About this file

This document is a Questions and Answers (Q&A) file providing clarifications on a federal contract opportunity for liquid CO₂ tank rental, installation, commissioning, and maintenance services at Spangdahlem Air Base in Germany.

Service Requirements and Scope: The contract covers a one-year base period plus four one-year option periods for a 20,000-liter vacuum-insulated cryogenic liquid CO₂ tank to support dry-ice production for engine and AGE (Aerospace Ground Equipment) cleaning operations. The tank installation location is the AGE yard immediately outside Building 204, within a 29 ft × 18 ft footprint and 10 feet of the Cold Jet Dry Ice Production Hub. The contractor must provide minimum two scheduled preventive-maintenance visits annually with ten working days advance coordination. Service response requirements include telephone response within two hours of notification and on-site response within 24 hours if the tank cannot supply LCO₂ at required pressure. The contractor is responsible for tank rental, placement, connection, commissioning, and the initial fill to 90% capacity; subsequent operational replenishment is handled separately by the Government. A technical site survey is scheduled for Friday, September 11, 2026 at 10:00 hours CEST at Spangdahlem Air Base.

Technical and Pricing Terms: The tank must comply with EU Pressure Equipment Directive 2014/68/EU and the currently applicable ISO 9001 edition. The Government provides a prepared, load-bearing installation surface and existing utilities including electrical power, compressed air, Ethernet/internet connection, gaseous CO₂ exhaust routing, and CO₂ monitoring—the contractor's scope is limited to the LCO₂ tank, its safety and telemetry systems, and supply piping to the facility. Quotation prices must exclude German VAT and applicable taxes/duties for which the U.S. Government qualifies for relief, following the Abwicklungsschein process. Contractors may propose larger tanks (30,000–32,000 liters) as alternates if they fit the 29 ft × 18 ft footprint and meet all technical requirements, though evaluation will be based on the 20,000-liter baseline. Interested parties must contact the Contracting Officer's representative by September 10, 2026 to attend the site survey and should provide attendee names, personal identification documents, and vehicle registration documents at Spangdahlem Air Base's visitor center.
