Question. Does the Government mean proposals are due Tuesday, June 23rd, no later than 1600 British Summer Time?

Answer. Correct, proposals are due on Tuesday the 23rd, not Monday.

Question. Due to delays associated with the COVID-19 pandemic, would the Government consider postponing proposal submissions for 20 days?

Answer. The Government will not consider postponing proposal submissions for 20 days as it is critical for the awardee to begin the coordinated effort of the other 2 phases of the project.

Question. SOW 2.2.1 states: The facility shall provide a clear unobstructed room size to allow the flight compartment unrestricted movement. The minimum room size is 49’ long x 47’ wide x 40’ high; however, the recommended room size is 60’ long by 60’ wide by 40’ high. Is this 60’ long x 60’ wide x 40’ high the size for the simulator hall room only?

Answer: The 60’ long x 60’ wide x 40’ high size is given by Lockheed-Martin as the recommended size of the simulator hall room only, however this size is subject to change based on the primary priority of maintaining a size of 4900 SF for the concrete pad to stage the structure. Thus, a size closer to the minimum required will still be technically acceptable as long as the minimum clearance space for the simulator is met without obstructions from HVAC ducts, lighting, structural steel, etc.

Question. Assume the Simulator Hall is 60’wide x 60’ long x 40’ high will the Government please provide the desired dimension of the additional rooms in order for us to determine relationship in the drawings?

Answer: Figure 14 represents a sample layout for future uxzse, and should not be utilized for exact scaling measurements. Again, room sizes are subject to change based on future iterative designs. Room dimension guidance is subject to change, however general recommendations are as follows:

· Classroom – 300SF

· Maintenance – 300SF

· Admin – 400SF

Question. Will the Government confirm they want the entrances to these two rooms to be from the exterior of the structure?

Answer: Negative, entrances will be on the interior of the facility.

Question. Can the Government explain the graphic along the right wall straight in from the door entrance?

Answer: The graphic in question is the Computer Room Air Conditioning (CRAC) unit inside of the sample computer room (Reference A008 Trainer Facilities Report (TFR) Section 2.12.5 to see details on the Computer Room Operating Conditions).

Question. Reference. SOW Paragraph 8.0, Figure 17 – Debrief and Authoring Station Layout.

Can the Government explain where this room is as related to Figure 14?

Answer: The Debrief and Authoring station can be placed inside the computer room at either of the below locations indicated with an “X” in Figure 16 below. The station does not require isolation from the rest of the facility (i.e 4 walls), however it does require the receptacles depicted in the design, as well as enough area for the 2 workstations shown.

Question. Will the Government allow the fire suppression system tanks along a wall in the Simulator Hall?

Answer: Yes, fire suppression system tanks will be allowed along the wall in the simulator hall.

Question. Will the Government direct the concrete contractor to install all-thread attaching rods in accordance with the facility contractor’s engineer specifications in the concrete pour?

Answer: The facility contractor is responsible for the design of the concrete pad, per Paragraph 2.4.1. Thus, the Government will work with the concrete contractor to identify locations and specifications of the thread attaching rods (anchor bolts) based on the facility contractors recommendations. The actual bolt installation will be performed by the simulator installer.

Question. Will the Government clarify that Paragraph 2.3 should read Sub-factor 3 instead of Sub-factor 1?

Answer. Yes, paragraph 2.3 should be read as Sub-factor 3 instead of Sub-factor 1.

Question. Will the Government clarify whether there is or is not a raised floor in the computer room?

Answer: Confirmed, there will not be a raised floor in the computer room.

Question. Will the Government clarify there are concrete floors throughout all of the rooms; 1) Simulator Hall/Bay/Room, 2) Computer Room, 3) Supply Room, 4) Maintenance/Computer Room, 5) Toilet/Latrine, and 6) Secure Communications Room? And no raised floors in any of the rooms?

Answer: Confirmed, concrete floors will be used throughout the facility. Raised floors will not be included.

Question. Will the Government clarify whether the Facility contractor provides any furniture? If the facility contractor does provide furniture, please specify the type and quantity.

Answer: Furniture will be provided by the USAF.

Question. Will the Government verify the Debrief and Authoring Station equipment is provided by Lockheed Martin and/or the customer. Additionally, will the Government confirm this is not a single purpose stand alone room and the Facility is not responsible for the location of the Debrief and Authoring station? If this is to be a stand-alone room, will the Government provide guidance on room size, location, and entry door as it relates to the current charrette?

Answer: See #7 for reference. Furniture will be provided by Lockheed Martin and/or the customer for the Debrief and Authoring station. This is not a stand-alone room and can be incorporated into the computer room as shown in Figure 16 above.

#15. Reference. SOW Paragraph 6.1. Training Building Facility. States the Lockheed Martin Contractor team facilities experts are available to provide consultation, if deemed necessary, to the customer architects and subcontractors.

Question. Does this mean offerors have access to the Lockheed Martin Contractor team facilities experts throughout the proposal phase to address questions beyond June 5th? Or only after award?

Answer. Lockheed Martin will only be available after award, and communications would be made through the COR to them unless otherwise agreed upon between the awardee and Lockheed Martin. Since Lockheed Martin are the manufacturers of the simulators, it’s anticipated that throughout performance there will likely be questions for them.

Question. Will the Government verify it requires a 16’ W x 16’ H door in addition to the 20’ W x 22’ H Exterior Access Opening/Door? If it does where is the location of this door in relation to Figure 14 in the SOW?

Response: No, it is recommended that the facility either select one of the two options for exterior access to the simulator hall:

1. A 20’W x 22’H (minimum) exterior access opening or

1. A 16’W x 16’H (minimum) exterior access opening which will require an overhead crane.

Question. If a 16’ W x 16’ H exterior access opening is not required is there still a requirement for the 2-axis overhead crane described in SOW Paragraph 2.2.6?

Response: A 2-axis overhead crane is only required for the 16’ W x 16’ H opening. If a 20’W x 22’H door is used, a portable crane can be utilized to place the simulator, which will be the responsibility of the government. A 20’W x 22’H door is recommended.

Question. We would like to clarify the following rooms are required as the fourth Answer appears to add rooms causing questions on whether some are dual purposed (just a naming issue) or the requirement really is for these 7 individual rooms with these recommended square footages.

1. Simulator Hall; Minimum size of 49’ L x 47’ W x 40” H

1. Computer Room. 30’ L x 22’ W x 9’ H

1. Classroom. General recommendation is 300 square feet.

1. Maintenance Room. General recommendation is 300 square feet.

1. Admin Room. General recommendation is 400 square feet.

1. Toilet/Latrine. (door opening to the interior of the building)

1. Secure Communications Room. (door opening to the interior of the building)

Response. Correct, plan would be to dual purpose some of the rooms. Recommendation would be to dual purpose IDS required rooms (computer rooms, classroom, simulator room, secure comm room). Dual purpose requirements will be fluid based on spacing and design iterations.
