Local Drayage Questions – FA560625Q0003
1. We noticed that in the “Solicitation_-_FA560625Q0003_Final” document, the unit prices per cubic meter have been removed from the Pricing Schedule section.
Could you kindly confirm whether pricing per cubic meter is no longer required, or if it should still be included in our submission?
The pricing structure for pricing per cubic meter has been removed. The structure of pricing per cubic meter creates an unnecessary administrative burden with confirming that invoicing matches the exact amount of cubic meters removed.
Cubic meters are still measured by the base and all the historical data has been provided as Attachment 3 of Solicitation FA560625Q0003. The pricing for the job should use the historical data attachment to determine the costs that the contractor will charge the base to conduct the requirement each year. The contractor will be able to invoice for the contract monthly and surveillance will be conducted by the contracting o ice and Contracting O icer Representative in accordance with the Performance Work Statement.
2. Is there any number required as a minimum for closed body vans?
There is no requirement for the minimum number of vans. Agencies are required to describe the work in terms of required results rather than “how” the work is to be accomplished, or the number of hours provided. The Government will rely on work performance assessments and the use of measurable performance standards to observe performance, and we encourage competitors to develop and institute innovative and cost-e ectives methods of performing the work. (Reference Federal Acquisition Regulations 37.602 Performance Work Statement)
3. Will two vans be su icient?
See response to Question 2.
4. For number of labors, will a sta of 6 people be enough or will more be needed?
See response to Question 2.
5. Do you have a set system to calculate pricing for line items for how many moves a job will be considered?
The number of jobs and output for the contractor fluctuates as shown in the historical data attachment. The contractor should provide their pricing schedule as described in the Govenrment’s response to question 1. If there are significant di erences due to changes in the work throughout performance, these changes can be addressed in the form of a contract modification if the Government deems it appropriate.
