DEPARTMENT OF THE AIR FORCE
496TH ABS SQUADRON (USAFE)
MORÓN AIR BASE
10 July 2025
MEMORANDUM FOR 496 ABS/PK
FROM: 496 ABS/CEN
SUBJECT: QUUG 25-1002, EDI CNS MSA Barricades Q&A
1. Question #1: In Attachment 4 - CCE Blank, there is the item “Concrete admixture, air entraining agent”, with Unit Of Measures “g”. However, the quantity per m3 is not in the specifications or drawings. Please, provide it
Answer #1: The specifications establish the percentage of the air entrained. Depending on the job mix formula of the concrete, the air entrained agent content in grams varies. Therefore, the air-entrained agent content cannot be established on the specifications.
2. Question #2: In Attachment 4 - CCE Blank there is the item “PVC pipe 50 mm diameter, schedule 40, includes couplings 3 m OC and hangers 3 per 3 m”. The detail A1 of drawing CS502 indicates: “ø80 PVC CONTINUOUS PERFORATED DRAINAGE PIPE W/ WEEPHOLES AT 1200 ON-CENTER”. Please clarify if it is the same pipe and confirm if the diameter and the separation between them are correct.
Answer #2: The diameter of the PVC pipe must be 80 mm and the spacing is 1200 mm.
3. Question #3: The bidder needs to know the setting depth of barricades FAC. 3100 BERMS y FAC.
3997 BERM that are only of Earthen Mound. Please provide a transversal section of this.
Answer #3: The section 01 11 00 of the specifications indicates the height of the barricades: 3.9 m for Fac. #3100 (paragraph 1.2, item #4) and 6.0 m for Fac #3997 (paragraph 1.3, item #4).
Drawing CG102 (sheet 29 of 39) shows the slope and the contour lines of the earthen barricade of Fac #3100. Drawing CG103 (sheet 30 of 39) shows the slope and the contour lines of the earthen barricades of Fac. #3997. The transversal section of both barricades is not needed.
4. Question #4: In drawing B501 there is a Ground Improvement Section with a Settlement Plate Detail. Please confirm if these works must be valued by the bidder because they are not located in drawings or Cost Estimated.
Answer #4: Detail C1 Settlement Plate Detail does not apply to this project.
5. Question #5: The barricades of CLIN #4: BLDG 1012 BERM correspond to drawing CS101.
According to the site visit, there are two barricades to carry out: one is detailed in drawing CS101 and the other will be next to an existing barricade and it should be in the Match line (See Sheet
CS107), as it is indicated in drawing CS101. Please confirm if the contractor must carry out this barricade and, if so, provide the drawing CS107.
Answer #5: The paragraph 1.4 of the section 01 11 00 of the specifications does not include any earthen barricades (without cantilever retaining wall) for bldg #1012. This paragraph indicates that 1 earth berm with cantilever retaining wall must be constructed. This requested barricade is shown on the drawings at the east of the bldg. #1012. The earthen barricade shown on the drawings at the north of the bldg #1012 is existing and the earthen barricade shown on the drawings at the west and south of bldg #1012 is not part of the scope of this project.
6. Question #6: In drawing B001, Prefabricated Vertical Drain Notes says: “Install prefabricated vertical drains (PVD) within the limits of installation indicated on drawing sheet B-104 through B-109.” These drawings are not in the project and these PVD are not in the Const Estimate.
Please clarify if these works must be carried out by the bidder and where.
Answer #6: The "Prefabricated Vertical Drain Notes" shown on drawing B001 (sheet 03 of 39) do not apply to this project.
7. Question #7: Everything related to E&S Control Plan (Construction Entrance, Sediment Fence…) that does not appear in the document Cost Estimate, we understand that it must be valued apart and distributed proportionally among the items of the project. Please confirm.
Answer #7: The E&S Control Plan does not appear in the Construction Cost Estimate (CCE) file as a separate line item, as other minor items (transit control plan, offices, site fencing, latrines, project sign, quality control plan, conservation and maintenance of the existing vegetation at the site, access route cleaning, site investigation, health and safety plan, etc.). All these costs must be part of the overhead.
8. Question #8: Drawing CS510 of wall details is missed. Could you provide it?
Answer #8: The retaining wall details are shown on drawing CS502.
9. Question #9: Drawings of vertical drains from B-104 to B-109 is missed (these drawings are mentioned in point 1 of section “prefabricated vertical drain notes” of drawing B001). Could you provide them?
Answer #9: The "Prefabricated Vertical Drain Notes" shown in drawing B001 do not apply for this project. For this reason, the drawing sheets B-104 through B-109 are not applicable and, therefore, they were included in the drawing file.
10. Question #10: Drawings E-103 and E-603, mentioned in note 4 of drawing CS501, are missed.
Could you provided them.
Answer #10: Note 4 shown in drawing CS501 does not apply for this project. For this reason, the drawing sheets B-103 and B-603 are not applicable and, therefore, they were included in the drawing file.
11. Question #11: There are plans such as C100 and C101 where the berm surrounding building 1012 is marked.
But there are no plans with which to calculate the earthwork of the plant or the planting area. In addition, in CLIN#4 of the scope of work of document "Attachment+1b+- +Specifications+ESP.pdf" it says "Build 1 earth berm with a concrete cantilevered retaining wall in the Armament and Disassembly System Workshop (Building 1012) of 4.7 m high", so it is deduced that the construction of that berm does not fall within the scope of the works. Can you confirm that this is the case?
Answer #11: Based on the legend shown in drawing sheet C100, the berm surrounding building 1012 is an earth berm. Specifications, Section 01 11 00, Paragraph 1.4, item 4 states:
Construct 1 earth berm with cantilever retaining walls at the Weapons and Release Systems Shop (Building 1012) of 4.7 m high. Therefore, the earth berm surrounding the Bldg 1012 does not apply for this project.
12. Question #12: Drawing B501 shows a “Ground improvement section” in section B1, but there is no drawing indicating where these treatments must be done. Could you indicate where these treatments should be carried out?
Answer #12: B501 does not apply for this project. Therefore, all the details shown in drawing B501 do not apply for this project.
