Question Number
1 Question. Who is responsible for primary interaction upon award the 700 CONS/PKA Flight or the 86th Airlift Wing?
Answer: The Contracting Office, 700 CONS, is working with the Mission Partner, 86th Airlift Wing together and both Units are responsible for interaction of the award.
With this said all correspondence (oral or via email) has to come to the Contracting Office. If there is a need we will contact the Mission Partner (86th Airlift Wing).
2 Question: Do you have a written preventative maintenance program for the BASH Cannons?
Answer: The Maintenance of the BASH cannons is detailed described in the PWS, para 2.3.3
3 Question: Do you have a written list of the repair parts needed for the equipment and current vendors?
Answer: Two different brands of BASH cannons are used on Ramstein. There is a parts and pricing list available but not for all the equipment’s.
The awardee will receive the available data and has to do market research where to by the parts.
4 Question: Can payment through WAWF be made to a US Bank?
Answer: DFAS is making payments to US and overseas contractors.
The contractor needed payment information is all included in SAM and visible by DFAS.
Payment will be made by Electronic Funds Transfer-System, see clause 52.212-5(58).
5 Question: Why is this solicitation required to be submitted in Euro currency?
Answer: Because of the currency issues the discussion was made to use one currency and due to past experience the “EUR” currency was selected
6 Question: Is there a written base access document that outlines all requirements?
Answer: All needed information for base access is in the solicitation, clause 5352.242-9000 Contractor Access to Air Force Installations.
7 Question: Is base access different for US citizens versus EU citizens?
Answer: Base access is different for US citizens versus EU citizens, the information is located in the solicitation clause 5352.242-9000 Contractor Access to Air Force Installations
8 Question: Will a location be provided within the base or housing of both the birds and staff for administrative purposes?
Answer: Since you attended the pre-proposal conference and the site visit, you have been at the location of the birds on base
9 Question: Can we have access to bird-strike data for the last 5 years?
Answer: The Wildlife strikes for the prior years are attached.
10 Question: Will a valid US hunting and falconer licenses be acceptable? If not what agency should we inquire for proper licenses?
Answer: U.S. hunting and falconer licenses is not acceptable.
It is outlined in the PWS, para 2.0, what licenses are needed and the Agency where to request them.
These are the only licenses acceptable because the base is on “German Ground” and therefore only the described regulations are valid.
11 Question: Do you have a list of the other BASH tools?
Answer: Samples of BASH tools are described in the PWS, para 2.1.1.
12 Question: Who is responsible for determining which BASH tools are used at a specific time?
Answer: As stated samples of BASH tools and who is making the determination, also estimated times.
All information is listed in the PWS, para 2.1.1, also estimated times.
13 Question: Is there a lockable location on the Airfield or Base that weapons and ammunition can be stored?
Answer: Since you attended the pre-proposal conference and the site visit, you have been at the location.
Inside of the bird building is space you can locate a locked cabinet.
14 Question: How many BASH cannons are on the airfield?
Answer: It is stated in the PWS, para 2.3.1 how many BASH cannons are on the airfield.
15 Question: Is there a map outlining the locations of the BASH cannons?
Answer: There is a map outlining the location, it was shown to you at the site visit in front of the building where the BASH cannons are located.
16 Question: Are there any exceptions to the Schengen Area rules for non-EU personnel supporting a US government contract?
Answer: This is described in the clause 5352.242-9000 Contractor Access to Air Force Installations
