About this file
This is a Questions and Answers document for federal contract opportunity FA560626QA032 concerning CCTV installation for IDRC (International Defense Research Center).
The document addresses eight inquiries from potential contractors regarding project requirements and logistics. Key clarifications include: U.S.-based prime contractors may engage qualified Germany-based subcontractors for onsite installation support with no restrictions; the existing front door keypad/access system is unlikely to have relay input for new buzzer buttons, with new buzzers required; live-view camera-to-monitor solutions without Network Video Recorder (NVR) capabilities are acceptable, though NVR inclusion will not influence award decisions; no preferred camera or monitor manufacturers exist, but all products must comply with Section 889 regulations regarding covered telecommunications equipment; contractor personnel will receive escorted access to the worksite; photographs of existing front door and access control hardware are available in Attachment 3 for quote preparation; and a mandatory site visit is scheduled for Wednesday, 29 April at 1400 CEST, with coordination directed to philip.miu.1@us.af.mil. The responses indicate this is a modest installation project with specific compliance requirements and government oversight of on-site work.

FA560626QA032 – CCTV for IDRC
QUESTIONS
ANSWERS
May a U.S.-based prime contractor use a qualified Germany-based subcontractor for onsite installation support?
You may; no restrictions exist
Is the existing front door keypad/access system already equipped with a relay input for the two new buzzer buttons?
Unsure (unlikely). The new buzzers will be new.
The original external door keypad no longer works, but when it did, an audible click would occur after entering the code, allowing the latch to release and the door to open.
Please see attachment 3 for more details.
Since the layout states that video recording is not required, will a live-view camera-to-monitor solution without an NVR be acceptable?
NVR capabilities are not necessary, although they are welcome. Please note however, including NVR capabilities will not count as “extra credit” and will not have any effect on award decision.
Does the Government have preferred or prohibited camera/monitor manufacturers, aside from standard federal restrictions on covered telecommunications equipment?
No preferred manufacturers exist, although all work and products must also be 889 compliant.
Will contractor personnel require escorted or unescorted access for this installation?
Contractor personnel will be escorted to the worksite.
Are photos of the existing front door/access control hardware available for quote preparation?
Yes. Photos attached in Attachment 3.
Would there be a site visit in order to provide accurate pricing for the installation and required materials?
Yes, a site visit will be held on Wednesday, 29 April at 1400 CEST. Please email philip.miu.1@us.af.mil to coordinate.
