About this file

This Statement of Work (SOW) details cargo rack safety modifications for the 727th Air Mobility Squadron (727 AMS) at Royal Air Force (RAF) Mildenhall in the United Kingdom. The project requires a contractor to install 21 rear X-bracings on cargo racking bays and add 63 full-length rubberized pads to internal support beams to enhance safety and prevent cargo and pallet damage. The current racking system measures 15 feet 5 inches by 73 feet, spanning seven bays over three levels, constructed of galvanized steel.

Key requirements include delivering materials to Building 599, completing installation within 5 working days, using only electric forklifts, and following strict security protocols. The contractor must provide all necessary supervision, transportation, equipment, materials, labor, and safety documentation. Work hours are 0630-2300 local time, Monday through Friday, excluding US federal and UK bank holidays. The project involves modifying an Air Mobility Command (AMC) en route facility critical to rapid cargo movement for USAFE UK agencies, with single-phase 240V power available on-site and a requirement to remove all packaging materials after completion.

(SOW)

463L Cargo Rack Safety Modifcations -X Bracing

Royal Air Force (RAF) Mildenhall, Air Freight Terminal, Bldg. 599

October 2025

1.0 Introduction

Mission The 727 AMS is a subordinate unit of the 721 Air Mobility Operations Group (AMOG) and is the sole Air Mobility Command (AMC) en route location in the United Kingdom. 727 AMS is a component of AMC under the combatant command (COCOM) of US Transportation Command (USTRANSCOM) and operates the Arial Port for the movement of cargo and passengers.

1.1 Background

The 727 AMS is the single AMC presence in the United Kingdom. It is key to the rapid movement of cargo for all USAFE UK agencies. In order to store the large volume of nets, devises and storing used in the preparation of cargo movements we identified a requirement and procured a 463L storage rack.

Since the racking has been installed and being used we have identified some safety additions required to the design of the racking to include x-bracing at the rear of the racking. Also to ensure the racking and pallets do not damage one another we require the addition of rubberized pads adding to each racking section.

1.2 Scope

The contractor shall provide all the necessary supervision, transportation, support equipment, power tools, materials/fixings, PPE, labor, loading/unloading and positioning required to fabricate and install 21 rear X-bracings on each cargo racking bay and fabricate and install rubberized full-length pads to each support internal beam.

Specifications for Modification of Cargo Racking System:

The current racking system measures 15ft 5 inches by 73ft and is made up of seven bays over three levels totaling 21 bays. The existing racking is made from galvanized steel, and the bracing should be the same standard or higher. Rear back x-bracing should be added to each bay to mitigate any possibility of cargo falling off rear of bay. Also, full length 7ft 10 inches rubberized pads should be installed over each internal beam totaling 63 pads.

Specifications for preparation on sites and installation:

Materials should be delivered to site and off-loaded by vendor. Installation should take no more than 5 working days. Cargo will be removed from racking while these modifications are carried out. Method state-ment and RAMS are required for approval before work can take place.

Removal of packaging and debris:

On completion of the equipment installation, the contractor will be responsible for the removal from the warehouse of all packing materials and debris. A dumpster is available in the cargo yard for disposal of non-recyclable materials.
