About this file

This document is a list of amendments to the Lakenheath Air Base Installation Facilities Standards (IFS) issued in June 2025.

The amendments address updates across multiple appendices and sections of the IFS standards document. Key substantive changes include: additions to accessibility and safety requirements such as paving identifiers for visually impaired individuals at road crossings, ADA compliance standards for fire extinguisher cabinet placement and operability, and speed sign placement at housing district entry and exit routes. Infrastructure specifications were updated, including fence depth requirements (1 foot below ground to comply with Unified Facilities Criteria), underground sanitation system relining specifications using UV or blue light liner technology with accredited providers like IWJS/NRCWWS, and network cabling standards requiring minimum Category 6 Ethernet cable or enhanced 50-micron multimode OM4 fiber optic cable. Plumbing and fixture specifications were revised with approved manufacturer lists including Gerberit, Ideal Standard, Twywords, Wolseley, and Pegler. Fire protection systems amendments clarified that provisions will be reviewed during design considering UFC standards and DoD Index of Specifications and Standards, with specific requirements for kitchen hood systems, aircraft hangers, and wet pipe sprinkler systems. General nomenclature and reference updates include replacing "Base Standards" with "Installation Facilities Standards (IFS)," updating UFC citations with proper titles, and substituting conditional language per UFC 1-300-01. Administrative changes include updates to overview maps, addition of new appendix sections, relocation of content between sections, and integration of standard 2025 formatting updates throughout the document.

This cable shall be of a different colour to all other cables for identification.

The length of the extended run would be supervised/approved by the RAF Lakenheath Communication Squadron, prior to connection to the site-wide Ethernet. The maximum cable length from the data cabinet will be 90 metres.

Secondary Network Cable (Ethernet Cat5e or Cat6) As with the primary network, the secondary network cable shall be run separately from power cable and installed in a unique colour.

The cable shall be pairs of twisted copper cables with solid copper conductors with a UTP or STP shielding. But specific details would be specified per project.

The cable shall have a nominal impedance of 100 Ohm ± 15% at 1-100Mhz.

The Cat5e or Cat6 cable segment length shall not exceed 100m If the Ethernet cable is to be installed externally, in ducts and/or exposure to UV, the cable used shall be duct grade.

An amplification module shall be installed as required to maintain the performance of the network.'

Appendix G05.D4010 Replace ‘The provision of sprinkler fire suppression systems (or alternative fire suppression systems) will be reviewed for all new and refurbished buildings as part of a ‘Fire Risk Analysis’ and ‘Fire Strategy’ study, executed during the design period. A standard approach for the provision of sprinkler installations will be required to ensure a consistent design standard and level of protection in facilities is achieved.

The provision of sprinkler fire suppression systems will not be considered in isolation, but will be reviewed in unison with the overall fire strategy.

During the design period careful consideration will be given to the selection of specific Design Codes, Standards, Base Criteria and Base Fire Officer

Lakenheath Air Base IFS Page 5 of 12 requirements that will affect the sprinkler systems design and installation.

The provision of sprinkler systems provided will be reviewed against the various criteria indicated in the Index of Specifications and Standards which highlight the relevant UK and USVF fire protection codes.

Note that where standards are different or conflict that the more stringent will apply.

This may result in a combination of sprinkler fire suppression systems being designed/installed utilising both extracts from both UK, US Standards and specific Base requirements.

The provision of sprinkler suppression systems may be required in some sleeping areas.

All new and refurbished buildings will have automatic fire detection and/or fire suppression systems which will be monitored to send signals to Base fire station and/ or central control or monitoring facilities.

Fire alarm panels and fire-man’s cut of switches will be located in the primary entrance vestibule of the respective building. Zonal areas of protection and operation will be graphically depicted in a professional manner in keeping with the respective Codes and Standards adopted.

Kitchen and cooking facilities will include:

Hood and duct systems constructed to National Fire protection association Code (NFPA96) Standards.

Fire suppression systems for hoods and ducts will comply with NFPA 96, NFPA 17, NFPA17A and AFOSH 27- 59, and EN 16282-7.

The designer will be required to conduct water pressure and flow tests and an overall appraisal of the site fire main characteristics prior to the design of any sprinkler fire suppression systems.

Note the requirement for sprinkler suppression systems in data processing areas to be dry pipe systems with reference to UFC’s.

Note the requirement for suppression systems within existing and new air craft hangers are required to confirm to all current UFC’s.

Automatic supervised wet pipe sprinkler systems are required to be designed and installed to confirm to BS 5306 (LPC rules) and take into account the more stringent requirements of NFPA13.’

‘To be recess mounted wherever possible, alternatively surface mounted.

Follow current NFPA 10 guidance on cabinets. For recessed or surface mounted cabinets, they must be sized to suit extinguishers dimensions, have glass vision panel in door and be white, red or stainless steel in colour. ‘

With

‘Due to the American Disabilities Act (ADA), 2010, which states the provision to / of ‘protruding objects’.

Although this Act is not specific to fire extinguishers, the cabinets must comply with general ADA protrusion, reach and operability standards, so that the extinguishers are accessible and safe.

Due to these requirements, the necessary recesses needed to achieve the below will be deemed as part of the structure and therefore will need to be included into the building plans.

Key ADA information, is as follow:

1. Protruding Objects – Section 307 •307.2 Protrusion Limits: Objects mounted on walls (like fire extinguisher cabinets) cannot protrude more than 4 inches into the circulation path if the object's bottom edge is between 27 inches and 80 inches above the floor.

•This is to ensure that people who are blind or have low vision won’t walk into objects that stick out into pathways.

2. Reach Ranges – Section 308 •If a fire extinguisher is expected to be accessed in an emergency by anyone, it should be within ADA compliant reach ranges:

•15 inches minimum above the floor •48 inches maximum for a forward reach (or 54 inches for a side reach if certain clearances exist).

3. Operability – Section 309

Lakenheath Air Base IFS Page 7 of 12

•Controls and operating mechanisms (like the fire extinguisher pull handle) must be:

•Operable with one hand •Not require tight grasping, pinching, or twisting of the wrist •Exertion of no more than 5 pounds of force.

As previously stated, this is to be cross-referenced with the equivalent UFC’s and/or relevant standards.’

‘The exact design of a fire alarm system is determined by the facility space’s occupancy classification and the local codes mandated by the Authority Having Jurisdiction (AHJ) for that specific occupancy classification. But regardless of the system design, all fire alarm systems must have a Fire Alarm Control Panel (FACP).

Fire Alarm Panels (FAP) receives information from devices designed to detect and report fires, monitors their operational integrity and provides for automatic control of equipment, and transmission of information necessary to prepare the facility for fire based on a predetermined sequence.

As each building is different, there is no ‘one size fits all’ FAP. Therefore, the term ‘standardisation’ means that we use the same type (usually this refers to the same manufacturer) of FAP but not necessarily that all FAP’s need to have the same capabilities.

FAP’s will be chosen based on the following;

• The purpose and use of the building

• The floor space sizing of the building, plus 25%.

• Must be cost effective

All FAP orders shall include:

• Relevant pictorial zonal maps and their maintenance to be included

• Instruction and training to be provided.

The below is a list of regulations/ standards should be referred to for each system install. Be advised that the design is to include the following for consideration but this list is not exhaustive:

•NFPA 1 (Fire Code) •NFPA 72 (National Fire Alarm and Signalling code) •NFPA 101 (Life Safety Code) •U.F.C 3-600-01 (Fire Protection Engineering for Facilities)
