About this file

This document contains questions and answers related to a site visit for the Zemmer Relocation contract at Spangdahlem Air Base. Key details clarified include revised project dates, with a new start date of March 18 and completion date of April 18, 2025.

The Q&A addresses several technical aspects of the move: generators have no fuel and separate fuel tanks; the walk-in cooler requires disassembly/reassembly by a certified Viessmann technician who can handle freon purging; HUMVEE transport has been removed from the scope and will be handled by LRS; ISU shelters to be moved are empty; and clarification that ODC (Ozone Depleting Substance) requirements relate to freon purging, with forklifts for moving triwalls being either electric or propane powered.

Questions

1.The solicitation says the move must begin on 3/17, but you want the quote to be valid until 4/1. If this project is anywhere near the size that is sounds, it will require several weeks of planning, which does not sound possible based on these dates. We can have the Start date of 18 March and Close out/Completion of Move 18 April.

2.Will generators need to be disconnected? Electric and Fuel, do they have separate fuel tanks. If they are mobile then disregard. Generators have no fuel inside currently and have separate fuel tanks.

3.Disassembling and reassembly of walk in: I am assuming this is a walk in cooler. Without knowing more about this, I have no way to validate the level of work and planning which will be required. At the most basic level, has a space been prepped in Spangdahlem to accommodate all requirements? The walk-in cooler must be disassembled and assembled by a certified Viessmann technician or someone that holds a certification to purge the freon out and certify it at the new location. The space to reinstall at the new warehouse has been designated already and was shown during the site visit.

4.Can the HUMVEE’s be driven to Spangdahlem, or do we need auto transport? No HUMVEE”s will be moved by the contracted company or no vehicle. Vehicles will be moved/transported by LRS and will no longer be included in this requirement

5.Have containers to be moved been emptied? Do you have a plan for that? The ISU shelters are empty.

6. Is this ODC REQUIREMENT for the machinery that we will be used like in Germany TUV Rheinland and TUV SUD? The Ozone Depleting Substance is for the purge of the Freon.

Are you referring to the forklift that the mover will need to provide to move the triwalls? Forklifts can be either electric or lpg (propane powered)
