About this file
This document is a Questions and Answers file for the QUUG 23-1014 / FA557525B0007 RPR Potable Water Line System federal contract opportunity. The Q&A addresses six specific technical queries related to the water line system project at Moron Air Base in Spain, including water meter specifications, hydrant reconnection details, temporary water supply requirements, pipe diameter specifications, valve installations, and road crossing pipe sleeve reuse. Key clarifications include: acceptance of an alternative water meter model (MTKDI-N), guidance on hydrant valve replacements, confirmation of the need for temporary water supply during works, specification of DN180 PE100 pipes for fire hydrant connections, confirmation of 6" gate valve placements, and a directive that contractors must price new road crossings while remaining open to potential reuse of existing pipe sleeves if found in good condition during construction.

Questions and Answers for QUUG 23-1014 / FA557525B0007 – RPR Potable Water Line System
*Answers in bold and blue*
1. In phase C, the installation of a water meter is requested for a DN15 (3/4”) pipe diameter. The project specifications, section 22 00 00, paragraph 2.16, call for a specific water meter model, WPD/WPHD from the manufacturer Zenner. However, the minimum diameter available for this model is DN50. Would it be possible to substitute it with the MTKDI-N model from the same manufacturer, which is available in DN15?
Yes, the model proposed is acceptable.
2. Drawing PP503 indicates the installation of a new valve and a pipe section up to the hydrant for the reconnection of existing flush-mounted hydrants in asphalt/concrete along the Parallel Taxiway. However, in the general layout drawing of the different phases where this activity is considered, it is indicated that the disconnection and subsequent reconnection is to be carried out at the existing valve. Is it also necessary to replace this valve with a new one, as shown in the detail plan, replacing the entire pipe section up to the hydrant?
The detail shown is a generic one. In some cases apply to the complete assembly from the main water pipe and in others the existing valve is to remain. For example, in Zone M H23 is new from the main pipe and H22 -H132 are to be connected to the existing valve to remain.
3. Is it necessary to provide a temporary potable water supply during the works for buildings that may be affected by line shut-off?
Yes, this has to be taken into consideration.
4. For barrel-type hydrants, the detail drawings specify using DN180 polyethylene pipes for the connection. However, the general layout plans identify the branch lines from the main line feeding these hydrants as DN160 polyethylene pipes. Is this correct?
Please, consider DN180 PE100 pipes for the connection to any fire hydrant included in the Project.
5. Are the 6" gate valves shown on the supply lines for the barrel-type hydrants the valves for the hydrants as indicated in the detail drawings, or are they additional in-line valves?
The 6” valves shown in Zones K&M for the barrel type fire hydrant supply lines and the same shown on the detail of page PP501.
6. There are some new road crossings that match with the old road crossings to be demolished, e.g. near bldg 2140, zone F, bldg 1512, 1509, 1523 and 1524. Could existing steel pipe sleeves be reused to perform the new road crossings with the new pipes?
Contractors must include in their quotation the price for the new road crossings. If during the construction phase any of the pipe sleeves is found to be in good condition and big enough to be reused, we are open to discuss.
