Questions and Answers, FA5613-15-R-0002, Passenger Terminal Security and Baggage Screening Service at the Ramstein Air Mobility Command Passenger Terminal

1. Q: Reference PWS paragraphs 2.0 and 6.1. Does the contractor have to perform services outside building 3333 (other than the Security Perimeter Checks), such as operating on the flight line and around aircraft regarding baggage loading or unloading? If so, does the Government provide necessary AGE equipment such as baggage conveyer belts?

A: No.

2. Q: Reference PWS paragraph 9.0. Can the Government supply historic data on the average number of unpredictable number of Military aircraft to be serviced?

A: On average 160 military aircraft arrive per week, but it cannot be predicted how many need to be serviced. The PWS has been changed accordingly.

3. Q: PWS, page 3 point 2.1.5: How many employees are required to staff the alarm room?

A: It is the offeror’s responsibility to determine the number of required employees.

4. Q: PWS, page 4 point 2.1.11: How many employees are required for the security patrols? How much time does one security patrol take - approx?

A: It is the offeror’s responsibility to determine the number of required employees. The security patrol takes approximately 15 minutes to complete.

5. Q: PWS, page 11 point 9: In order to properly calculate workload it would be helpful if you could provide a more precise estimate on staffing e.g. minimum required staffing. The best would be workload in hours performed within last year e.g. x hours Terminal security, x hours patrolling etc.

A: Staffing estimates will not be provided; it is the offeror’s responsibility to provide sufficient manning for the 24/7 operation.

6. Q: What is the procedure for staffing? How long in advance do you provide info about exact required staff?

A: The Government provides no information on exact required staff.

7. Q: PWS: Are there any extra services and/or events planned?

A: All required services are described in the PWS.

8. Q: PWS: How many agents are required for the night shifts?

A: It is the offeror’s responsibility to determine the number of required agents.

9. Q: Attachment 3, page 3, PPQ: The German authorities (the Federal Police as reference for HBS and passenger screening contracts) will not fill out the PPQ. Therefore, we will not be able to provide you with these documents. What are the consequences for the evaluation of our proposal?

A: Failure of a listed reference to complete a PPQ will not reflect negatively on the evaluation of the offeror’s proposal. It is recommended that the PPQ is forwarded and the POC information is provided to the Government.

10. Q: Attachment 3: What are the conditions for the yearly extension of the contract? Will it be automatically or how long is the common contract period? (The contract period is a basic information for the calculation e.g. costs for uniforms, badges, etc.).

A: The anticipated contract period is one base year and four option years, as identified in the pricing schedule, Attachment 1. Each option year will be exercised individually in accordance with clause 52.217-9, Option to Extend the Term of the Contract. The Government has reasonable expectation that all options will be exercised.

11. Q: Attachment 3: What are the conditions for the termination of the contract by the contractor?

A: There are no provisions for the contractor to terminate the contract.

12. Q: Attachment 3: Is it possible to change the proposed pricing if there are changes/uplifts in the applicable tariff agreements?

A: No, the resultant contract will be firm fixed-price with no economic price adjustment.

13. Q: Attachment 3, page 3, (b)(13) refers to the submission of a certification of authorization IAW 34a of the German Trade Act. 34a only references employees (guards) certification requirements. Please elaborate to promote a better understanding.

A: The German Trade Act (Gewerbeordnung) is a federal law which governs essential directives and provisions related to the operating of business and trades. Paragraph 34a of the German Trade Act relates to the security trade (Bewachungsgewerbe) and requires a license for commercial surveillance of other persons’ life or property. It is the offeror’s responsibility to obtain interpretation for better understanding.

14. Q: Regarding the requirement for the subject solicitation (RFP Attachment 3, Addendum to FAR 52.212-1, page 3, (b)(13)) to submit the certification of authorization to perform security services in accordance with the German Trade Act (Gewerbeordnung)….Would the Government consider to amend this requirement to state the certificate shall be in place by contract start?

A: Addendum to FAR 52.212-1, paragraph (b)(13) is changed as outlined in Amendment 02.

15. Q: Are x-ray machines provided for the performance of required services? Is there a list of Government furnished equipment?

A: Paragraphs 2.1.12. and 6.1. of the PWS identify the equipment provided for contractor use to perform the required services.

16. Q: In paragraph 1.1" of the PWS it says that " The contractor shall provide all management, supervision, necessary equipment and supplies, except for those identified in paragraph 6, and trained personnel to perform passenger terminal security and baggage screening service as described in this PWS." However, paragraph 6 only mentions 6 metal detection instruments. Can we conclude that the other equipment, such as the 4 baggage x-ray’s mentioned in paragraph 2.1.12. should be provided by the contractor?

A: No, paragraph 1.1. of the PWS has been changed with Amendment 02.

17. Q: Would you be able to provide an itemized list of GFE used for this contract so we can adjust our personnel numbers accordingly?

A: The only provided GFE is listed in paragraphs 2.1.12 and 6.1. of the PWS.

18. Q: We understand that the estimated workload is 300.000 Passengers per year and that there are 6 commercial Air Planes weekly with peak times between 6 am and 10 pm. We also have seen the Services Summary IAW PWS paragraph 3.0. Will the government provide more details concerning the guard posts, for example, a specific guard post listing with specific hours per each required position (if these positions are 24/7 required or possibly less than 24/7 positions)?

A: The Government will not provide a specific guard post listing with specific hours per each required position. These services are required 24/7, see PWS, paragraph 4.10., Place of Performance/Hours of Work.

19. Q: We understand the training requirements as stated in PWS paragraph 2.2. TRAINING OF CONTRACTOR PERSONNEL. We do not see a required amount of training hours for the training subjects listed in this paragraph(s). We only see the requirement for Initial and Annual training to be conducted but no specific hour’s requirement. Will the Ramstein Air Mobility Command determine a specific number of hours that each of these subjects should be trained within or are the training hours left up to the discretion of the contractor?

A: The Government requires no specific number of hours of training, however, the contractor must ensure any training requirements dictated by applicable law are met.

20. Q: Will the Ramstein Air Mobility Command provide a training room on-site for use in training contractor personnel?

A: An on-site training room can be made available upon prior request.
