About this file

This document is a salient characteristics statement for a federal contract request from the AGE Flight and Propulsion Flight seeking a movable liquid CO2 (LCO2) horizontal ISO tank rental to support a Cold Jet Dry Ice Production Hub.

Tank Specifications and Requirements: The contractor must supply a vacuum-insulated double-wall tank with capacity of 19,000-21,000 liters, consisting of a low-temperature resistant austenitic steel inner tank and steel outer tank with anti-corrosion coating. The tank must operate within physical constraints of 29L x 18W feet (8.8L x 5.5W meters) and deliver pressurized LCO2 at 189-261 psi (13-18 bar), with optimal operating range of 15-16 bar at -26°C to -24°C, maintaining maximum pressure fluctuation of ±1.0 bar. The maximum allowable working pressure for the inner vessel is 22 bar gauge for temperatures from -196°C to 20°C. The tank must include safety valve systems to prevent overpressurization and a safety shutoff valve, manufactured and tested per EU 97/23/EC and EN 13458 standards, with the contractor's Quality Management System satisfying EN ISO 9001/2000 or ASME (U, U2, R-Stamp) requirements.

Rental Contract Terms and Delivery Requirements: The contract shall establish a base rental period of one year with options to extend for up to four additional years. The contractor must provide tank maintenance including 24-hour on-call emergency support, repair or replacement services for damage or failure, delivery and placement costs, filling to 90% capacity, piping and commissioning, cold driving and rinsing for product purity, all electrical needs for safety and monitoring systems with external power capability, and an initial safety assessment per § 15 BetrSichV. The contractor shall supply or fabricate a compatible adapter hose terminating in a 3/4" BSP or JIC nipple fitting compatible with the Cold Jet DIPH LCO2 supply connection, with hard piping required and flexible hoses limited to final connection sections only.

Salient Characteristics, Contract Requests Description including: Salient characteristics (i.e., physical, functional, or performance characteristics of items) desired.

BE AS DETAILED AS POSSIBLE!!!

The AGE Flight and Propulsion Flight is seeking a movable liquid CO2 (LCO2) horizontal ISO tank capable of supporting a Dry Ice Production Hub manufactured by Cold Jet. The tank shall be transportable/movable and suitable for relocation as operational requirements dictate. The tank should have a capacity of 19,000-21,000 liters and be a vacuum-insulated double wall tank consisting of two vessels, a low-temperature resistant austenitic steel inner tank and an outer tank made of steel with an anti-corrosion primer and a top coat of paint. The tank should be filled to 90% of the capacity of the tank with LCO2 and ready for operation after contract completion.

The maximum allowable working pressure for the inner vessel must be 22 bar gauge for temperatures ranging from -196° up to 20°C. It must supply pressurized LCO2 at 189-261 psi (13-18 bar), with an optimal operating range of 15-16 bar (-26°C to -24°C), and a maximum pressure fluctuation of ±1.0 bar, to a Dry Ice Production Hub through a contractor-supplied adapter hose terminating in a 3/4" BSP or JIC type nipple fittings compatible with the Cold Jet Dry Ice Production Hub (DIPH) LCO2 supply connection. The tank must be able to fit within the approved site location’s physical constraints of 29L x 18W feet (8.8L x 5.5W meters). It will include a safety valve system to prevent over-pressurization and a safety shutoff valve. The tank must be manufactured and tested in accordance with EU 97/23/EC and EN 13458. The company’s Quality Management System must satisfy all elements of the EN ISO 9001/2000 program or ASME (U, U2, R-Stamp).

The terms of the rental contract should include, at a minimum:

– Rental price of the tank system for a base period of one (1) year, with the option to extend for up to four (4) additional years, as will be outlined in the solicitation.

– Maintenance of tank system including 24-hr on-call duty in the event of a malfunction, and provision for repair or replacement of the tank system in the event of damage or failure beyond routine maintenance.

– Costs for delivery and placement of the tank system, including:

– Filling to 90% capacity

– Piping and commissioning of the tank system

– Cold driving and rinsing to ensure product purity

– If applicable, all electrical needs for the safety and monitoring systems on the tank. If the tank is equipped with electrical monitoring systems, the contractor must provide the capability to connect external power to those systems.

– An initial safety assessment in accordance with § 15 BetrSichV

Cold Jet Dry Ice Production Hub (DIPH) – CO2 Supply Requirements (excerpt):

– The LCO2 supply pressure range (without recovery unit) must be 13–18 bar (-30°C to - 20°C); optimal operating range is 15–16 bar (-26°C to -24°C).

– Pressure fluctuation must remain within ±1.0 bar. Higher fluctuations may reduce production capacity.

– The LCO2 connection on the Cold Jet DIPH is a 3/4" BSP nipple. The contractor shall supply or fabricate a compatible adapter hose from the tank outlet to this fitting.

– Hard piping is required; flexible hoses should be used only for final connection sections.

– Both liquid and vapor CO2 shut-off valves must be located near the machine, easily accessible to the operator and compliant with local regulations.

– A safety pressure relief valve must be installed between the supply line and pelletizer shut-off valves. The relief valve must be rated at less than 27.6 bar if a check valve is installed on the LCO2 piping system.

– Maximum static pressure of exhaust piping during operation: 0.14–0.20 bar (2–3 psi).
