About this file
This document is an Amendment 3 containing clarification responses to vendor questions for a local drayage contract (Solicitation FA560625Q0003) for Spangdahlem Air Base. Key details include operational requirements that a single truck with 90 cbm capacity is mandatory, with the government only able to accommodate one truck at a time in their warehouse. Submission instructions specify using SAM.gov for quote opportunities, with quotes also able to be emailed directly to specified government contacts. The solicitation allows contractor flexibility in staffing, noting successful past performance with two to three team members per truck, and confirms that the government will handle all pickup and delivery scheduling.
The amendment also extends the solicitation response deadline from July 11 to July 18 to ensure competitive quotes, providing additional time for vendors to prepare their submissions. The contract is issued by the Department of the Air Force, specifically United States Air Forces in Europe - Air Forces Africa, and focuses on local transportation and logistics services with specific constraints around truck capacity, warehouse access, and operational timing.

Local Drayage Questions – FA560625Q0003 7/9/2025
1. Is it mandatory to use trucks with a capacity of 90 cbm or more? Or is it acceptable to deploy multiple 30 cbm trucks to achieve the same capacity?
Unfortunately, this approach would not be acceptable according to our customer.
3 trucks daily would impact timelines for deliveries and pickups with longer amount of time at contractor’s gate, longer time for loading due to only one loading bay, no area at the warehouse for the other trucks to wait while one is being loaded, and potential splitting of designated furniture being moved to one location which causes increased administrative burden on the Government warehouse sta .
There appears to be too many risks with this approach, which is di icult to mitigate, making this an unacceptable approach.
2. Could you please describe the exact steps we need to follow in order to successfully submit our o er through the platform?
For submission of quotes, SAM.gov is the system that is used to post opportunities, so everyone has a fair opportunity to submit. Quotes can be sent directly to Mr.
Minisini and Lt Bowen via email.
3. How many trucks does the government anticipate being there daily to perform the services? Please provide best estimate based on the historical data
The Government only has the capability to have one truck at a time in the warehouse and any more would disrupt daily operations and cause delays. In accordance with Section 1.3. of the PWS, the awardee must have the capability to handle daily moves of 90 cbm. The government will give 48 notice of all daily loading needs and any need for an increase in the 90 cbm capacity need will have to result in more trucks to move the required materials.
4. How many people are required daily to perform the services? (example: three truck drivers, three moving helpers, one warehouse person) Please be in detail so we can better quote and price.
There is no requirement for the number of people, this is for the contractor to determine to complete the requirement. We have seen success with two or three members on each truck.
5. Am I right that the pickup and delivery planning is done by the government?
Scheduling with the customers etc.
Yes, pickup and delivery planning are done by the Government.
6. Would you be able to extend the due date beyond 11 Jul to 18 July?
Due to clarifying information being provided so late into the solicitation, an extension is authorized to ensure competitive quotes.
