The Trimble TSC3 controller is a handheld device, which is utilized in conjunction with Trimble survey equipment. The Trimble controllers feature the capability to store survey data from multiple equipment platforms. They allow for design data to be extracted from the design software suite and uploaded into its operating system. This allows engineers to translate designs into execution such as laying out sewer lines, locating broken utility lines as well as establishing road networks and extents of buildings.

The Trimble TSC3 Survey Controllers interface with Air Force approved software platforms, which are utilized to design buildings and perform upgrades to the infrastructure. There are four TSC2 controllers, which were originally procured in 2001 and fielded to every unit within the enterprise at that time. Because the life expectancy of 10 years has long been exceeded, the TSC3 controllers, manufactured by firm Trimble, were replaced in 2011. These controllers are unique to Trimble and necessary to operate the existing inventory of surveying equipment. There are other manufacturers of surveying equipment on the market.

However, they have proven to not fully integrate with Air Force supplied equipment, firmware and supporting civil design software of the existing Trimble equipment. Purchase of the Trimble TSC33 controllers will alleviate the need to purchase a brand new suite of survey equipment and software which is fully integrated.

Market research identified several companies, who can provide Trimble equipment. While Trimble is the only acceptable manufacturer, it is anticipated that adequate competition will be available.

None. Future market research should determine if a manufacturer has entered the market with products, which fully integrate with the installed equipment.

I have determined, in accordance with FAR13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
