Statement of Work (SoW)

Relocatable Simulator Shelter (RSS) at

RAF Mildenhall

1. General Information

a. General. The contractor shall deliver and install a complete and usable Relocatable

Simulator Shelter (RSS) in accordance with this Statement of Work (SOW). The contractor shall provide all professional services, facilities, labor, equipment appliances, tools, materials, travel, installation services, reports, specifications, and drawings associated with the project. Any changes suggested by the contractor to the SOW require approval from the Contracting Officer (CO) before acceptance is given for a recommended change. The structural and security standards shall be engineered, tested, installed, and certified by the contractor.

b. Security. The facility must adhere to Storage and Destruction standard and be be rated to Open Storage Physical Security Standards IAW UFC 3-580-01 Telecommunications Interior Infrastructure Planning and Design, and DODM 5200.01, Volume 3, Enclosure 3, to include Appendix to Enclosure 3, (https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodm/52000 1_vol3.pdf). Open Storage shall comply with Secret requirements. Physical Security shall adhere to, at a minimum, all Vault and Secure Room Construction Standards, IDS Standards, and Access Control Standards.

c. Location. Product installation shall take place at Royal Air Force Station Mildenhall (RAFM), United Kingdom (UK), located next to B802. The site can be reached on paved roads.

d. Labor and Materials. All labor and material shall be IAW DODM 5200.01, Volume 3, Enclosure 3, as well as that outlined in the following guidance, C-130J MAINTENANCE AND AIRCREW TRAINING SYSTEM (MATS) III, CDRL A008 Training Facilities Report. See above link for reference

e. Delivery. Military escort can be provided on RAF Mildenhall. The contractor must coordinate all deliveries with the Contracting Officer (CO) and Contracting Officers Representative (COR). If military escort is to be provided, the user will need to coordinate with the on- site contractor well in advance. Normal Escort duties will have to be the contractors responsibility in case of operational issues with the SOW. As highlighted in section 2c. If a Base Access Letter (BAL) is required for non-vetted employees, then this will have to be initiated by the principle contractor. The majority of shipments will use this address: 67th Special Operations Squadron, Building 802, RAF Mildenhall, Bury St. Edmunds, Suffolk, IP28 8NF.

f. AF Form 3000 (AF3000), Material Approval Submittal. Each submittal shall be transmitted under an AF3000 and shall be prepared in accordance with the Instructions on the reverse of the form. Resubmittals will have a corresponding letter designation after last number, i.e., submittal 001 would be resubmittal 001A or 001B, etc. if rejected a second time.

g. Variance from contract requirements. Whenever materials or drawings are required to be submitted by the Contractor for approval on an AF Form 3000, and the material or drawings submitted are at variance with the specifications or Government drawings, but are approved by the Contracting Officer inadvertently and without consciousness of the variance, then the approval shall not be final unless the Contractor expressly noted on the submittal that "This material or drawing varies from specifications in the following aspects."

h. The contractor is to ensure that the facility complies with UK building regulations.

The contractor is to ensure they have all the right information on hand so that the BR can be adequately assessed during the installation period.

2. Personnel Requirements

a. All contractor employees and subcontract employees that are not UK citizens shall acquire any applicable UK work visas that may be required to perform work in the UK.

b. Security Requirements: Contractors must be cleared to access and work on RAF

Mildenhall as outlined in DoDM 5200.08 Volume 3, Physical Security Program:

Access to DoD Installations.

c. The contractor shall ensure that sufficient personnel can access RAF Mildenhall to complete the assembly/installation. Contractor shall also ensure sufficient personnel are cleared to sign-in and escort non-cleared personnel onto base so that the Customer POC or any other Customer Representative is not required to escort contracted personnel. In order to obtain base access, the contractor shall submit a written request on their company letterhead to the Customer POC listing the following information:

i. Personnel with U.S. Secret Clearance: contract number, location of work site, start and stop dates, names of employees, and employee social security numbers. Personnel with U.S Secret Clearance will be responsible for the oversight of personnel without U.S. Secret Clearance/U.K. Secret Clearance equivalent and will be responsible for signing-in and escorting personnel who will be supporting the contractor and not covered in this section, i.e.

delivery drivers. Current escort procedures allows one (1) secret cleared personnel to sign-in and escort four (4) personnel onto base.

