About this file
This is a Statement of Work (SOW) for CCTV installation at Spangdahlem Air Base in Germany, issued by 52 LRS/LGRDX (52nd Logistics Readiness Squadron) dated April 27, 2026.
The contractor must install a 24/7 closed-circuit television camera system with two monitors in Building 103, outside Rooms 38 and 39, to monitor the hallway adjacent to the Installation Deployment Readiness Cell (IDRC) classified processing area. The primary objective is to enable personnel to visually confirm whether unauthorized individuals are attempting to listen to meetings or Secure Video Teleconferences (SVTC) from the hallway, addressing security vulnerabilities created by recent office layout changes that positioned a conference room near the entrance. Additionally, the contractor must install two buzzer buttons on designated half walls within the main office space to control authorized entry into the classified processing area. The contractor is responsible for procuring and installing all parts, components, and materials that meet applicable standards for secure facility installations, conducting full function checks upon completion, and disposing of all waste products while leaving the work area clean and free of hazards. The SOW references Attachment 2 for specific component and installation details.

BLDG. 103, Spangdahlem Air Base, Germany
April 27 2026
1. GENERAL SCOPE
The hallway adjacent to the Installation Deployment Readiness Cell (IDRC) classified processing area must always remain secured during the handling of classified documents and information. The current entry point uses a keypad system. Due to recent office layout changes, a conference room has been established near the office entrance. This creates potential security concerns, including the possibility of individuals attempting to listen to meetings or Secure Video Teleconferences (SVTC) from the hallway.
Although sound masking machines have been installed and proven effective, a remaining concern is the inability to visually confirm whether someone is standing in the hallway attempting to listen through the wall near the sound bar and TV.
2. LOCATION
BLDG. 103, outside Rooms 38 and 39, Spangdahlem Air Base, Germany.
3. DESCRIPTION OF WORK
The Contractor shall provide all labor, materials, equipment, and services necessary to complete the following tasks:
Camera System Installation: 24/7 camera system with two monitors, positioned on opposite sides of the main office space, enabling all personnel to observe the hallway and ensure no unauthorized individuals are attempting to listen outside the conference room or classified processing area.
Buzzer Button Installation: Install two buzzer buttons on the designated half walls within the main office space that allow personnel with authorized access to be allowed entry into the classified processing area, as shown in Attachment 2.
The contractor shall procure and install all parts listed in this Statement of Work and as shown in Attachment 2, including all major and minor components such as seals, bolts, etc. All materials must meet applicable standards for secure facility installations.
Once all installation is complete, the contractor shall conduct full function checks to verify all systems function properly. The contractor will dispose of all waste products which result from the contracted work, leaving the work area clean and free of hazards.
