A Trimble R10 GNSS is a survey grade instrument package that will allow the user to utilize a networks of military grade satellites to capture geospatial locations and elevation data tied to a coordinate system established throughout the world. The R10 package consists of a base station, radio transmitter, receivers and associated accessories to create a rover which are used to capture and store data into a handheld data controller. Trimble GPS survey equipment allows critical terrain and feature data to be captured in the field and processed into Air Force network approved drafting and design software packages. This allows engineers to design roads, utility, and terrain upgrades to installations.
Additionally, Trimble GPS equipment allows for up-to-date infrastructure and utility data crucial to construction execution. In addition, Trimble GPS equipment is critical in contingency operations as a means to establish and layout beddown areas, evaluating airfield damage and assisting in recovering the base. It assists in providing commanders an immediate site picture of the base during critical decision making points.
The Trimble R10 GPS system interfaces with all other approved optical and GPS survey equipment, as well as drafting and design software packages purchased and fielded by the Air Force. The 52d Civil Engineer Squadron currently maintains a $220,000 inventory of Trimble optical and GPS surveying equipment. This inventory includes Trimble 5700 and R7 GNSS GPS base station, receivers, radio, and accessories. Additionally, we have two Trimble total stations used for optical surveying means. The GPS equipment was procured and distributed throughout the enterprise by Air Force Civil Engineer Support Agency in 2001 via a Blanket Purchase Agreement. The life expectancy of the Trimble 5700/R7 is approximately 10 years. The manufacturing of those models have been discontinued rendering replacement parts and technical support unavailable for the models we currently have. The Trimble 5700 and R7 GNSS GPS survey equipment platforms were replaced by R10 GNSS GPS equipment in 2012. There are other manufacturers on the market, who produce GPS survey equipment. However, they do not fully integrate with the Air Force purchased and approved survey equipment and software design packages already in use. Retaining the same brand name would alleviate the requirement to purchase a more extensive and expensive suite of fully integrated survey equipment and software. Purchase of the entire suite from another manufacturer also would incur undue expenses for items which would only be purchases for the sole purpose of interface integrity and not because the item was inoperable. In addition thereto, Engineering Technicians (3E5X1) receive initial skills training utilizing Trimble survey equipment at our Joint Technical Training Schoolhouse in Fort Leonard Wood, Missouri. Furthermore, 3E5 Career Development Courses, 5 and 7-level upgrade training requirements, wartime tasks, and other various training courses all customized to use the Trimble platform of surveying equipment. Trimble equipment is utilized in deployed environments. Continuing to purchase Trimble equipment is the best choice to ensure interoperability of equipment and software across the Civil Engineer enterprise and throughout USAFE and AFCENT theaters of operations.
Market research has shown that there are several vendors able to provide competition in fulfilling this requirement.

While Trimble is the only acceptable manufacturer, it is anticipated that adequate competition will be available.
Future market research should determine if a manufacturer has entered the market with products, which fulfill the same functionality as the requested products and which fully integrate with the installed equipment.
I have determined, in accordance with FAR13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
