About this file

This is a Questions and Answers document for federal contract opportunity FA558726Q0023 concerning the 100 CES All Hazards Response Trailer. The document clarifies key technical and operational requirements for the trailer procurement.

The trailer must include a 5KW generator as part of the supply, with preference for diesel fuel but regular fuel acceptance. The trailer should comply with UK road specifications to support operations at RAF Lakenheath and RAF Feltwell. Maximum overall length including the "A" frame is 28 feet, though minimum length is flexible provided all salient characteristics are met, including PPE stations, pull-out drawers, and interior workspace. Roll-over stability is required with the option to relocate items such as cabinets, though the workbench/table does not require mobility. Air ride suspension is not mandatory given the trailer will be towed by a US specification Chevy 3500, though modifications can be addressed post-contract award if UK legal compliance requires it. An AC unit is not required but is ideally desired. One question regarding submission of quotations for the week of August 24, 2026 remains pending confirmation from the USAFE point of contact who was out of office at the time of the response. This document does not contain pricing terms, response deadlines, award dates, or contract vehicle information.

Questions and Answers

1. Please confirm if generator is part of the scope of supply.

– Yes, the generator is expected to apart of the supply.

2. Please confirm size required for generator.

– The ideal size would be a 5KW generator. Would need to be able to support 50herts and 60hertz.

3. Please confirm fuel type for generator.

– Disel preferred, but regular will be accepted.

4. Please confirm min length of “A” frame for trailer. (Max length of trailer is 28’ including “A” frame).

– The minimum length of the trailer is hard to gauge because it depends on how the trailer is designed. The requirements I outlined in the saliant characteristics (PPE stations, pull out drawers, interior workspace, etc.) are the minimum requirements I want, if all aspect of the outlined characteristics are met and the trailer is less than 28’ including A frame that is fine as long as my requests are fulfilled.

5. Confirm AIR ride suspension is required.

– No, only because the vehicle will be pulled by a US spec Chevy 3500. If the trailer is designed or must have air suspension to be UK legal that can be worked once the contract has been solidified and my unit will work modifications to our current vehicle.

6. Please confirm that Roll -over stability is required.

– Yes. Ideally the trailer has roll over stability but has the option to move items around such as cabinets, the workbench/table doesn’t have be able to move.

7. Please confirm if trailer must comply with UK road spec or USA road spec.

– The trailer should be UK road spec, as we can and do respond to RAF Lakenheath and RAF Feltwell.

8. Will it be okay to submit the quotation W/c 24th August 2026.

– I will have to follow-up with my USAFE POC to confirm, they are currently out of office until next week.

9. Is an AC unit required for the trailer?

– Not required, but ideally the trailer would have an AC unit.
