor shall establish vehicle routes, which are subject to approval by the COR, based on Appendix E and the maps/site plans identified in Appendix B, “Maps and/or Site Plans”, to ensure efficient recycling collection at all collection points. The maps/site plans listed in Appendix B are viewable at 786 CES facilities. The contractor shall submit the vehicle routes to the COR for approval by email not later than ten (10) business days prior to the start of the period of performance (PoP). Any major changes to vehicles routes are subject to COR approval and must be provided by email to the COR not later than (10) business days prior to the requested date of change. The contractor may propose schedule (Appendix E) adjustments at any time, but as a minimum, the Contracting Officer’s (CO) designated representative and contractor shall monitor fill capacities during the entire performance period.

The format of the monthly report shall include the fraction, date, location, building number and total quantities per fraction, location and building number, as well as overall total quantities per fraction. The report shall be provided by email in Excel. The format of the report shall be approved by the COR; the proposed report is to be provided by email not later than ten (10) business days prior to the start of the PoP.

2. SERVICES SUMMARY (SS).

The Government will evaluate contractor performance IAW the below criteria. The contract service requirements are summarized in performance objectives that relate directly to mission-essential items. The performance threshold briefly describes the minimally acceptable level of service for each requirement. The SS provides information on contract requirements and the expected level of contractor performance. These thresholds are critical to mission success.

Procedures as set forth in FAR 52.212-4 (a), Contract Terms and Conditions – Commercial Products and Commercial Services, Inspection/Acceptance, as well as the SS and paragraph 2.1., 2.2., 2.3., and 2.4. of this PWS will be used to remedy deficiencies. During the first initial 30 calendar days of the period of performance (after phase-in period, 1 through 30 April 2025) two additional errors for each performance objective shall be allowed in an effort to allow for normal phase-in problems (this applies only in case of a change in contractor).