Personnel with U.K. equivalent to US Secret Clearance: contract number, location of work site, start and stop dates, names of employees, and a current host nation Security Check (SC) issued from the UK Defense Business Service (DBS) National Security Vetting (NSV) Agency. Personnel with U.K.

equivalent to US Secret Clearance will be responsible for the oversight of personnelwithout U.S. Secret Clearance/U.K. Secret equivalent and will be responsible for signing-in and escorting personnel who will be supporting the vendor and not covered in this section, i.e. delivery drivers. Current escort procedures allows one (1) secret cleared personnel to sign-in and escort four

(4) personnel onto base.

ii. Personnel without U.S. Secret Clearance/U.K. equivalent: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials and vehicle passes. The Customer POC will endorse the request and forward it to the issuing base pass and registration office for Security Checks and processing (see Appendix A- Security Requirements Overview). Once processed, the individuals named in the Unescorted Base Access Letter will have access to base to perform contracted work only and will not have escort rights.

d. Before onsite work commences, all written requests mentioned above must be

4 | P a g e provided 90 days in advance of the work start date to the customer POC.

e. Contractor’s employees shall be recognizable by wearing company uniforms bearing the name of the company or by wearing visible badges, which contain the company name and employee name when onsite at RAFM. Managers and supervisors job titles shall be included on the badge in addition to the name. All personnel with U.S. Secret Clearance/U.K. equivalent shall include this information on the badge as well.

f. The contractor shall obtain all valid work permits and comply with all US/UK laws, codes, regulations, and statutes applicable in the performance of this contract. It is the contractor's responsibility to obtain and adhere to all applicable US/UK standards. The Contractor shall comply with all applicable site-specific codes, regulations, and statutes related to this contract, to include but not limited to those outlined in the below ‘Applicable Publications’ section. Contractors shall comply with MOD Building Regulations Compliance System Number: PI 02/10

3. Project Requirements

a. Facility Requirements. All construction will be in accordance with UFC 1-200-01 DoD

Building Code (General Building Requirements) and RAF Mildenhall Base Standards.

This facility shall be weather tight and include assembly of floor, wall, and ceiling panels. The walls, floor, and roof construction will be of a design to offer resistance to and evidence of unauthorized entry into the area. The MC Weapons System Trainer (WST) and Shelter must be relocatable, to include installation and removal of the WST after facility construction is complete. The facility must be of material, construction type, and provide requirements IAW UFC 3-580-01 Telecommunications Interior Infrastructure Planning and Design, and DoDM 5200.01 V3, Enclosure 3, to include Appendix to Enclosure 3. Requirements include, but are not limited to those listed below, as well as those specified by CDRL A008 Training Facilities Report:

i. Physical structure requirements: Roof (Mono-pitched), walls (exterior and interior), ceiling, doors, and windows.

ii. Infrastructure requirements:

1. Heating and Ventilation

2. Electrical & Communication

3. Water

4. Exterior lighting

5. Alarms and associated infrastructure requirements, to include but not limited to: Fire detection, Intrusion Detection System (IDS), Automated Entry Control System (AECS), WST alarm requirements.

a. The contractor will install the IDS system infrastructure, such as conduit and electrical boxes, in accordance with the provided design and drawings. The classification level for the contractors will be IAW ICD 705 (Physical and Technical Security Standards For Sensitive Compartmented Information Facilities).

iii. Fire Detection and Suppression requirements:

1. In addition to the fire detection requirements outlined in this document, a VESDA system will be required in the WST bay room.

Refer to ETL 01-18 for VESDA information.

Compartment panel such that a fire condition on either panel results in a fire activation in the other. Proposed schematic outline below in Figure A.

3. RAF Mildenhall requires the use of the base wide central fire alarm reporting system IAW RAF Mildenhall Base Standards and must be able to connect to the base Monaco alarm transmission system.

4. Fire Suppression requirements as outlined in the Applicable Publications section.

iv. Foundation/slab requirements: The concrete pad and utility ducting will be provided as a separate requirement from the facility and infrastructure and must be properly phased for installation. The contractor is responsible for providing locations and requirements through the 35% design so that work can begin to install the slab and utilities.

2.4 of the CDRL A008 Training Facilities Report.

