INTRODUCTION
This document describes what the Standards are and what they do, how and where they will be used, how they will be made available and revision procedures.
DEFINITION
Base Standards establish technical performance, design and aesthetic standards for the built fabric and technical installations to most facilities located at RAF Lakenheath and RAF Feltwell.
The Base Standards provide a design base for those parties within the management structure and design process including external consultants and contractors.
Specifications ensure sufficiently robust fittings, visual continuity and ease of maintenance, plus adequate services engineering and fire protection and security. Control over materials and design is also exercised by US Forces Regulations such as ETL’s, and the UK Building Regulations. Some Regulations and other sources of information are provided with Appendices C and D but is not exhaustive.
This Base Standard is supplemented by separate specialist standards and should be read in conjunction with such as and when appropriate – refer to “Supplementary Resources & Specialist Standards”.
The Base Standards ‘Section 4 – Design’ has been set out to mirror ‘Uniformat II - Elemental Classification for Building Specifications’ (NIST U.S. Department of Commerce). This being the USVF recognised method of cataloging and identification of materials and building systems on both sites.
‘Architectural’ items describe internal and external materials and Colours including bollards, carpet laying, doors, fences, kitchen units, locks and ironmongery, paving, roads and parking, sanitary ware, signage, windows, blinds, planters, lamp post protectors, post and chains, benches, cycle shelters gazebos and waste bins to ensure external visual continuity. ‘Landscaping’ provides specific requirements on ground reinstatement and a plant list that should survive on the sandy soils. The ‘Civil/Structural’ section includes foul and surface water drainage and hazardous waste to protect our environment. ‘Pavements’ provide a visual link between spaces and enhance the visual character of the Base. ‘Environmental’ describes surface water disposal that complies with the Environmental Agency and ‘Fire Protection’ specifies extinguishers, and hydrants that contribute to Fire Safety. ‘Engineering’ includes Building Management Systems, Fire Alarms and Electrical and Mechanical Installations to ensure a properly designed installation meets requirements and is compatible with existing installations. ‘Communications’ includes AFRTS and Premise Wire Architecture, describing specific requirements for these installations. AT/FP provides measures to minimise the threat and effects of terrorism.
GOAL
The use of Base Standards by users, design teams, and contractors will ensure a consistency and continuity in the design and construction of facility interiors, exteriors and technical installations that contribute to ‘Installation Excellence’. This will be achieved by increasing reference to the Standards at project briefing, design and construction stages. Facility managers will consult it when assembling a
During the preparation of the Design Instruction, 48 CES will research and contribute to a list of UK and US Regulations, then agreed by the project team, to be taken into consideration in a design proposal. Design Instructions will include the statement: ‘Designs must comply with the following documents’ which will include the current issue of Base Standards and the agreed list of Regulations. 48 CES Programmers will list all References, Regulations, and the current issue of the Base Standards referred to in their Design Submittals. The Base Standards will be issued by USF or DIO as a Contract Document for design teams and contractors to use during the design and construction process.
AUTHORITY
Responsibility for Base Standards is delegated by the Wing Commander to the BCE as of 08 March 2022.

General Information
The ASSA ‘Modular Locking System’ is employed at RAF Lakenheath to ensure a suitable level of security.
Compliance with these procedures ensures compatibility with the RAF Lakenheath master keying system. Approval from the Base Civil Engineer is required to deviate from this standard. (ASSA Distinction pattern lever handles with Satin Chrome finish, used with Crown Cut American White Oak doors are considered to provide sufficient colour and luminance in contrast with the door to meet the requirements of the Equality Act 2010 (formally Disability Discrimination Act) and the Building Regulations Part M, ‘Access and facilities for disabled people’).
The ‘Modular Locking System’ is manufactured by
ASSAABLOY Door Solutions, Units 3-4 ZK Park, 23 Commerce Way, Croydon. CR0 4ZS.
Website www.assaabloydoorsolutions.co.uk Tel 0208 688 5191 Email sales@assa.co.uk
ASSA door furniture sets are supplied as standard for 44/45mm thick doors, with fitting instructions.
It may be necessary for the contractor to cut fixing screws to the correct length before fixing. Generally, the screws should be no longer than (and preferably just shorter than) the thickness of the door, otherwise the fitting cannot be tightened fully. Black ‘O’ rings are provided to be fitted under the screw heads to prevent them coming loose.
Note that for doors of unusual thickness, ASSA can supply different sizes of cylinder rings and screws and extension pieces to bring the cylinder further out from the centreline of the door to ensure that the cylinder and cylinder ring finish flush with each other (ref page 4:46 of the ASSA catalogue).
Note the following:
Page references are to the 2007 issue of the ASSA catalogue, available on request.
5800 is the current cylinder range, which is a development of the 5600 range specified here for Lakenheath.
Both 5800 and 5600 use exactly the same components except for the keys and the cylinder inner.
The Master Key system Reference Number provides all the information with regard to side codes etc.
Aluminium Main Entrance Doors
General Notes
All aluminium door manufacturers are to be copied on this specification guide prior to tender.
It is recommended that all aluminium doors be manufactured from sections of at least 90mm to allow sufficient room for fitting of door closers, lock cases and panic bolts to meet the latest CEN standards and Accessibility requirements including Doc. M of Building Regulations.
Sections recommended include:
Kawneer 350 Kawneer 605 enhanced Glostal Schuco
Doors are to be hung on hinges by the door manufacturer to suit the section provided. Flush bolts for double doors are to be supplied by the door manufacturer.
Self-closing devices are to be surface mounted to allow easy access for maintenance. Slide arm closers are preferred to enable easy-action for Accessibility requirements and to remove the vandal/abuse point of scissor arms.
Pull handles are generally to project architects design but should comply with recommendations of BS 8300 with length at a minimum 400mm centres and in Nylon Coloured Finish to contrast with the door finish.
It may be required to specify wall-mounted buffers where damage may occur when handles can strike a wall surface.
It is recommended that through corridors and external doors against facing brickwork, a polished black rubber “tailgate” design buffer be specified i.e. AJ 2500/002 125x47x40mm “fixed at handle height to wall”.
Please noted, that if the Door manufacturer specifies a different Ironmongery supplier than the one noted in this Base standard, it would be incumbent on the contractor to obtain a letter of compliance from the Door manufacturer as to its suitability for both the specified role/duty and location. Note, all Ironmongery should be able to accept the base standard cylinders, Ovals, and this is a strict requirement.
Contract requirements & procurement route for locks & keys:
Please liaise with the CE locksmith prior to the purchase of any locking system.
The CE locksmith must be advised of the identity of all lock master systems installed in all buildings. The CE locksmith is available on Ext. 5284, Building 529.
Specify Option 10 in specifications to ensure suitable warranty conditions. Specify RAF Lakenheath Identity Code No
9EA1341.
The standard requirement is the provision of 2No. keys to each lock: this may be varied by the building user. All keys must pass the building entrance and the key holder’s office.
2No. Master Keys are required for each building custodian: this may be varied by the building custodians
Procurement route for locks and keys:
Contractors are responsible for the purchase of part assembled cylinders from ASSA. ASSA delivers the part assembled cylinders (in sealed packages) to the Lakenheath PM. Key blanks are held by the Lakenheath locksmith.
The Lakenheath PM gives the part assembled cylinders to the CE Locksmith. The CE Locksmith pins the cylinders and cuts the keys, free of charge.
The CE locksmith provides the fully assembled cylinders and required sets of keys to the PM. The PM passes the locks to the contractor for fitting.
The contractor is not allowed to buy blank keys for the system at RAF Lakenheath.
The contractor must provide adequate notice:
1) to allow ASSA to supply the cylinders and keys and
2) to allow the locksmith to pin the cylinders and cut the keys, before they are required on site.
The estimated time required for the locksmith to pin the locks is as follows: 1-49 cylinders: 4 weeks 50-99 cylinders: 6 weeks; 100 cylinders: 8 weeks.

B3016 Gutters & Downspouts Above Ground Rainwater Systems
Basis of Design Refer to index of Specifications and Standards.
Description of System Rainwater discharge from roof and terrace areas will be collected via receivers comprising gutters and rainwater outlets.
All surface water receivers will connect to piped rainwater systems with vertical stacks dropping through risers within the building.
Rainwater stacks will connect to the below slab drainage system at ground floor level.
The merits of utilising either gravity or syphonic rainwater systems or a combination of both will be reviewed during the design process. Consideration will be given to the high velocities of flow experienced with syphonic rainwater systems.
To avoid any potential rainwater ingress into the building during extreme rainfall events all roof areas and gutters will incorporate suitably sized and positioned weir overflows, which will discharge excess water to the perimeter of the building.
Rainwater pipes will be provided with rodding access at all changes of direction and directly above floor level prior to connection to drain.
Rainwater pipes located in return air voids or other areas where condensation may occur will be provided with insulation.
UPVC rainwater pipes that penetrate fire barriers will be provided with intumescent fire sleeves to maintain fire separation.
Consideration will be given to the potential for the harvesting and re-use of rainwater collected from roof areas for WC and urinal flushing within the capital cost restraints of the project.
The design rainfall intensity will be calculated in accordance with British Standard recommendations and Met Office data specific to the region.
Guttering systems to have anti-clutter device to help reduce the buildup of foliage.
Testing & Commissioning Method statements will submitted for approval relating to all testing and commissioning procedures.
Testing and commissioning will be carried out in accordance with the procedures laid down in the appropriate code of practice.
Testing and commissioning will include all necessary adjustment and re-testing of plant to meet the design duties.

(ASSA Distinction pattern lever handles with Satin Chrome finish, used with Crown Cut American White Oak doors are considered to provide sufficient colour and luminance in contrast with the door to meet the requirements of the Equality Act 2010 (formally Disability Discrimination Act 1995) and the 2004 Edition of the Building Regulations Part M, ‘Access and facilities for disabled people’).
5800 is the current cylinder range, which is a development of the 5600 range specified here for Lakenheath.
Both 5800 and 5600 use exactly the same components except for the keys and the cylinder inner.
The Master Key system Reference Number provides all the information with regard to side codes etc.
C1023.1 Lockable Office Doors (Internal) The lock specification provides a single action escape from inside at all times via the lever handle without having to grip or twist a thumb turn. The internal thumb turn only provides the ability to lock the door from inside without restricting escape from inside. The door can be locked/ unlocked from outside with the key. The external lever handle operates the latch bolt only. The internal lever handle operates the latch bolt and dead bolt. This lock is a “split follower” type lock and is handed; please ensure correct handing of spindle follower when ordering.
