PERFORMANCE WORK STATEMENT (PWS)
for
86TH AIRLIFT WING SAFETY BASH MANAGER SERVICES
AT RAMSTEIN AIR BASE, GERMANY

1.0. DESCRIPTION OF SERVICES
1.1. OVERVIEW OF SERVICES. Non-personal services in support of the 86th Airlift Wing Safety (86 AW/SE) Bird/Wildlife Aircraft Strike Hazard (BASH) program and falconry services.
The contractor shall be responsible for furnishing all necessary management, tools, equipment, including weapons, vehicles, material, licenses, and labor necessary to hunt and harrass birds and other wildlife and shall maintain BASH cannons and equipment as stated in 2.3.3 and 5.0, issued by the 86 AW/SE to assist in the safety of air traffic, particularly in the airfield environment at Ramstein Air Base (RAB), Germany. These services must also be provided in an emergency or during periods of known increased bird activity.
2.0. SPECIFIC REQUIREMENTS. The contractor shall perform services as stated in paragraph 1.1 and shall be in possession of a valid and required German hunting and falconer licenses. Services shall be performed In Accordance With (IAW) all German Federal and State Hunting Laws (Bundes- und Landesjagdgesetz), the German Federal and State Environmental Protection Law (Bundes- und Landesnaturschutzgesetz), the German Threatened and Endangered (T&E) species regulation (Bundesartenschutzverordnung), and the Air Force Instruction (AFI) 91-212, BASH Management Program. Services will include depredation and harassment of wildlife as well as operation and maintenance of BASH cannons situated on the flight line and other BASH tools such as pyrotechnics, bioacoustics and effigies, see Appendix B.
2.1. SUBTASK 1 – Basic Services
2.1.1. The contractor shall use multiple hunting birds in the RAB Flight Line area an estimated 25 times per month, for a total of approximately 300 BASH management executions annually, in order to control wildlife which are detrimental to safe flight operations at RAB. During critical months of increased bird activity, as defined by 86 AW/SE and IAW AFI 91-212, the contractor shall conduct at least 25 BASH management performing’s per month. The critical months are estimated between April and October each year, but may change per wildlife migration and 86 AW/SE guidance delivered to the contractor by the COR. BASH tools such as BASH cannons, bioacoustics, pyrotechnics, and effigies may also be utilized to assist with these operations, see Appendix B. The use of different techniques and areas of application should be coordinated with 86 AW/SEF. The Government will provide the contractor with airfield driving training prior to start of operations on the Airfield.
2.1.2. During performance of services, the contractor is authorized to depredate wildlife at Ramstein AB or may enter the CMA. The contractor is authorized to depredate with a shotgun or rifle. The contractor is required to use only authorized shotguns/rifles/ammunition IAW all German Federal and State Hunting Laws (Bundes- und Landesjagdgesetz, Waffengesetz) and Air Force Regulations AFI 36-2654 and AFI 91-212.
2.1.2.1. Copies of the following valid firearm certification documents will be provided to the COR or designated representative before firearms may be used in performance of services under this contract: Firearm certificate of the owner of the weapon, whether it be corporate or individual and Firearm certificates for each individual who may be using the firearm in the performance of this contract.
2.1.3. The contractor shall dispose of the remains of all dead, disabled and maimed wildlife IAW German Federal and State Hunting Laws (Bundes- und Landesjagdgesetz, Leitfaden LF 125, Kreislaufwirtschaftsgesetz) at no additional costs to the Government.
2.1.4. The contractor shall coordinate days of performance with identified Flight Safety Point of Contact prior to start of work. The contractor will be provided a Government-furnished radio and radio frequency to coordinate with Tower/Air Traffic Control. They shall also be trained to operate within the airfield and CMA. Proper training will be provided by 86 AW/SE. Within the CMA the contractor shall maintain radio contact with the Tower/Air Traffic Control at all times while performing services and must be able to safely operate his own all-terrain vehicle and keep the hunting birds ready for action. The contractor shall provide their own transportation while performing services.
2.1.5. The contractor shall coordinate the work schedule IAW 2.1.1. with the COR no later than 5 business days prior to the start of each work week. The contractor shall schedule occupation during low flying periods as identified by Airfield Management. The Contractor may modify may working hours to adjust to mission requirements with approval of the COR. Each exercise of the duties outside normal working hours should last until the task is completed.
2.1.6. The contractor shall compile and submit a control log (see Appendix A) to the COR no later than 3 business days from the beginning of each month documenting work the previous month.
