Contractor qualifications require minimum five years' proven experience in hardware and software application support, excellent customer service and communication skills, knowledge of Air Force computer and network security regulations, and familiarity with Windows, Windows Server, Microsoft Hyper-V, enterprise-level WI-FI management, and Linux/Apple deployment and administration. The Contract Officer Representative will be the Chief of Education and Training, who will evaluate performance against established thresholds including zero defects per month for qualified employee provision and government property security, and no more than two defects per month for hardware and software system administration. The government provides all necessary workspace and access; contractor must notify supervisors of anticipated absences at least 24 hours in advance and schedule non-emergency leave of one week or more at least two weeks in advance, not to exceed two weeks at a time.

PERFORMANCE WORK STATEMENT

1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing computer technology support and assistance as contained in this Performance Work Statement (PWS).
2. QUALIFICATIONS: A proven minimum 5 years’ experience in both hardware and software application support. Experience will be demonstrated by resumes that list past performance to include verifiable professional references. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 5 years are highly desirable. The contractor must have knowledge and experience with Air Force computer/network security regulations. Resumes and transcripts shall be submitted with bid packages to the base contracting office. Individuals must have familiarity with Windows and Windows Server operating systems. Experience in installing and maintaining virtual machines using Microsoft Hyper-V. WI-FI Management at the Enterprise Level, and Linux/Apple deployment and administration are needed.
3. WORK HOURS/DAYS: The government will determine how many hours each unit of work be performed (a pre-scheduled four- our block of time dedicated to providing the services identified in this SOW). The Education Service Officer and the contractor may mutually agree to specific work tasks (Item 8) and mutually agree on the number of work units each week. In the event of emergency (total system disabled, etc.) the contractor must respond within 2 hours from time of call/request by the Education Service Officer.
The pre-determined, routine work units will be scheduled with the contractor schedule no later than 7 days prior to the designated work unit is to be performed. It is estimated there will be an average of 5 units pe week for a total of 1,040 hours throughout the year. All units must be worked during normal working hours of 0800-1600, M-F.
Occasionally, at the request of the 52nd Force Development Flight Chief, Education Services Officer, or Deputy Education Services Officer, two units may be scheduled for the same workday (0800 hrs and 1200 hrs). The number of units worked per week may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs.
4. GUIDELINES: All tasks shall be accomplished in accordance with all DoD, Air Force, and local base computer/technology guidelines and regulations. These include DODI
1322.19 “Voluntary Education Programs in Overseas Areas”, DODI 1322.25 “DoD Voluntary Education Programs” and DAFI 36-2670 “Total Force Development”.
5. QUALITY ASSURANCE SURVEILLANCE: The Chief, Education and Training will be designated as the Contract Officer Representative (COR) and will sign the hourly sheets for the contractor performance. Additionally, the Chief, Education and Training will evaluate the performance based on the elements in the SOW. Whenever the contractor fails to meet elements contained in the SOW, the Chief, Education and Training (COR) will coordinate discrepancies with Contracting Officer (KO).
6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS
a. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Contract Officer Representative and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.
b. Security Training. The contractor ensures all contractor employees receive initial and recurring security training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
c. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.
d. Retrieving Identification Media. Within three business days, the COR shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires, e.g. terminated for cause, retirement, etc.
e. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
f. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Spangdahlem AB.
g. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
h. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. One month prior to the Unit’s annual inventory or directed by the Education Services Officer, the contractor will perform the annual inventory and keep accurate count and tracking of all equipment under their purview.
i. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized people. The contractor shall not duplicate any keys issued by the government.
1. The contractor shall immediately report to the Education Center Facility Manager any occurrences of lost or duplicated keys.
2. In the event any keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re- key or replace the affected lock or locks without cost to the government.
The contractor will rekey at direction of Contracting Officer.
3. The contractor employees will be the only persons issued a government key to the Education Center. The contractor must prohibit the use of keys issued by the government, by any person other than the contractor or their employee.
The contractor or contractor employees will not open locked areas to permit the entrance of people other than contractor employees engaged in the performance of contract work requirements in those areas.
j. Lock Combinations. The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the Contract Officer Representative. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
7. SERVICE SUMMARY (SS)
The contract service requirements are summarized in performance objectives that directly support the required items
a. Performance Objectives The Contractor shall meet the following performance objectives
• Ensure classroom Information Technology Infrastructure used by both on-base Academic Institutions is functioning.
• Remove and Replace Information Technology as directed by the Chief, Education and Training
• Maintain cleanliness of work areas and dispose of packing materials incompliance with environmental regulations
b. Performance Thresholds The performance thresholds describe the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success and shall be validated using the following methods
• Government Validation: The COR shall inspect services using checklists and customer feedback.
• Remedy for Deficiencies: Procedures outlined in FAR 52.212-4(a), Contract Terms and Conditions – Commercial Items, Inspection/Acceptance, shall be used to address deficiencies.

8. SPECIAL REQUIREMENT: The contractor must inform the Education Service Officer or Deputy Education Services Officer of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations.
Nonemergency leave of 1 week or more must be scheduled with the Education Service Officer or Deputy Education Services Officer at least 2 weeks in advance and may not exceed two weeks at a time.
9. MATERIALS AND EQUIPMENT: The government will provide all necessary workspace and access required to fulfill the requirements of this contract.
10. SPECIFIC TASKS:
a. Provide hardware and software system administration on all commercial computers, servers, fax machines, digital projectors, switches, routers, printers and other peripherals critical to proper function of 52 FSS/FSDE Spangdahlem AB Education Office technology systems.
b. Implement any new systems (software/hardware) as required by the Chief Education and Training. Set up new computers and other information systems within one month to support gradual improvement of the Education Center facility.
c. Provide all networking architecture recommendations and networking support to improve Spangdahlem classroom network as directed by the Chief Education and Training.
d. Establish procedures for safeguarding all critical data. Design back-up methodology to guarantee uninterrupted Base Education Office service to customers.
e. Develop tracking systems to (including all required documentation) monitor all information systems. Establish a diagram of facility with associated database to track fixes and implementation of information systems.
f. Provide for safe migration of important data from one system to another.
Install and maintain Education Center primary database. Conduct upgrades to database and provide training to Education Office personnel.
g. Provide recommendations to the director of facility for future planning and improvements to existing information systems structure.
h. Assist director in research and purchase of all information systems and components required to improve existing structure.
i. Provide for proper information security on all systems. The contractor will ensure their employee receives training on security procedures to protect sensitive data and records.
j. Assist, maintain and administer the Linux server and network for digital signage. Deploy new players and screens as needed.
k. Maintain the Apple server for deploying paperless documents and schedule system. This would include administration and security for all "I" devices (iPad, iPod).
Maintain the internal and supported external Ubiquiti Enterprise WI-FI system. To include local, and Library guest access and administration.
l. Maintain, update, backup, and replicate all Virtual machines running on Hyper-V servers. These include, but not limited to MS Server 2016, MS SBS 2011, Ubuntu Linux 12, Windows 11, and Stinova DMS5 Linux for Digital signage.
m. Working knowledge of SMART Technologies smart boards. Must be able to administrator, maintain, and secure devices at software and hardware level.
n. Perform any other critical system support as requested by the Education Service
Officer for successful operation with technology in EDUCATION & TRAINING office.
