About this file

This document is a Questions and Answers (Q&A) file for a local drayage requirement solicitation at Spangdahlem Air Base. The Q&A clarifies submission requirements for Attachment 2 Questionnaire, specifically instructing vendors to send questionnaires directly to Lt Camille Bowen and Mr. Angelo Minisini. The response emphasizes that these questionnaires are separate from the technical proposal, which should outline the quoter's work plan.

The document notes that while past performance is considered a better indicator of project completion ability, the technical aspect is still required because no past performance will be neutrally rated. This Q&A is part of solicitation FA560625Q0003 issued by the Department of the Air Force United States Air Forces in Europe - Air Forces Africa, focusing on local drayage services at Spangdahlem Air Base.

Q&A – Solicitation – Local Drayage Requirement – Spangdahlem AB

Q: The provided Attachment 2 Questionnaire implies that the document(s) should be sent directly to you and LT Bowen from our providing agencies that we intend to use for our past performance. The solicitation states that this should be included with the Part II Technical as well? Will both be required?

A: The questionnaires should be sent directly to Lt Camille Bowen and Mr. Angelo Minisini.

They do not need to be a part of the technical proposal. The technical proposal should encompass the quoter’s plan for conducting the work. Past performance is a better indicator of ability to complete the project; however, the technical aspect is also required because no past performance will be neutrally rated.
