About this file

This is a Statement of Work (SOW) for CCTV installation services at Spangdahlem Air Base in Germany, issued by 52 LRS/LGRDX on April 27, 2026 (updated April 28, 2026). The work location is Building 103, outside Rooms 38 and 39, which houses the Installation Deployment Readiness Cell (IDRC) classified processing area.

The contractor must provide all labor, materials, equipment, and services to complete three primary tasks: (1) install a 24/7 camera system with two monitors positioned on opposite sides of the main office space to monitor the hallway and prevent unauthorized individuals from attempting to listen outside the conference room or classified processing area; (2) install two buzzer buttons on designated half walls within the main office space to control authorized entry into the classified processing area, with all wiring routed internally through back-wall paneling to maximize concealment and maintain workspace security; and (3) replace the existing non-functional wall-mounted keypad at the external office door with a new unit of equivalent or superior capability that matches the existing device's form factor and mounting style while integrating with current wiring and complying with base access-control standards. The contractor must procure and install all necessary parts including major and minor components, conduct full function checks to verify proper operation, and dispose of all waste materials, leaving the work area clean and hazard-free.

Statement of Work

CCTV Installation in IDRC

52 LRS/LGRDX

PSC 9 BOX 2867

APO, AE 09123

BLDG. 103, Spangdahlem Air Base, Germany

April 27 2026 UPDATED: April 28, 2026

1. GENERAL SCOPE

The hallway adjacent to the Installation Deployment Readiness Cell (IDRC) classified processing area must always remain secured during the handling of classified documents and information. The current entry point uses a keypad system. Due to recent office layout changes, a conference room has been established near the office entrance. This creates potential security concerns, including the possibility of individuals attempting to listen to meetings or Secure Video Teleconferences (SVTC) from the hallway.

Although sound masking machines have been installed and proven effective, a remaining concern is the inability to visually confirm whether someone is standing in the hallway attempting to listen through the wall near the sound bar and TV.

2. LOCATION

BLDG. 103, outside Rooms 38 and 39, Spangdahlem Air Base, Germany.

3. DESCRIPTION OF WORK

The Contractor shall provide all labor, materials, equipment, and services necessary to complete the following tasks:

Camera System Installation: 24/7 camera system with two monitors, positioned on opposite sides of the main office space, enabling all personnel to observe the hallway and ensure no unauthorized individuals are attempting to listen outside the conference room or classified processing area.

Buzzer Button Installation: Install two buzzer buttons on the designated half walls within the main office space that allow personnel with authorized access to be allowed entry into the classified processing area, as shown in Attachment 2. All wiring shall be routed internally through the back‑wall paneling to ensure cabling is maximally concealed and does not compromise the appearance or security of the workspace.

Front Door Keypad: The existing wall-mounted keypad next to the external office door is non‑functional and shall be replaced with a new unit of equivalent or superior capability. The replacement keypad shall match the general form factor and mounting style of the existing device shown in Attachment 3 and shall integrate with the current wiring. All installation work shall be neat and compliant with applicable base access‑control standards.

The contractor shall procure and install all parts necessary to complete this Statement of Work and as shown in Attachment 2, including all major and minor components such as seals, bolts, etc. All materials must meet applicable standards for secure facility installations.

Once all installation is complete, the contractor shall conduct full function checks to verify all systems function properly. The contractor will dispose of all waste products which result from the contracted work, leaving the work area clean and free of hazards.