4. Utilities requirements, to include power, water, waste water, and communications.

5. Facility access points, to include main entrance and vehicle entrance locations.

6. The footprint / layout of the facility should allow sufficient space for all electrical switchgear, transformers or other major components. Drawings must include locations of this equipment.

b. Plan. The contractor shall submit an executable, Project Assembly, Delivery, and

Installation Plan, that outlines methods, procedures, a schedule and milestones to complete work outlined in the SOW. This plan must include

c. Contingencies. The contractor shall inform the Customer POC in writing within ten working days of any anticipated delays and/or conflicts with their Project Assembly, Delivery, and Installation Plan.

d. Concrete Pad. A concrete pad will be constructed by the Government to support the shelter system. The contractor shall provide site preparation requirements; to include, staging area, and concrete pad specifications. Pad specifications shall include slab size, compression strength, loading points, thickness, finish, slope, location of power stub up and any grade beam requirements.

e. Utilities. The Government will provide utility connections to the concrete pad for the RSS. The contractor shall provide specific utility planning requirements to the Government detailing RSS power demand from lighting, HVAC demand, and other power requirements for the RSS itself and in accordance with UK standards of construction. The contractor shall ensure the RSS includes the proper power panels, distribution and power conditioning equipment within the RSS to support the specifications and internal equipment as laid out in this SOW. The contractor shall

7 | P a g e provide the required location and capacity for the incoming power pedestal to support internal equipment, cooling systems, and shelter power requirements.

Incoming power at the connection pedestal will be standard UK 230/415V, 3 phase, 50hz, supply. Any required frequency and voltage conversion and distribution to support the internal equipment, shelter, or cooling equipment will be part of the shelter system. The contractor shall provide earthing/bonding requirements. The underground earthing/bonding will be installed by the Government. The government will complete the final connections of the shelter power system to the power pedestal and earthing/bonding systems. The connection locations and capacities shall be provided the contractor.

f. Water Lines and Drains. The contractor shall identify the required locations and capacities for water and drains to support any shelter HVAC humidification/dehumidification requirements. The water lines and drains shall be installed by the Government to the exterior of the RSS. The locations and capacities shall be provided by the contractor via the 35% design submittal.

g. Hours of Operation. For work conducted on RAFM, normal duty hours are 0800 – 1630 UTC. To work outside the normal duty hours on RAFM requires Contracting Officer Representative approval and shall be in accordance with the CSP. The Contractor shall not perform work under this contract on US or UK Federal/bank holidays or otherwise RAFM down-days unless expressly authorized by the CO. This list will be provided upon contract award.

h. Service Outages. The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment) interruptions of communications capabilities. The Contractor shall coordinate planned outages with the Contracting Officer Representative at least 3 weeks in advance of any planned outage if the implementation necessitates disruption of service (e.g., communications, electrical, or other utilities).

i. Site Restoration/Debris Removal. There is no existing infrastructure to remove at the site prior to starting installation of the project. Coordinate with Customer POC on power removal, modification, and/or installation feeds at site. Installations must comply with National Electric Code and Unified Facilities Criteria (UFC) 3-520-01 Low Voltage requirements (https://www.wbdg.org/FFC/DOD/UFC/ufc_3_520_01_2015_c1.pdf). All equipment and residuals from this project including amplifiers, conduits and cabling shall be disposed of IAW UK waste disposal laws and regulations. Debris need to be covered at all times during the construction period to prevent any FOD. Prior to the end of each day the contractor shall remove all debris and surplus materials from the work place.

Equipment and materials required to complete the work effort may remain on site during the project as long as equipment and materials are organized/stored in a manner that does not cause a safety or security hazard. The government will not be responsible for lost or damaged equipment and materials left on site. The contractor shall return all disturbed areas to their original condition upon completion of the installation. The work site is next to an active taxiway, therefore FOD control is critical for the contractor, and falls within the safety policy for the principle contractor and associated sub- contractors.

j. Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, visible sign on large containers, construction equipment, and

8 | P a g e vehicles while on RAFM indicating the company name and the Contractor and Site POC's names (provided on award) and local telephone numbers. The contractor shall label all equipment and cables installed in accordance with Commercial Building Telecommunications Cabling Standard (ANSI/TIA/EIA-606-A-2002).

k. Red-Line and As-Built Drawings. The contractor shall submit drawing showing the “as-built” configuration in Visio or compatible format. The as-built drawings shall include the locations of all equipment, a floor plan of the room location, power source facilities, utilities and connections, a rack elevation plan.

l. Project Testing. The contractor shall provide an overall timeline to project completion 5 days after Start of Work, as specified in the deliverables attachment and will coordinate with the Contracting Officer Representative for all security, electrical, and HVAC testing. The contractor shall perform testing and inspections of the facility IAW the approved Contractor provided test plan which must be approved prior to facility completion. If any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance.

