General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Proposal (RFP).

3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular 2020-04 , Defense Federal Regulation Public Notice 20190531 , and Air Force Federal Acquisition Circular 2019-1001

4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

Requirement Information

Description:

The U.S. Air Force has a requirement for a Relocatable Simulator Shelter to be supplied, delivered, and installed within 8 Months of contract award. See attachment 1 - Statement of Work (SOW) for the minimum functions to be performed and minimum essential characteristics.

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Questions in response to this solicitation must be submitted no later than 5 June 2020. Offers must be submitted via email or to nicholas.hazelett@us.af.mil

2. All technical submissions must be submitted on a separate document and no longer than 25 pages.

3. Offerors must assume that there will be no delays on the requirement due to travel restrictions in place regarding the COVID 19 outbreak. This is just for proposal preparation purposes only. During performance, such delays would be subject to the excusable delays clause.

4. Provision 52.204-22 applies to this solicitation. Alternative line item proposals will be considered.

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

A. Basis for Contract Award: Using FAR Part 13.5, Simplified Acquisition Procedures, the Government will award a contract to the most advantageous proposal in response to this solicitation based on the following factors:

B. The Government intends to make an award without conducting discussions. However, the Government reserves the right to enter into discussions if it is deemed necessary by the contracting officer. Note that the Government will not be utilizing FAR Part 15 for this acquisition and discussions, if used, will be informal. If an offer is no longer deemed competitive, it may be removed from further consideration for award. The Government will inform an offer when any proposal is no longer being considered for award.

C. Evaluation Procedures. The Government will use the following procedures to evaluate offers.

1) Establish a Total Evaluated Price (TEP) for each responsive proposal received. The TEP will be determined by adding extended price of all CLINs.

2) The Government may consider awarding to other than the lowest priced offer. Technical sub-factor 2: Project Assembly, Delivery, and Installation Plan is considered to be more important than price, with a preference for an accelerated delivery time-line of less than 7 months after award. All delivery and installation activities must be complete prior to 12 April 2021. Delivery timelines in excess of 8 months after award will not be considered technically acceptable. All other Technical Subfactors are equal to price.

3) Award will be made to the most advantageous offer to the Government, that submits a technically acceptable response to this solicitation.

D. Evaluations. The following factors shall be used to evaluate offers:

c. Sub-factor 3: Personnel Specifications

1. Factor 1 - Price:

1.1 Each vendor's proposed price will be verified by multiplying the quantities identified at the contract line item number (CLIN) level by the proposed unit price to confirm the extended amount for each CLIN.

1.2 Comparisons of the submitted pricing by a vendor received in response to the solicitation will be evaluated as an aggregate total representing a Total Evaluated Price (TEP). For evaluation purposes, the Government will calculate a Total Evaluated Price (TEP) by adding the extended price for each CLIN.

1.3 In the event that the proposal is submitted in a currency other than US dollars, the Government will convert the proposed price into US dollars for evaluation purposes by utilizing the established exchange rate(s) posted to http://comptroller.defense.gov/ Financial-Management/Reports/fcfr at the time of the solicitation end date.

2. Factor 2 - Technical Specifications. The proposal shall be evaluated for completeness in thoroughly addressing each of the areas identified in 52.212-1 Addendum and 52.212-2 Addendum to include compliance with the SOW. Proposals will be evaluated on the requirements of the SOW at the sub-factor level on an “Acceptable” or “Unacceptable” basis. To be determined technically acceptable at the Factor level, the vendor must be rated as “acceptable” for all sub-factors. Any Sub-factor rating of “Unacceptable” under the “Technical” factor shall render the entire factor “Unacceptable.” The Government's technical evaluation team shall evaluate the technical proposal(s) on an acceptable/unacceptable basis, as stated below:

Technical acceptability will be evaluated against the following sub-factors:

2.1 Sub-factor 1: Technical- This sub-factor is met when the proposal thoroughly, completely, and accurately demonstrates performance capability as outlined throughout the SOW (Attachment 1).

2.2 Sub-factor 2: Project Assembly, Delivery, and Installation Plan- This sub-factor is met when the contractor's Project Assembly, Delivery, and Installation Plan thoroughly, completely, and accurately demonstrates the technical approach to meet the following areas:

2.2.1 Outlines the methods and procedures to be used, provides a detailed schedule with milestones to complete work outlined in the SOW within the required project completion time to include foundation, utility, and electrical designs.

2.2.2 Outlines the entire components list details, to include alarms, fire suppression, HVAC, and physical structure requirements.

2.2.3 The schedule details the product development/lead time, shipping and installation.

2.2.4 The approach confirms understanding that all delivery and installation activities must be complete prior to 12 April 2021.

2.3 Sub-factor 1: Personnel Requirements- This sub-factor is met when the contractor provides specific details that they can meet all personnel and security requirements before facility installation begins. This includes outlining the necessary steps and timelines to acquire proper clearances and other requirements for personnel as outlined throughout the SOW (Attachment 1).

Clauses and Provisions

FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with alternate I applies to this acquisition;

the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.

FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition. Paragraph (a) shall incorporate the following subparagraph:
