Instructions to Offerors Solicitation, Applicable Clauses and Provisions The offeror shall submit documentation as follows:

Technical

Technical Capability:

(A) Past Experience

Offerors shall provide at least one (1) but no more than five (5) recent(within the past five (5) years) from the
issuance date of the solicitation, and relevant (similar in scope andmagnitude) contracts demonstrating at least
36 months (3 years) of contract performance.

Past Performance Questionnaire (Atch2) of one (1) year

minimum at an ICAO Aerodrome Reference Code class 4D airport or larger, where the offeror (or the past experience of a joint venture partner or subcontractor that will perform major or critical aspects of the requirement, or past relevant experience of key personnel) is/was responsible for -

(i) driving in a Controlled Movement Area (CMA), and

(ii) working and coordinating with Airfield Management, and

(iii) utilizing Bird and Wildlife Strike Hazard (BASH) tools: BASH cannons, pyrotechnics, bioacoustics and effigies.

IInstructions to Offerors
Technical

Technical Capability

B Performance Management Plan- Utilization of multiple, local hunting birds (at least 4 total per visit) to provide approximately 300 visits per year to RAB

The offeror shall address how their team will be composed how many team members will have a Flightline driver's license and how coordination and radio contact with Airfield Management will be maintained at all times.

The offeror shall also address how services will be provided in case of sickness of the main falconer or one of the licensed drivers.

Price Price:

Offerors shall insert a unit price and an extended price in section B of this solicitation (Supplies or Services & Prices or Costs), for each Contract Line Item Number (CLIN). The offeror shall calculate the grand total by adding the total price of the base year and all option years.

NOTE: Only EURO currency offers will be accepted.

Offerors shall provide a copy:

- valid hunting license

- Falconer license(s) with their proposal

Instructions to Offerors, Past Performance Past Performance Offerors shall reference up to a total of three (3) recent (within the past three (3) years from the issuance date of the solicitation for a minimum of one year per referenced contract) and relevant (similar in scope and magnitude) contracts by completing sections A. and B. of the PPQ (Atch2), one (1) PPQ for each referenced contract. Offerors shall send the PPQs to the references two weeks prior to the due date of offers for completion.

ICAO Aerodrome Reference Code class 4D airport or larger. Similar in magnitude means such services must have been performed for a minimum of one year.

The Government may also seek past performance information from other sources, such as but not limited to, the Past Performance Information Retrieval System (PPIRS) and the Contractor Performance Assessment Reporting System (CPARS).

Evaluation Factors Attachment 3, Applicable Clauses and Provisions

Evaluation Factors, cont’d Factor 1 – Technical rated ”Acceptable” or “Unacceptable”

Subfactor 1 – Past experience

Subfactor 2 – Performance Management Plan

Subfactor 1: Past Experience Provide at least one (1) recent (within the past five (5) years) from the issuance date of the solicitation, and relevant (similar in scope and magnitude) contracts demonstrating at least 36 months (3 years) of contract performance.

(i) hunting birds and other wildlife to assist in safety of air traffic at an ICAO Aerodrome Reference Code class 4D airport or larger.

The offeror also provides evidence of one (1) year minimum, within the last three (3) years from the date of release of this solicitation, at an ICAO Aerodrome (Reference Code class 4D airport or larger), where the offeror (or the past experience of a joint venture partner or subcontractor that will perform major or critical aspects of the requirement, or past relevant experience of key personnel) is/was responsible for -

Subfactor 1: Past Experience

(i) driving in a Controlled Movement Area (CMA), and

(ii) working and coordinating with Airfield Management and

(iii) utilizing Bird and Wildlife Strike Hazard (BASH) tools: BASH cannons, pyrotechnics, bioacoustics and effigies.

Subfactor 2: Performance Management Plan Utilization of multiple, local hunting birds (at least 4 total per visit) to provide approximately 300 visits per year to RAB adequate team having a Flightline driver's license how coordination and radio contact with Airfield Management will be maintained at all times adequately addresses how services will be provided in case of sickness of the main falconer or one of the licensed drivers. The contractor will have 30 days to obtain restricted access badges and flightline drivers licenses after contract.

Factor 2 – Past Performance Past Performance will be evaluated based on subjective assessment of how well the offeror performed on recent and relevant work For the purpose of assessing acceptable performance, ratings S (Satisfactory), G (Good) and E (Exceptional) assigned on the PPQs will be considered "Acceptable". M (Marginal) and U (Unsatisfactory) will be considered "Unacceptable".

The rating is based upon offeror-provided references, received PPQs, or information obtained from any other sources of past performance information. Offeror must receive "Acceptable" rating to receive an award.

In the context of acceptability/unacceptability, "Unknown" shall be considered "Acceptable."

Factor 3 – Price Offerors will be evaluated on the Total Evaluated Price (TEP) price resulting from the estimated total amounts of all CLINs 0001 through 4001, for the basic period and all option periods. Only EURO currency offers will be accepted.

Prices will be evaluated for fair and reasonableness of the total evaluated price IAW FAR 13.106-3(a)

Factor 3 – Price

.Arithmetic Discrepancies. For the purpose of initial evaluation of offers, the following will be utilized in resolving arithmetic discrepancies found on the face of the bidding schedule as submitted by the offeror.

(A) Obviously misplaced decimal points will be corrected;

(B) Discrepancy between unit price and extended price, the unit price will govern;

(C) Apparent errors in extension of unit prices will be corrected;

(D) Apparent errors in extended prices per CLIN will be corrected.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered

- Price

- Past performance

All proposals will be evaluated.

(c) To be eligible for award, the Offeror must submit a copy of valid hunting and falconer license(s) with its proposal.

(d) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered

Evaluation of options shall not obligate the Government to exercise the option(s). For the evaluation of the option price pursuant to FAR Clause 52.217-8, Option to Extend Services, 50% of the prices proposed for the last option period will be included in the TEP.

(e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an Page 54 of 55 offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Summary Offer due date is 22 Aug 2022, 16:00 hrs CEST, unless amended Offers have to be emailed.

The proposal is determined to be “under the Government’s control” when it is in the addressees’ email inbox.

Summary, cont’d Offerors shall provide the following with the proposal:

Remember: Include your Company Name, DUNS and CAGE/NCAGE code/Unique Entity Identifier (UEI) numbers in your proposal.

The proposal must be signed and dated.

PROPOSALS SHOULD STATE THEY ARE VALID FOR AT LEAST 120 DAYS FROM THE DATE OF SUBMISSION.