m. Compliance: All work carried out is to comply with current Base Standards, Host Nation, USAFE, UK Fire Regulations & NFPA requirements. Emergency telephone numbers are required for out of hour’s issues. Contractor must provide an emergency contact to the Contracting Officer and COR for contact and potential response.

n. Final Acceptance. The Contractor shall schedule a final project walk-through with the

CO.

o. Government Contract Management. Only the CO has the authority to review and approve contract deliverables. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, that affects the scope, schedule, or price of the project covered by this SOW, shall be acted upon by the Contractor unless specifically approved by the CO. The Contracting Officer Representative will perform random spot checks and system acceptance tests.

p. Contractor Key Personnel. Contractor shall provide the names and contact information of the following key personnel before start of contract.

i. Superintendent. At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the CO and has authority to act for the contractor.

In the event of a key personnel change, the Contractor shall provide a written notification to the CO and Customer POC within 14 calendar of the anticipated key personnel changes. The Contractor’s key personnel shall be available to discuss all aspects of performance during the life of the contract and have the authority to resolve issues and problems for the duration of the project. Problems or issues regarding performance of the contract that cannot be resolved between the Customer POC and the Contractor, will be referred to the CO.

q. Superintendent. The contractor shall designate a superintendent, or a person of

9 | P a g e similar authority, as the site POC. Environmental Management. The Contractor shall comply with the environmental laws and regulations of RAF Mildenhall, the US Air Force, and the United Kingdom. Policies, instructions, plans, and environmental and archaeological requirements including but not limited to the Final Governing Standards for UK. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on RAFM, UK. The Prime Contractor shall ensure their sub- contractors comply with these specifications.

4. Permits

a. Civil Engineering. The Contractor shall be responsible for coordination with

Contracting Officer Representative on completion of AF Form 103 Digging Permits before any digging, trenching, boring, restoration, compacting are accomplished.

The contractor shall complete all permits and process with associated contact.

b. Crane Permits. The contractor shall coordinate with the Base CE POC for any crane usage required. The contractor shall include the exact placement of the crane, boom heights, operating hours in which the boom will be raised and crane capacity. The request for crane use must be submitted 14 days prior to intended use to permit coordination with airfield operations and publishing of Notice to Airmen (NOTAM‘s) of crane operations.

c. Welding/Hot Works Permits. The contractor shall coordinate with the Contracting Officer Representative for any welding/hot works. Hot works requests must be submitted 14 days prior to intended use to permit coordination with Fire Department officials.

5. Government Furnished Space

a. The Government will not provide access to government networks or systems or any equipment to the contractor. The contractor may set up temporary workspace outside of the fenced secure construction area. No electronic devices of any kind will be allowed inside the secure construction area.

b. The laydown and dry storage areas will be provided upon request by the contractor.

The contractor shall request the amount of storage area required. The contractor shall be required to physically secure the provided area with suitable fencing and FOD netting. If the base cannot provide the requested area, the Customer POC may assist the contractor in finding another suitable area. Any contractor temporary support facilities shall be self-contained.

7. Submittal

a. All submitted documents and plans shall be easily understandable and convey the planned design. The plans shall contain the following information: Dimensions of lines and pipes, distances to important elements or devices, information regarding the material. See associated schedule of submittals for reference.

8. Product Specification Requirements

a. Detailed information should be referenced in Lockheed Martin’s report: WST #10 TFR by LM which has been added as an attachment. Key information in this attachment has been highlighted by the stakeholders (see 8.a.i. & 8.a.ii. below). This is not an all‐ encompassing key information list, but rather an attempt by stakeholders to help pull out relevant data from the 57 page report. Stakeholders welcome the opportunity to work with the contractors, LM, and others to identify key information needed for a successful facility and WST integration.

1.0 INTRODUCTION

1.1 Scope

The purpose of this document is to specify the facility interface requirements for the installation of Weapon System Trainer (WST) #10 at RAF Mildenhall, United Kingdom.

This document shall define the extent of both Lockheed Martin (LM)/Contractor team and customer responsibilities and shall provide sufficient data to the customer architects for the facility requirements. This document should be read in conjunction with the simulator installation drawings (Section 8.0) which locates all the simulator equipment according to each equipment interface requirement (as specified in this document) in the building facility. Because the contractor team must comply with AFSSI 7702, as required, it also expects that the building contractor will also comply.

1.2 General

This document will refer to all those items required for the operation of the WST which require interface with the facility.

2.0 CONFIGURATION, INSTALLATION, AND INTERFACE REQUIREMENTS

This section provides a brief description of the major WST equipment and interface requirements with the simulator facility. The building facility will be responsible for the provisions of the required installation interfaces and facilities for the installation of the equipment mentioned in the following paragraphs.

2.1 Equipment Arrangement

The simulator installation drawings show the major elements in a WST arrangement including the simulator hall and computer room (if the EMM cabinets are not located in the simulator hall). Additionally, WST #10 shall be delivered with a centralized networking cabinet, S7. It is recommended that this be housed in a secure centralized area allowing fiber-optical connections to be made to the WST #10 computer equipment and any future WSTs.

Consideration must be given to facilitate the interconnections between the equipment (i.e., electrical cables, control wiring, and others).

2.2 Simulator Hall

2.2.1 Room Size

The facility shall provide a clear unobstructed room size to allow the flight compartment unrestricted movement.

The minimum room size is 49’ long x 47’ wide x 40’ high; however, the recommended room size is 60’ long by 60’ wide by 40’ high. The notional simulator installation drawings show the envelope excursion of this WST.

2.2.2 Simulator Hall Environmental Operating Conditions

The simulator is designed for normal operation in an environment where the temperature is maintained between 65°F and 75°F (18°C and 24°C) and relative humidity between 40% and 60% (non-condensing). In facilities where the customer chooses to install the EMM cabinet in the simulator hall, the ambient temperature shall not exceed 75°F (24°C) at the floor level in order to avoid damaging the electronics inside the EMM cabinet.

The following preferred ambient air conditions are recommended when optimum equipment reliability is desired.

2.2.3 Heat Loads into Simulator Hall Ambient

The simulator hall air conditioning system should be able to dissipate the heat emitted by the visual system projectors and other systems of the WST located in the simulator hall. The equipment emitted heat loads based on an average typical system operation are as follows.

The simulator hall heat load includes the cabinets, visual projection system, and other flight compartment equipment.

2.2.3.1 Visual Projector Cooling

The simulator hall air conditioning system should be designed to maintain constant ambient temperature above the simulator area so that there is no significant temperature change in the projector area when the simulator is either in rest (during visual calibration) or in raised position (at operating level). The simulator hall air conditioning diffusers should not be directed at the simulator to prevent warm air blowing directly on the projectors in the winter months.

The temperature level in the simulator hall should be constant throughout the room. The ambient temperature at the visual projector height level should not exceed 75°F (24°C).

2.2.4 Simulator Hall Door Openings

The recommended minimum door openings are as follows.

2.2.5 Simulator Hall Door Accessway

An accessway to the exterior simulator hall door shall be provided. The accessway shall be a paved surface capable of supporting the weight of a double drop tractor trailer and the 21,000 lb weight of the trainer. The objective is to provide enough space for the double drop to be able to offload the trainer adjacent to the exterior simulator hall door. A graded accessway should be avoided.

A facility-provided dedicated source receptacle identified as MSLIFT, shall be located near the simulator hall exterior access opening. This receptacle will be used by CAE to energize the trainer vertical lifting devices to offload the trainer from the double drop trailer. Reference Section 3.0 for power requirements.

2.2.6 Overhead Crane

A 2-axis overhead crane is highly recommended in the simulator hall. The Crane hook, when in raised position, should be a minimum of 35 feet (10.7 m) off the simulator hall floor level. The crane shall be parked in a location where it will not interfere with the motion envelope during the operation of the simulator. The facility shall provide an interlock between the crane and the EMM control cabinet. The crane interlock switch shall provide Normally

Open and Normally closed a minimum of 24 VDC, 1 Amp, dry contacts, such that the contacts change state when the crane leaves its parked position. All the wiring and associated conduit required for this interlock shall be the responsibility of the facility. CAE will terminate the interlock cable into the EMM cabinet if dry contacts are located near the EMM cabinet or an excess of 20 feet of wire is routed to the simulator hall floor near the EMM cabinet location.

The recommended overhead crane capacity shall be a minimum of 2 tons or 4000 lbs. The X-Y movement of the crane should cover the full area over the simulator plus 10 feet forward of the simulator. The overhead crane shall be capable of lifting and positioning the visual deck platform on the simulator aft shell.

2.3 Flight Compartment

Figure 1 shows a Flight Compartment (FC) assembly, which contains the following major items:

• Moving platform, which is the interface between the motion servo-actuators and the FC

• Cockpit

• Instructor's shell

• On-board electronic interfaces

• Electronic and electrical equipment

• Air conditioning ducting
