The first purpose of this amendment is to replace (in its entirety) the Performance Work Statement (PWS) dated 10 May 2010 w ith the attached PWS (revision 1) dated 19 May 2010. The sections that are revised are as follow s: Page 2, Para. 1.1 (general information) and

Page 4, Para. 1.3.3.1 (drug testing).

The second purpose of this amendment is to answ er questions that w ere submitted immediately after the site visit.

QUESTION #1

On page 48 of the solicitation, it is mentioned that 613(a) BGB may apply to any award of contract. Does the government require or prefer the successful offeror to allow current employees the right of first refusal for positions at the terminal?

ANSWER:

The government does not require offerors to allow current employees the right of first refusal. It is the offeror’s responsibility to determine if 613(a) applies to this acquisition.

QUESTION #2

Will the Contracting Office release information critical in this regard (613a) relating to the current work force’s income, bonuses or benefits, average work hours, assigned position, date of hire, and date of birth?

The government will not be releasing this type of information.

QUESTION #3

Drug testing for Government contracts has traditionally involved using a contractor employee who is a Government trained and certified Unit Alcohol and Drug Control Officer (UADC) to administer a urinalysis to Government standards. There are new methods on the market that are substantially more cost effective which test the hair or saliva for drug residue. Could the Government state precisely what manner of drug testing is required and what drugs must be checked / identified?

The specimen collection method is up to the laboratory administering the drug testing. At a minimum, the employee must be tested for THC, cocaine, PCP, opiates and amphetamines.