The control log, at a minimum, shall include: wildlife observed, wildlife depredated with location, time and species, and start/end times of each workday.
2.2. SUBTASK 2 – Emergency and Special Event Services
The contractor shall perform services as stated in 2.1 under emergency or special events of increased bird activity criteria as identified in paragraphs 2.2.1 through 2.2.2. The contractor is exempt from all German hunting and environmental law restrictions if performing an emergency depredation because of flight safety reasons within the CMA (as defined in the Memorandum of Understanding (MOU) between the 86th AW and the German Federal Forest Department (Bundesanstalt für Immobilienaufgaben), available upon request.
2.2.1. Upon notification, the contractor shall report and perform emergency or special event services. Visits may be required after normal duty hours (after sunset) to keep birds and other wildlife from creating a hazard to aircraft. Emergency and special event services must also be able to be performed at night, if required.
2.2.2. Normal hours of performance are Monday – Friday, 0800-1630, except when abnormal circumstances require a change. The contractor shall provide a contact number and will be considered on-call during the time when not scheduled to perform duties. If called, the contractor shall respond within 30 minutes of notification. On-call status (24 hours/7 days a week) is utilized by the Government 365 days a year.
2.3. SUBTASK 3 - BASH Cannons
The contractor shall conduct operational checks, visual inspections, and maintenance of BASH cannons positioned throughout the RAB airfield to ensure operational readiness. The contractor shall be responsible for movement/relocation operations of the BASH cannon stations and conduct emergency maintenance services and provide spare parts as required.
2.3.l. Operational checks shall consist of testing mechanical elements, battery voltage verification including inspections of solar panel connections. These operational checks should be conducted at least twice a week during their placement on the airfield. A preliminary check shall be conducted on all BASH cannons in March, prior to placing the cannon stations on the airfield. At least 25 BASH cannons will be placed on the airfield no later than l April (depending on bird activity), and all cannons will be taken off the airfield no later than 1 November. More BASH cannons can be placed after consultation. A final check shall be completed on all BASH cannons, prior to placing the cannon stations in building 2328, on Ramstein for storage.
2.3.2. Visual Inspections consist of overall equipment service ability to include frame, body and components (i.e. barrel or solar panel). This inspection should be conducted for each cannon at least twice a week between April and October.
2.3.3. Maintenance of the BASH cannon includes cleaning, adjusting and replacing as needed, all parts and components within the BASH cannon system. The BASH cannon system is composed of:
2.3.3.l. 40 remote BASH cannon stations and all components thereof (except propane tanks).
2.3.3.2. Radio Frequency transmitters, receivers and antennas including hand-held transmitters operated by the 86 AW/SEF and 86 OSS/OSAA.
2.3.3.3. BASH cannon Master Control computer, software, antenna, and signal processing hardware (service includes automatic updates/upgrades).
2.3.3.4. Interconnecting cabling and hardware.
2.3.4. The contractor shall be responsible for BASH cannon placement, relocation and movement between the airfield and the maintenance building 2328, defined in 2.3. The contractor shall coordinate with 86 AW/SEF in determining effectiveness of use and need for relocation of BASH cannon stations.
2.3.4.l. The contractor shall coordinate with Flight Safety prior to relocation services to ensure placement of the BASH cannons are within safe distances of the runways. The contractor shall provide their own transportation while performing relocation services.
2.3.5. Between April and October, the contractor shall report the monthly operational readiness of all RAB BASH Cannons in writing to 86 AW/SEF by the 5th duty day of the following month.
This report shall also include any malfunctions or errors discovered in the previously outlined weekly duty days in paragraphs 2.3.1 and 2.3.2. The contractor shall also provide an operational readiness and maintenance requirement report on all RAB BASH Cannons no later than the 5th duty day in December. Any maintenance issues or discrepancies not identified in the December report will be reported in February after the preliminary checks are conducted.
If at any given time less than 25 of the 40 BASH cannons are available for use, the contractor shall report and perform emergency services within 48 hours of parts receipt. After the contractor identifies the issue, the contractor shall verbally report the findings to 86 AW/SEF.

4.0. GENERAL INFORMATION
BASE ACCESS. The contractor shall be responsible for obtaining the appropriate access passes for all personnel employed under this contract prior to performance. If applicable, the contractor shall be responsible for obtaining the appropriate vehicle pass(es). The Government will not escort the contractor employees on base during the performance of this contract, unless the contractor has made an expedient and best effort to obtain the passes prior to performance and have not been issued the passes by the appropriate authorities.
4.0.1. SECURITY CHECKS. IAW FARS Section 5352.242-9000, all local Security Forces requirements and United States Army in Europe (USAREUR) Regulation 604-1, Foreign National Employee Screening Program, and the contractor will complete Army in Europe (AE) Form 604- 1B for each employee assigned to perform under this contract in order to be issued a pass. The completed forms shall be submitted to the COR as soon as possible, but no later than 10 business days after award. The COR will submit the forms to appropriate authorities for a security check.
The COR will also check the names of all employees against the USAREUR and United States Air Forces in Europe (USAFE) consolidated installation disbarment list prior to employees

2.3.1.

The contractor shall also submit all necessary paperwork to receive their restricted access badge no later than 10 business days after award.
4.1. MANAGEMENT. The contractor shall identify a Contract Manager (CM) and an alternate.
The names of these individuals shall be designated in writing and provided to the Contracting Officer (CO), no later than 10 business days after contract award. The CM and alternate shall be able to use the English language fluently and accurately on all levels normally pertinent to professional needs. The CM and alternate must be able to read English fluently and accurately on all styles and forms of the language pertinent to professional needs. The contractor shall appoint a lead who shall be responsible for coordinating with the COR to obtain and clarify contract requirements and who will be responsible for the daily control and supervision of contractor's employees.
4.2. PLACE OF PERFORMANCE/HOURS OF WORK. Services shall be performed on and around the Airfield, on RAB and in the following key facilities: Falconer building 2194 and BASH cannon maintenance building 2328 RAB, Germany. Normal duty hours are 0800 – 1630, Monday through Friday. The contractor may be required to work other than normal duty hours, IAW 2.2., including German holidays and US Federal holidays.

4.3. CONFORMANCE WITH ENVIRONMENTAL MANAGEMENT SYSTEMS
4.3.1. The Contractor shall perform work under this contract consistent with the relevant environmental policy and objectives identified in the installation environmental management system (EMS) applicable for this contract. The Contractor shall perform work in a manner that conserves water, energy and other resources to the maximum extent feasible and ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities.
Furthermore, the Contractor shall give preference to less toxic materials whenever available and still reliable for their work. In the event an environmental nonconformance or noncompliance of host nation and USAF environmental laws and regulations associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Coordinator. In addition, the Contractor shall ensure that their employees are aware of the environmental management system on base and how these requirements affect their work performed under this contract.
4.3.2. Conformance with Environmental Requirements. The contractor shall perform all work in accordance with applicable German and US Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing Standards (FGS) for Germany. The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this contract.
The FGS for Germany and other important environmental laws & requirements applicable for all contractors working on base will be provided upon request.

5.0. GOVERNMENT- FURNISHED PROPERTY. All property and equipment provided to the contractor is considered incidental to performance as defined in FAR 45.000(b)(5). The Government will provide the contractor a radio to maintain contact with Airfield Management while performing duties for duration of the contract. The contractor shall return the radio to the Government prior to leaving RAB. The Government will provide vehicle identification decals for the contractor's use while performing duties on the flight line. The Government will provide propane tanks and propane gas to operate and test the government BASH cannons. The Government will provide the computer used as the Master Control to control and monitor the BASH cannons. With the exception of the vehicle identification decals, all property will remain on base within the Government's control.

The following Bird and Wildlife Strike Hazard (BASH) Tools and Wildlife Control Techniques are provided or used by the Contractor:
• Falconry with Falcons and Hawks The use of falconers as a harassment technique is an effective tool for bird dispersal in the airfield environment.
• Shotgun/ Rifle Necessary for depredation and chasing away birds and wildlife.
• All-terrain Vehicle The use of all-terrain vehicles is a successful tool for harassing and dispersing birds. Due to the many diverse habitats found on Ramstein’ s airfield, the use of an all-terrain vehicle may prove invaluable for accessing all areas of the airport for the control of birds and wildlife.
• Night Vision & Thermal Technology Hunting activities may need to be conducted after dark. Night vision and thermal technology are necessary equipment here.
• Hunting Binocular In order to meet the requirements of the hunt and thus to be able to observe and depradate wild animals and birds.
• Non-lethal Trapping and Relocation with Bird/Wildlife traps, alive Certain types of birds and wildlife may persist in the airfield environment and require non-lethal trapping and relocation as the most effective (or regulatory compliant) techniques for removal.
• Noise-producing propane BASH cannons These harassment devices are either stationary or mobile and are used to make an extreme noise designed to startle birds or wildlife into leaving the airfield environment. Cannons must be maintained to keep operational.
• Effigies The use of effigies to scare birds away from roosting and perching areas has proven highly successful in certain situations, especially to dissuade certain species from using a particular space. Effigies are fresh dead birds, taxidermy birds, or replicas that are hung in a “distressed” position in problem areas.
• Silver paper strips Sunlight reflective strips help keep nesting and migrating birds off the airfield.
• Bioacoustics This dispersal technique utilizes broadcasts of recorded bird distress and/or predator calls.
Depending on the species of birds, bioacoustics can be used to attract birds or repel birds from the sound source.
• Pyrotechnics
Pyrotechnics are sound producing devices launched from a variety of platforms designed to scare birds and wildlife away from a certain area.
• Depredation Certain types of birds and wildlife may persist in an airfield environment. In such cases, non-lethal trapping and removal or depredation may be required. Periodic depredation can also enhance other techniques by reinforcing the danger of using the airfield environment to those individual birds not lethally taken.
• New or Improving Technologies Many new or improved technologies are being introduced and marketed to the BASH community. Many of these technologies may prove effective as tools for BASH management. Use after consultation with competent COR.
