ATTACHMENT 1

PERFORMANCE WORK STATEMENT

FOR

EDUCATIONAL OFFICE TECHNOLOGY SUPPORT

AT

SPANGDAHLEM AIR BASE

18 FEBRUARY 2026

1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing computer technology support and assistance as contained in this Performance Work Statement (PWS).

2. QUALIFICATIONS: The contractor shall provide documentation demonstrating that the proposed individual meets all minimum requirements. The contractor shall provide a resume identifying dates of employment (month and year) sufficient to demonstrate that the proposed individual possesses a minimum of five (5) years of experience in both hardware and software application support in a networked enterprise environment. The contractor shall provide three (3) professional references for work performed including organization name, point of contact, and current telephone number or email address. The contractor shall provide documentation demonstrating that the proposed individual has experience with Air Force computer and network security regulations; administration of Microsoft Windows and Windows Server operating systems;

installation and maintenance of virtual machines in a commercial or DoD network environment;

administration of Microsoft Hyper-V; enterprise-level Wi-Fi network management; and Linux operating system deployment. The contractor shall provide proof that the proposed individual possesses a current CompTIA Security certification at the time of proposal submission and shall provide documentation demonstrating that the proposed individual is eligible to obtain and maintain the required DoD security clearance for base access.

3. WORK HOURS/DAYS: The government will generally place calls for pre-scheduled four-hour blocks of time dedicated to providing the services identified in this PWS. The Education Service Officer (or representative) and the contractor may mutually agree to specific work elements/schedules that must be performed to assist in normal day-to-day technology operations; these may be modified by mutual agreement according to changing program needs. However, in the event of emergency (total system disabled, etc.) the contractor must respond on-site within 2 hours from time of call/request by the Education Service Officer. The pre-determined routine work blocks will be scheduled with the contractor no later than 7 days prior to the date designated work is to be performed. All units must be worked during normal working hours of 0800-1600, M-F. It is estimated that between 8 and 20 hours will be required per week for a total of 1,040 hours per year.

a. Period of Performance: The period of performance for this contract shall consist of a twelve

(12) month base year commencing March 1, 2026, and four (4) twelve (12) month option years. The Government has the unilateral right to exercise these options in accordance with FAR 52.217-9, Option to Extend the Term of the Contract.

4. GUIDELINES: All tasks shall be accomplished in accordance with all DoD, Air Force, Air Education and Training Command, and local base computer/technology guidelines and regulations.

These include DODI 1322.19 “Voluntary Education Programs in Overseas Areas”, DODI 1322.25 “DoD Voluntary Education Programs”, and DAFI 36-2681 “Voluntary Education Program”.

Regulations will be made available upon request (some are available through online reference material).

5. QUALITY ASSURANCE SURVEILLANCE: The Education Service Officer will be designated as the Contract Officer Representative (COR) and will sign hourly sheets to document Contractor performance. Additionally, the Education Service Officer will evaluate and report Contractor performance to the Contracting Officer based on elements included in this PWS.

6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS

a. Listing of Employees: The contractor shall maintain a current list of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies’ Security Manager. An updated listing shall be provided when an employee's status or information changes.

b. Security Training: The contractor ensures all contractor employees receive initial and recurring Cyber Awareness and Controlled Unclassified Info (CUI) training from the sponsoring agency’s security manager. Training must be conducted IAW DoDI 5200.48, "Controlled Unclassified Information (CUI)” dated March 6, 2020. The contractor will not have access to classified information.

c. Pass and Identification Items: The contractor will ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. The contractor will be required to reimburse the US Government for any background check conducted by the US Government.

d. Retrieving Identification Media: The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires, e.g. terminated for cause, retirement, etc.

e. Traffic Laws: The contractor and its employees shall comply with base traffic regulations.

f. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Government property.

g. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances which may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

h. Physical Security: The contractor will be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, government facilities, equipment, and materials will be secured. Both the Government and contractor will perform an annual inventory and keep accurate count and tracking of all equipment under the contractor’s purview.

i. Key Control: The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized people. The contractor shall not duplicate any keys issued by the government.

1) The contractor will immediately report any occurrences of lost or duplicated keys to the Education Service Officer.

2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected locks without cost to the government. The government may, however, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.

3) The contractor shall prohibit the use of government-issued keys by any person other than the contractor’s employees; contractor employees shall not permit entrance of other people into locked areas.

j. Lock Combinations: The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the Education Service Officer. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

7. SERVICE SUMMARY (SS): The contract service requirements are summarized in performance objectives that directly support the required items:

a. Performance Objectives: The Contractor shall meet the following performance objectives:

1) Ensure classroom Information Technology Infrastructure used by both on-base Academic Institutions is functioning.

2) Remove and Replace Information Technology as directed by the Education Service

Officer

3) Maintain cleanliness of work areas and dispose of packing materials in compliance with environmental regulations

b. Performance Thresholds: Performance thresholds describe the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success and shall be validated using the following methods:

1) Government Validation: The COR shall inspect services using checklists and customer feedback.

2) Remedy for Deficiencies: Procedures outlined in the contract clauses shall be used to address work acceptance and deficiencies.

8. SPECIAL REQUIREMENT: The Contractor must inform the Education Service Officer of anticipated absence from scheduled work at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled at least 2 weeks in advance and may not exceed 2 weeks at a time, with a maximum of 4 weeks per fiscal year.

9. MATERIALS AND EQUIPMENT: The government will provide all necessary workspace and access required to fulfill the requirements of this contract.

10. SPECIFIC TASKS:

a. Provide hardware and software system administration on all personal computers, servers, fax machines, digital projectors, satellite receivers, switches, routers, printers and other peripherals critical to proper function of 52 FSS/FSDE Spangdahlem AB Education Center technology systems.

b. Implement any new systems (software/hardware) as required by the Education Service Officer. Set up new computers and other information systems in a timely manner to support gradual improvement of the Education Center facility.

c. Provide all networking architecture recommendations and networking support to improve the Education Center commercial network as directed.

d. Establish procedures for safeguarding all critical data. Design back-up methodology to guarantee uninterrupted Base Education Center service to customers.

e. Develop tracking systems (including all required documentation) to monitor all information systems. Establish a diagram of the facility with associated database to track fixes and implement information systems.

f. Provide for safe migration of important data from one system to another. Install and maintain Education Center primary database. Conduct upgrades to database and provide training to Education Center personnel.

g. Provide recommendations to the Education Service Officer for future planning and improvements to existing information systems structure.

h. Assist the Education Service Officer in research and purchase of all information systems and components required to improve existing structure.

i. Provide for proper information security on all systems. Educate personnel on proper security procedures to protect sensitive data and records.

j. Assist, maintain and administer the Linux server and network for digital signage. Deploy new players and screens as needed.

k. Maintain the internal and supported external Ubiquiti Enterprise Wi-Fi system. To include local, guest, and ALS class access and administration.

l. Maintain, update, and backup as necessary all Education Center commercial information technology computers operating with Windows 11.

m. Working knowledge of SMART Technologies smart boards. Must be able to administer, maintain, and secure devices at software and hardware level.

11. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract.

12. GLOSSARY OF TERMS: Commonly used military and education-related acronyms, abbreviations and definitions with which contractor must be familiar.
