About this file

This is an Amendment containing Questions and Answers for RFQ No. FA560626QA046, a recompete of previous award FA560621P0031.

The document addresses three key inquiries from potential offerors. First, regarding contractor certification requirements, the government clarified that a teaming agreement with a certified subcontractor is acceptable; the prime contractor does not need to hold the German Government's Entsorgungsfachbetriebeverordnung (EfbV) certification and state authorization directly, provided the subcontractor performing the collection, transport, and disposal of Category 3 food waste holds the required credentials and the prime maintains overall contract administration and compliance oversight. Second, the government confirmed this is a recompete opportunity, with the previous contract award number FA560621P0031. Third, regarding pricing structure, offerors must submit both a monthly unit price based on estimated workload and a corresponding annual total price (calculated as Unit Price × 12) for each CLIN. The pricing schedule spans five years: one base year (CLIN 0001) and four option years (CLINs 1001, 2001, 3001, and 4001), each with a 12-month quantity, with a Total Estimated Price (TEP) reflecting the complete five-year quote.

Amendment 0001 FA560626QA046 Questions and Answers

Q1. The Performance Work Statement requires that "the contractor must be a certified company by the German Government to collect, transport and dispose food waste of Category 3," including certification under the Entsorgungsfachbetriebeverordnung (EfbV) and valid authorization from the German Federal State.

Could you please clarify: may this required certification and state authorization be held by a subcontractor who will directly perform the collection, transport, and disposal services, with the prime contractor providing overall contract administration and compliance oversight? Or must the prime contractor itself hold the EfbV certification and state authorization at the time of quote submission?

A1. A teaming agreement with a subcontractor with the required certification and authorization is acceptable.

Q2. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A2. This is a recompete. The previous award number is FA560621P0031.

Q3. We are currently preparing a potential quotation for RFQ No. FA560626QA046 and would appreciate clarification regarding the pricing schedule.

The CLIN structure indicates a quantity of 12 months for each contract year. Could you please confirm the pricing format expected by the Government?

Specifically, should offerors provide:

• a monthly unit price and corresponding annual total price for each CLIN, or

• a single total annual price for each CLIN period, or

• both monthly and annual pricing?

In other words, we would appreciate any further guidance regarding the completion of the pricing table to ensure our quotation is submitted in the format expected.

A3. The pricing format should look like this (black is already in the table, red is what you will populate:

CLIN Description Quantity Unit Unit Price Total 0001 Base Year 12 MO Monthly price based on estimated workload

Annual price (Unit Price * 12 for base year)

1001 Option Year 1 12 MO Monthly price based on estimated workload
